TOWN OF ALGOMA
WINNEBAGO COUNTY, WISCONSIN
August 19, 2026
Chairman Rasmussen called the regular town board meeting to order at 6:00 pm.
The following were present: Supervisors Brittany Bongert, Teresa Van Aacken and Dan Martin.
The following were also present: Administrator Maggie Mahoney, Public Works Director Jason Loduha, Assistant Fire Chief
Keith Breu, and Clerk/Treasurer Katherine Reinbold.
The agenda was posted on August 13, 2026.
On a motion by Supervisors Van Aacken/Martin, passed on a voice vote, the Board approved the minutes of the Town
Board Monthly Meeting dated July 15, 2026.
On a motion by Supervisors Bongert /Van Aacken, passed on a voice vote ( Martin abstained), the Board approved the
minutes of the Town Board Special Meeting dated July 20, 2026.
On a motion by Supervisor s Martin/Van Aacken , passed on a voice vote, the Board approved the August 2026
disbursements.
Hava Zadrow from Senator Rachael Cabral-Guevara’s office was present to introduce herself and to let us know she is
available to help municipalities.
Alicia Wegner, Project Manager for Business and Communication Development of the Greater Oshkosh Economic
Development Corporation (GOEDC), reported that the Idle Sites grant has been accepted into underwriting. There is an
entrepreneur event coming up that Administrator Mahoney is attending.
Fire Department Assistant Chief Breu reported they picked up the new tender last week and started training on it. Should
be in service in a few weeks. They are 45 members strong. The car show was over the weekend and they had great
weather. Happy to have it at the fire station.
The Planning Commission met on August 12, and they have two items under business.
Administrator Mahoney mentioned the first budget workshop will be on September 14. Land purchase for the Leonard
Point Storm Detention Pond will be later this month. It will then go to bid for construction in 2027. We are still waiting for
the sales study for the Leonard Point Road reconstruction project. The Leonard Point Road and STH 21 roundabout area
is kind of a mess. Residents don’t like people cutting through their neighborhoods. Winnebago County Sherriff is pulling
people over for speeding. There are concerns, but this is what’s going on. Hoping to get final approval for Idle Sites grant
for Springhetti Lake. The Winnebago County Comprehensive Ad -Hoc Steering Committee has a few more meetings and
has housing goals as a discussion. Still grinding through final financials and hoping to have a report in September for the
Joint Fire Department study. Need to request reports out of 311 and trying to work with HeyGov to have a standard report.
Looking into having searchable agendas on our website without having to purchase extra software. The .gov conversion is
complete and will post all email addresses on the website once all have been tested and know they are functional.
Public Works Director (PWD) Loduha reported that he is collecting quotes for crack sealing and tree trimming. The 2026
asphalt resurfacing is complete. Shouldering needs to be completed. The pickleball and basketball courts need to be

redone. On Willow Way, working on clearing out cattails to help improve drainage. On Omro Rd. there is a speed data
camera for bike and pedestrian counts. Counts will also be taken after the STH 21 roundabout project is completed.
Chairman Rasmussen spoke to the Department of Transportation director to change the traffic pattern, but they will not
change it because law enforcement has approved the current traffic pattern with the construction.
Clerk/Treasurer Reinbold reported that the August 11 election went well. Searching for a new office assistant. Report
shows a list of operator licenses that have been granted, the temporary licenses were for the fire department car show.
The monthly financial statements were presented.
Administrator Mahoney explained this certified survey map (CSM) is moving lot lines. It appears to meet setbacks and is
recommended for approval. On a motion by Supervisors Martin /Bongert, passed on a voice vote, the Town Board
approved the Certified Survey Map by petitioner Scott Kraus to amend parcels 002 -0254 and 002 -025402 located at
726/724 N. Oakwood Rd.
Administrator Mahoney explained the situation that is laid out in the memo . She believes this is a reasonable request,
along with the planning commission. A town public hearing is needed due to the change of the town’s comprehensive
plan. On a motion by Supervisors Martin/Van Aacken, passed on a voice vote, the Town Board approved the hearing date
on petition by Garanne Properties, Gary R. Lerch, to amend the Town Comprehensive Plan Future Land Use Map portion
for 2581 Omro Road, parcel 002-0108 for October 5, 2026.
Kasie Kiesling was the only applicant for the Town Board supervisor vacancy. The Town Board and Clerk/Treasurer asked
her questions. On a motion by Van Aacken/Bongert, passed on a voice vote, the Town Board and Clerk/Treasurer
approved Kasie Kiesling to fill the Town Board supervisor vacancy until April 2027.
The fire department would like to sell their Tender 21 which is a 1995 Ford L8000. With the purchase of the new tender,
they do not need it anymore. Administrator Mahoney explained with it being town property the money will go into the
general fund for now and they can ask for the money later once they know what they would like to purchase. On a motion
by Supervisors Van Aacken/Martin, passed on a voice vote, the Town Board approved to send the 1995 Ford L8000, Tender
21, to auction, to sell.
Administrator Mahoney explained this is for language clarification for the Idle Sites grant. On a motion by Supervisors
Martin/Bongert, passed on a voice vote, the Town Board approved Amendment #1 of the Development Agreement for
Springhetti Lake.
On a motion by Supervisors Bongert/Martin, passed on a voice vote, the Town Board approved the Joint Powers
Agreement with the Winnebago County Sheriff.
The text amendment to Winnebago County General Code Chapter 16, regarding Private On -Site Wastewater Treatment
Systems (POWTS) has been moved to September. No action taken.
Administrator Mahoney explained how stormwater utility works and what it may look like for the town. Educational only,
no action taken.
The 2027-2031 Capital Improvement Plan was presented.

AGENDA MEMORANDUM
To: Honorable Town Chairperson and Town Supervisors
From: Maggie Mahoney, Administrator
Date: September 16, 2026
RE: Monthly Administrator’s Report
A. Budget Update
The first budget meeting was held on September 14. The next budget meeting will be at
5:30pm on Monday, October 5 when the Administrator’s Recommended budget will be
presented for discussion. See attached budget calendar.
B. Major Projects Updates
i. Leonard Point Road Storm Detention Pond
The town closed on the purchase of the property on September 1! The project will
be bid late fall/winter for construction in 2027.
ii. Leonard Point Road Reconstruction
I received the following update from Randy Moss on Sept 1 regarding land
acquisition and permanent and temporary easements for the project area:
We have driven the project to evaluate the value of landscaping for the
parcels involved. We discussed the sales study with AJ Phillips from
Steiro Appraisal, and he said he should have the sales study completed
by the 3
rd week of September. Once completed it will be reviewed by
State Reviewer Greg Hicks. Upon his approval, and the Town’s, we will
be able to calculate the Nominal Payment Parcel Report and have values
ready to mail to the owners, upon Town approval.
Based on this information, I expect to have the Nominal Payment Parcel Report for
consideration by the Board in October.
iii. Leonard Point Road & STH 21 Roundabout
The second and final major stage of construction is underway. This traffic
configuration is expected to remain in place until completion of the project in
mid-late October. See attached traffic control plan.
The project website is at https://wisconsindot.gov/Pages/projects/by-
region/ne/Wis21/default.aspx includes proposed scope, schedule, traffic
impacts, displays and information for businesses in the work zone.
C. Community Development Update
i. Springhetti Lake
The application for the Idle Sites Redevelopment Program grant is in underwriting. It
is likely going to be approved for the full $250,000 amount.
ii. Winnebago County Comprehensive Plan Ad-Hoc Steering Committee
The committee is meeting September 17 to discuss status with ECWRPC.
iii. Alliant Energy Oshkosh Solar Project
There was an article in the Oshkosh Herald on September 2 that provides an
overview of the project. The project team is hosting office hours—see attached flyer
for more information. I plan on attending the September 22 session and will bring
more information to the board in the future. The Public Service Commission is the
regulatory body that will consider approval of the project.
iv. Oshkosh-Area Entrepreneurial Ecosystem Workshop
I participated in the workshop on August 26 on the UW-Oshkosh campus. It is a
collaboration between UW Oshkosh, Greater Oshkosh Economic Development
Corp., Oshkosh Chamber, and the SBDC. Entrepreneurship is one of the strongest
drivers of local economic and community prosperity, but it only thrives when the
people and organizations around entrepreneurs are coordinating, collaborating,
and leveraging their connections to each other. Right now, a lot of great work is
happening in pockets. This workshop was about starting to connect those pockets
into something stronger.
D. Joint Fire Department Study Update
As of the time of this memo the consultants have finalized the financial information
and I should receive the final report draft within the week. Once the report is reviewed
by staff, the plan is for the final report to be presented to both governing bodies
together at a neutral location, TBD, likely in October.
E. Information Technology Update
The town purchased and installed a new server at town hall in August, per the
approved 2026 CIP/budget.
The town is working with the building inspection team at McMahon to implement
software to improve building permit processes. This may be up as early as October.
F. Ambulance Service Update
Town and City staff have had initial discussions on proceeding with a 3-year contract
with annual amounts set for 2027-2030. I will bring that contract draft to the Board
when available, likely in October.

RE: Monthly Director’s Report
A. Road Maintenance Update
A second round of crack sealing is being completed this month as part of the Town’s
ongoing pavement maintenance program.
Trimming of problem trees and branches extending into the Town’s right-of-way will be
scheduled in the coming weeks. The work will focus on maintaining adequate
clearance for vehicle traffic and providing the required vertical clearance over the
roadway.
i3 Broadband has submitted information for Right-of-Way permits to install
underground fiber optic cable within the Town. TDS has also met with Town staff to
discuss their interest in installing fiber optic infrastructure within the Town. The Board
will be provided with updates as additional information becomes available.

The 2026 Asphalt Resurfacing Project has been completed, with final shouldering
completed on August 28, 2026.

broke off. The fallen branches were cleaned up and hauled to the landfill.
D. Stormwater Update
I received two updated contracts for the operation and maintenance (O&M) of the
Town’s ponds and prairies. Both contracts reflect a very slight increase in costs from
the previous year.
E. Algoma Sanitary District Update
Staff attended the Oshkosh Sewer Service Kickoff Meeting on August 25th at the City of
Oshkosh. Staff will continue to provide updates as future meetings occur.
F. Traffic/Safety Update
Flexible Lane delineators were installed at the intersection of N. Oakwood Road and
Omro Road, on the northwest side of the intersection, to clearly identify the limits of
the vision triangle measured by the Town Engineer and to help maintain adequate sight
distance for vehicles and pedestrians.
Town staff will meet with the City of Oshkosh to discuss a potential road diet on S.
Oakwood Road, from Witzel Avenue to 9th Street. The discussion will include
evaluating options and estimated costs for converting the existing four-lane roadway to
a two-lane roadway with bicycle lanes.
