AGENDA MEMORANDUM
To: Honorable Town Chairperson and Town Supervisors
From: Jason Loduha, Public Works Director
Date: August 19, 2026
RE: Monthly Director’s Report
A. Road Maintenance Update
I am working on obtaining additional quotes for fall crack sealing, as well as seal
coating quotes for a few cul-de-sacs.
I am working on obtaining quotes for trimming problem trees that are growing into the
Town’s right-of-way. The work will focus on maintaining adequate clearance for vehicle
traffic and ensuring proper vertical clearance over the roadway.
There are two locations on Omro Road where the sidewalks have heaved due to the
heat. Once temperatures cool down, additional expansion joints will be cut in these
areas to help prevent the sidewalks from heaving during hot summer months.
B. 2026 Asphalt Resurfacing
The Asphalt portion of the project has been successfully completed, the last step will
be shouldering the new asphalt. Instead of using 3/4” gravel, screenings will be used to
help prevent loose stone from ending up in homeowners’ yards.
New Street Signs were also installed on the newly resurfaced streets.
C. Parks Update
I am obtaining quotes for the maintenance and resurfacing of the pickleball and
basketball court surfaces to assist with 2027 budget planning.
D. Stormwater Update
A drainage project has been started on Willow Way Dr to clean out the ditches, remove
cattails and other overgrowth, and reestablish the flow line. This work will help improve
drainage in the area while also making the ditches easier for residents to maintain.
Inspections of major and minor stormwater outfalls will begin as soon as we get a dry
stretch of weather. Approximately 15 outfalls are inspected each year to identify and
address potential illicit discharges.
E. Algoma Sanitary District Update
No Update at time of memo.
F. Traffic/Safety Update
ECWRPC set up a Miovision camera on Omro Road on August 6 to collect vehicle
speed data. Turn movement counts at Omro Road/N. Oakwood Road, bicycle and
pedestrian counts, and follow-up data collecting is planned for September/October.
G. 2026-2027 Snow Removal
In the coming weeks, I will be obtaining updated cost estimates for snow removal
services from both Winnebago County and private contractors. These updates will
cover the Town’s needs as well as the private roads currently maintained by the Town
during the winter season.

a) Review of District statistics. No discussion was had on this agenda item.
b) Correspondence. No discussion was had on this agenda item.
c) Status of 2026 projects.
- Asphalt Repair: Midstate Asphalt is scheduled to replace the asphalt the following day pertaining to the watermain
leak repair on North Oakwood Road and Shorehaven Lane completed last year.
- 2026 Water Meter Replacements: Of the 227 water meters to be replaced this year, 220 were completed, with three
scheduled and four more to be scheduled.
- Technical Advisory Committee Meeting: Staff had a productive meeting with three City of Oshkosh staff members
and various representatives from the outlying sanitary districts that discussed numerous upcoming projects:
• SCADA upgrade: The City quoted $60,000 for a SCADA system upgrade for the Districts to share; however,
we may be excluded as we can send information from our own system, as long as it meets all their requirements.
• Phosphorus & UV Disinfection: This project is estim ated to cost $40 million, which will increase sewer
treatment costs about 30%, but not until 2029 once the City records the new asset values.
• Rainfall: City staff stated the April rainfalls significantly increased the plant’s wastewater flow from about 10
million gallons per day (gpd) up to 80 million gpd, which equates to quite a bit of inflow & infiltrat ion (I&I)
from the City and the surrounding area.
• Moon Farm: Two homes on Witzel Ave and Maryden Driv e are scheduled to be razed mid-June. Staff made
the developer aware they need to hire Great Lakes to seal and abandon those sanitary sewer laterals, as well as
the one for the house removed in 2024. The new deve lopment will connect to the City of Oshkosh’s sanit ary
sewer system.
• Sewer Service Area Update: The Oshkosh Sewer Servic e Area (SSA) is scheduled to be updated this year.
After staff meets with the East Central Wisconsin Regional Planning Commission (ECWRPC), they will meet
with the Town of Algoma to add about 160 acres west of the District’s administration building to the S SA.
Once this is done, the Oshkosh SSA will include the entire protected area of the Town. Staff is curren tly
drafting maps to present to the Town that will show this acreage.
- Meeting with the City of Omro: Staff also had a ver y successful meeting to discuss sewer rates with th e City of
Omro Interim Administrator, Sam Mingo, as well as t he District’s financial consultant, Christy DeMaste r of
Trilogy, and the City’s financial advisor, Jodi Dobson of Baker Tilly. Sam explained the City is working on a plant
re-rating in order to increase its available capacity. Kevin explained the following concerns with the current rates:
• The fixed fee for the Clean Water Fund loan per con nection per quarter must expire, and City staff
acknowledged the final payment for the 2006 project was already paid this year.
• The District’s overpayments must be segregated and used for future treatment plant projects / upgrades.
• City-only expenses for the City’s collection system must be excluded from the District’s sewer rate.
The City plans to have the sewer rate study completed within the next two to three months.
- Water Tank Filling: Winnebago County has been using the fire hydrant in the parking lot of the Adminis tration
Building to fill up their tankers related to the County Road E road construction project for dust control and cooling.
- Fire Hydrant Painting: Beginning next week, the Ope rations staff plans to sandblast fire hydrants in t he morning
and have each one primed with white paint by the end of day. Residents may see some white hydrants before they
are painted red.
6) Old Business.
a) Discuss and act on wastewater treatment rates from the City of Omro.
i) The Commissioners opted not to go into closed session pursuant to Wisconsin Statute 19.85 (1) (g) to confer with
legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted
by the body with respect to litigation in which it is or is likely to become involved: Wastewater Trea tment rates
from the City of Omro. No action was taken.
b) Discuss and act on Resolution #2026-6-1 to approve the submission of a Conventional Rate Case Applicat ion to the
Public Service Commission to increase water rates.
- Kevin recommended approval of the resolution staff sent to the Commissioners previously, which will al low
staff to submit the application to the Public Servi ce Commission (PSC) within the next month. Sue made a
motion to approve Resolution #2026-6-1 to approve t he submission of a Conventional Rate Case
Application to the Public Service Commission to increase water rates/second-Peter/carried unanimously.
7) New Business.
a) Discuss and act on Resolution #2026-6-2 to approve the submission of the 2025 Compliance Maintenance A nnual
Report for the Wastewater Utility to the Wisconsin Department of Natural Resources (WDNR).
- Kevin stated staff is required to submit this repor t annually. The WDNR assigns a grade based on an A- F system
and the District received a grade A in all categori es. He recommended approval and will submit it to t he WDNR
before the end of the month. Peter made a motion to approve Resolution #2026-6-2 to approve the submission
of the 2025 Compliance Maintenance Annual Report fo r the Wastewater Utility to the Wisconsin
Department of Natural Resources as submitted/second-Sue/carried unanimously .
b) Discuss and act on 2025 Consumer Confidence Report (CCR) prior to publishing.
- Peter stated the CCR looks very well done as usual. Sue made a motion to approve the 2025 Consumer
Confidence Report as submitted/second-Peter. Kevin stated the CCR includes information regarding the
conventional rate application that the Commission just approved, as well as an estimate of 2026-2028 water rates
from Trilogy Consulting, and discussion of the water tower project, to keep everyone informed. He sent out a final
version of the CCR the previous night, which includ ed a chart of the District’s new permits over time. The CCR
also explains to residents that staff is televising the sanitary sewer mains and had to work with resi dents to repair
a few leaking sewer laterals, as well as removing a few sump pumps that were discharging into the sanitary sewer
system. It states that a typical household may only use about 65 gpd per person, but a sump pump pumpi ng 25
gallons per minute for an hour and a half equals 2,250 gallons, which the sanitary sewer system is not designed to
handle. Motion carried unanimously.
8) Adjourn. Sue made a motion to adjourn the regular monthly me eting at 12:18 p.m./second-Peter/carried
unanimously.

AGENDA MEMORANDUM
To: Honorable Town Chairperson and Town Supervisors
From: Maggie Mahoney, Administrator
Date: August 19, 2026
RE: Discussion and Possible Action re: Certified Survey Map by petitioner Scott Kraus
to amend parcels 002-0254 and 002-025402 located at 726/724 N. Oakwood Rd.
GENERAL INFORMATION:
Petitioner & Owner of parcel 002-025402: Scott Kraus
724 N. Oakwood Rd
Oshkosh, WI 54904
Past Town Board Discussion(s): None
Action Requested: Petitioner is requesting approval of the Certified Survey Map to move
lot line between these two parcels.
Property Location and Type:
The subject properties are contiguous sewered lots and both zoned R-1 Rural Residential.
Scott Kraus owns one parcel and his relative, Bonnie Kraus, owns the other parcel. Both
lots currently meet the dimensional requirements in this zoning district. Parcel 002-025402
is accessible by an easement on a lot to the north, parcel 002-011201, and northeast
corner of parcel 002-0254. Scott Kraus wants to move the lot line of his property 60 feet to
the west to include the detached garage from the other property.
These parcels are in the protected area of the boundary agreement with the City of
Oshkosh.
ANALYSIS:
The proposed change, as stated above, would move the lot line 60 feet to make one parcel
bigger and the other smaller, and will change the ownership of one existing detached
garage. The proposed lots must continue to meet the zoning and dimensional standards for
the R-1 Rural Residential Zoning District. The dimensional standards for this district per
Page 2 of 3
Chapter 23: Town/County Zoning of the Winnebago County Municipal Code, Exhibit 8-2 are
as follows:
The proposed lots appear to meet the dimensional requirements and do not conflict
with any local, county, or regional plans. Further, access is improved as the easement to
access the rear lot would only go across one property instead of two.

PLANNING COMMISSION RECOMMENDATION:
The Planning Commission considered this item at their August 12, 2026 meeting. The
Planning Commission passed the motion 7-0 to recommend approval for the proposed
CSM.
RECOMMENDED ACTION:
The Planning Commission recommends approval. Should the Town Board agree, the
following motion may be made:
“Motion to approve the Certified Survey Map by petitioner Scott Kraus to amend parcels
002-0254 and 002-025402 located at 726/724 N. Oakwood Rd.”

RE: Discussion and Possible Action re: Set hearing date on petition by Garanne Properties,
Gary R. Lerch, to amend the Town Comprehensive Plan Future Land Use Map portion for
2581 Omro Road, parcel 002-0108.
GENERAL INFORMATION:
Petitioner: Garanne Properties, Gary R. Lerch
2919 Waldwic Lane
Oshkosh, WI 54904
Owner: Alexander and Mary Jean Irvine Revocable Trust
3022 Windfield Drive
Neenah, WI 54956
Past Town Board Discussion(s): None
Action Requested: Petitioner is requesting a change to the Future Land Use Map, which is an
amendment to the Town Comprehensive Plan. He is requesting that a change be made to one
parcel to make a combination of residential and commercial use to all commercial use. This
request is considered a minor amendment to the map/plan. The petitioner would ultimately like
to rezone this parcel to B-3 General Commercial District and has an offer to purchase the
property contingent upon the rezoning being approved.
For this meeting the Town Board will consider setting the date for a public hearing for this
petition.
Applicable Provisions:
Town of Algoma Comprehensive Plan
Chapter 23: Town/County Zoning of the Winnebago County Municipal Code
Property Location and Type:
The subject property is 5 acres on the southside of Omro Road, between Ran-lie Street and N.
Westhaven Drive that is zoned A-2 General Agriculture District. The parcel abuts a residential
Page 2 of 3
neighborhood to the west, residential and businesses to the north, Service Oil to the east, and
residential and vacant property to the south. The property serves as a hobby farm with existing
structures, but is mostly open space as is typical with an agricultural lot.
This parcel is in the protected area of our boundary agreement with the City of Oshkosh.
Town Comprehensive Plan:

Current Land Use A-2 General Agriculture District
Current Future Land Use Residential and Commercial
Proposed Future Land Use Commercial
Future Land Use Map in the Town of Algoma Comprehensive Plan:

Commercial (pink and red)
Institutional (blue)
Mixed-Duplexes & Commercial/Retail (orange
stripes)
The full Town Comprehensive Plan and Future Use
Map is available on the town website:
https://townofalgoma.org/planning/
ANALYSIS:
The current future land use map identifies both residential and commercial uses on this lot in
roughly the same amount—both abut residential and commercial uses. The location of this lot
on Omro Road, a main thoroughfare of town, and its proximity to other commercial lots with
frontage on that road that also abut residential lots make it reasonable that it be commercial
use. This is a use that is consistent with the planned use in the area. The proposed change is a
reasonable amendment to the Town Comprehensive Plan Future Land Use Map.
PLANNING COMMISSION RECOMMENDATION:
The Planning Commission considered this item at their August 12, 2026 meeting. The Planning
Commission passed the motion 7-0 to recommend approval for the proposed land use map
amendment.
RECOMMENDED ACTION:
The Planning Commission recommends approval of the amendment. The Town Board should
set the public hearing on this item. Staff recommend setting the date for October 5, 2026,
which meets the requirement for the local government to publish a class one notice under Ch.
985 at least 30 days prior to the public hearing. Should the Town Board agree, the following
motion may be made:
“Motion to set the hearing date on petition by Garanne Properties, Gary R. Lerch, to amend the
Town Comprehensive Plan Future Land Use Map portion for 2581 Omro Road, parcel 002-0108

RE: Amendment #1 to Developer Agreement for Springhetti Lake
SUMMARY:
In the process of applying for the Idle Sites Grant, the town became aware of language that
did not match our intent the grant reimbursements after the developer agreement was
executed and is proposing an amendment to correct that language.
The section regarding the Idle Sites Grant is Article VI. The language for the "Submittal of
Information required for Payment of Grant Funds" section (numbers 1 & 2) have been
amended to reflect the town's intent to reimburse up to 100% based on eligible costs to
match the grant, not upon completion of the entire project. This is the difference of the
developer being able to submit for final reimbursement after completing just what is
needed for the grant match (up to $1 million) versus completion for the total project.
The town attorney prepared the amendment and it has been accepted as presented by the
developer.
RECOMMENDED ACTION: Staff recommend approval the amendment as presented.
Should the Town Board agree, the following motion may be made:
“Motion to approve Amendment #1 of the Development Agreement for Springhetti Lake. ”

AMENDMENT # 1 TO
DEVELOPMENT AGREEMENT
SPRINGHETTI LAKE
This Amendment #1 to the Development Agreement (the “Amendment") is made this ___ day of
________, 2026 (the "Effective Date"), by and between the TOWN OF ALGOMA, WINNEBAGO
COUNTY , WISCONSIN, (the "Town"), and SPRINGHETTI'S REAL ESTATE, LLC, a Wisconsin
limited liability company (the "Developer").

WHEREAS, the Town and Developer entered into a Development Agreement for redevelopment
of a parcel of real property owned by Developer and located within the Town into a high-quality
residential neighborhood with various amenities for its residents dated ________________, 2026;
and
WHEREAS, the Development Agreement anticipated application for grant funding through the
Idle Sites Program administered by the Wisconsin Economic Development Corporation (WEDC)
which was not finalized prior to execution of the Development Agreement; and
WHEREAS, the Town and Developer have met, agreed to and submitted application for the grant
funding and determined that amendments to the language pertaining to the grant application and
funding within the original Development are appropriate.
NOW THEREFORE, in consideration of the recitals, the terms and conditions contained in the
Development Agreement and this Amendment, and for other good and valuable consideration, the
parties agree to Amend Article VI of the Development Agreement to read as follows:
ARTICLE VI. IDLE SITES GRANT
Idle Sites Grant

2 of the Project, the Developer may request that the Town apply for such grant.
Submittal of Information required for Payment of Grant Funds. The Developer shall
be eligible to receive the Grant assistance in two draws:
1. The Developer may request a draw of (50%) of the Grant assistance after having
expended funds for Eligible Costs in the amount of at least 50% of estimated
eligible costs needed to meet the cost matching requirement of the grant.
2. Developer may request the remaining (50%) of the Grant assistance after having
expended funds for Eligible Costs needed to meet the eligible cost matching
requirement of the grant.
To request a draw, Developer shall provide the Town with documentation to the Town’s
satisfaction of funds expended for Eligible Costs to include copies of paid invoices,
proof of payment thereof and lien waivers as appropriate. The Town may request
additional information if needed to review the request. Upon determination that the
information submitted is satisfactory, the Town shall pay the draw to the Developer
within 30 calendar days of the town receiving the funds from WEDC.
Documentation shall clearly specify the expenditure made, any contractor receiving

requested. Developer shall not be entitled to additional compensation for employee
services, time or materials necessary for the provision of records under this Section.
Failure to comply with the request for audit, or a lack of documentation in records may
cause termination of this Agreement or repayment of funds under the terms of the Idle
Sites Grant Agreement . Upon termination for failure to comply with requests for
information under this paragraph, Developer shall promptly repay to Town on Town' s
demand all disallowed funds.
Indemnification and Hold Harmless. In consideration of the Town’s application and
administration of Grant monies for the benefit of Developer and the Project, the
Developer agrees to indemnify and hold harmless the Town from any claim made by
WEDC against the Town arising from the Grant or Grant Agreement. Developer shall
have no obligation to indemnify the Town to the extent a claim is caused by the Town’s
negligence or intentional acts. The Town shall not be obligated to pay any costs for
defense or settlement allocating any portion of liability to the Town without the consent
of the Town. No provision contained in this Memorandum of Understanding is
intended to waive or estop the Town, or its respective insurers from relying upon the

1. Algoma Stormwater Utility Info Packet
TOWN OF ALGOMA STORMWATER UTILITY INFORMATION PACKET | Page 1
INFORMATION PACKET
TOWN OF ALGOMA | Winnebago County, Wisconsin
AUGUST, 2026
THIS PACKET CONTAINS IMPORTANT INFORMATION RELATING TO RECURRING CHARGES FOR
STORMWATER MANAGEMENT SERVICES THAT WILL BE ASSESSED ON YOUR TAX BILL. THIS PACKET IS
BEING SENT TO ALL PROPERTY OWNERS IN THE TOWN OF ALGOMA. IF YOU ARE NOT THE OWNER OF
THIS PROPERTY, OR FEEL THIS INFORMATION HAS REACHED YOU IN ERROR, PLEASE FORWARD IT TO
THE APPROPRIATE PARTY OR CONTACT OUR OFFICE SO WE CAN MAIL A NEW PACKET.
The following Questions and Answers provide an overview of the Town of Algoma Stormwater Utility and
explain the charges to be billed your property. We hope this will answer most of the questions you may
have.
WHAT IS A STORMWATER UTILITY?
A Stormwater Utility is a municipal utility district that operates in the same fashion as a sanitary sewer
or water utility. Charges collected by a Stormwater Utility are used for the administration, planning,
construction and maintenance of the Town’s existing and future stormwater system. Stormwater
systems include all natural and manmade stormwater conveyance facilities operated and maintained
by the Town , including retention/detention ponds, ditches, storm sewers, culverts, bridges, curb &
gutter, drainage ways and waterways. A Stormwater Utility also fund s Town maintenance operations
such as street sweeping, catch basin cleaning , and leaf /brush collection. For reference, t he Town’s
current budget that supports Stormwater is approximately $320,000.
The Stormwater Utility is planned to be created by Ordinance on ________________, 202 6 by the Town
Board. A complete copy of the Ordinance can be obtained at Town Hall and the Town website. All
properties within the Town are subject to the fees charged by the Utility.
WHY IS A STORMWATER UTILITY BEING CREATED?
The Town of Algoma currently pays for Stormwater services out of the General Fund using property tax
revenues. Property taxes are not always a good metric for relating stormwater system use to landowner
payments, since property taxes are based on tax status, land value and building value. For example,
landowners with a tax -exempt status do not pay any property taxes and don’t contribute toward the
Town’s stormwater system costs. Also, landowners that generate a larger quantity of runoff do not
necessarily pay a proportionately larger amount of stormwater system costs. For example, a parcel
with a ½ acre parking lot and a parcel with a ½ acre office buil ding generate similar amounts of
stormwater runoff; however, the landowner of the office building pays a substantially larger property tax
as compared to the landowner of the parking lot.
A more equitable method of charging stormwater system costs to landowners is to establish payments
based on the landowner’s use of the stormwater system. Similar to electric, gas, drinking water and
wastewater systems, a stormwater user -based fee system requires the landowner to pay for the
services consumed on a per unit basis. In the case of a stormwater utility, the amount of stormwater
runoff generated by the landowner provides the unit basis.
TOWN OF ALGOMA STORMWATER UTILITY INFORMATION PACKET | Page 2
In Wisconsin, the metric typically used to estimate the amount of stormwater runoff is the amount of
impervious surface on the parcel. This approach provides a financial incentive for the landowner to
reduce the amount of impervious surface on their prope rty. In developed urban areas, less
imperviousness typically results in smaller runoff volumes, smaller peak discharge rates, and improved
stormwater quality. In addition, this approach provides the municipality with a method to encourage
landowners to install onsite stormwater best management practices (BMPs) that further reduce runoff
volumes, peak flow rates, and/or stormwater pollutants. Typically, a credit policy allows a landowner
to reduce its stormwater utility fee if the landowner reduces runoff volumes, peak flow rates, and/or
pollutants discharging into the stormwater system or local water bodies.
HOW IS MY CHARGE CALCULATED?
Stormwater Utility charges are calculated based on the total number of 'Equivalent Runoff Units' or
'ERU's' assigned to each parcel . An ERU is defined as the average amount of impervious area that a
typical single -family residential property located within the Town of Algoma. For reference, an
‘Impervious Area or Impervious Surface’ is defined as areas that have been paved, covered or
compacted to inhibit the natural infiltration of water into the soil or cause water to runoff the area in
greater quantities or at an increased rate of flow from the present under natural conditions as
undeveloped pro perty. Such areas may include, but are not limited to, roof, roof extension patios,
porches, driveways, sidewalks, pavement, gravel, athletic courts and compacted surfaces. Excluded
from this definition are undisturbed land, lawn and fields.
Using recent aerial imagery, 2% of the single -family residential properties within the Town were
reviewed to digitize impervious surfaces. A single ERU for a single -family residential property in the
Town was determined to be 5,080 square feet of impervious area . The Stormwater Utility charge for
each parcel is calculated depending on the customer classification and the total number of ERU’s
assigned to each parcel. An annual charge of $144.00 per ERU is proposed to generate enough revenue
to cover the Town’s current annual stormwater budget and assist with future maintenance and capital
projects. See below for additional customer classification and billing information.
WHAT ARE THE DIFFERENT CUSTOMER CLASSIFICATIONS?
The Town has classified each parcel within Town limits with one of the following custom er
classifications:
RESIDENTIAL – SINGLE-FAMILY
o 1 ERU per parcel
o $144 annual charge per parcel
o 2,544 total ERU’s = $366,336 projected revenue
RESIDENTIAL – DUPLEX, CONDOMINIUM & TOWNHOUSE
o 0.6 ERU per dwelling unit
o $86.40 annual charge per dwelling unit
o Common areas of the development s or parcels are not charged unless they contain
impervious surfaces
o 55.2 total ERU’s = $7,949 projected revenue
TOWN OF ALGOMA STORMWATER UTILITY INFORMATION PACKET | Page 3
RESIDENTIAL – MULTI-FAMILY
o No Residential – Multi-Family developments present within the Town.
NON-RESIDENTIAL
o Total ERU’s calculated based on total impervious area on parcel
o Total # of ERU’s = Total Impervious Area / 5,080 sq ft (rounded to nearest tenth)
o Total Annual Charge = $144 x Total # of ERU’s
o 885.0 total ERU’s = $127,440 projected revenue
UNDEVELOPED
o No ERU charges for undeveloped properties
Based on these customer classifications, there is a total of 3,484.2 ERU’s within the Town, which will
generate approximately $501,725 in annual revenue for the Stormwater Utility.
WHAT IF MY HOUSE IS LOCATED ON TWO PARCELS OR I OWN MULTIPLE CONTIGUOUS PARCELS?
Residential customers who own more than one contiguous parcel have been charged based on the
following:
Where a single-family home is physically located on two parcels, the property owner shall
be assessed a charge of 0.5 ERU on each parcel for a total of one ERU.
Where a single-family home is located on one or more parcels with one or more contiguous
parcel(s) under the same ownership, the property owner shall be charged one ERU for all
the parcels combined.
WHO IS RESPONSIBLE FOR PAYING THE UTILITY CHARGES? By Ordinance, the owner of the property is
ultimately responsible for paying these charges. Since the charges will appear on the tax bill, it will be
sent to whomever is receiving the tax bill.
WHAT IS MY ESTIMATED BILL AND WHEN WILL I BEGIN PAYING? An estimate of the ERU's and annual
charge to your property is calculated and is available at Town Hall. The Algoma Stormwater Utility goes
into effect starting on January 1, 202 7. The Town recognizes this is a new charge and in an effort to
minimize the burden the first couple of years, has decided to ‘phase in’ the Stormwater Utility charge
as follows: Year 1 (2027)- 50% reduction, Year 2 (2028) – 25% reduction, Year 3 (2029) – Full Payment.
WHAT ARE STORMWATER CREDITS? The Town may provide credits against the stormwater utility fees
charged for nonresidential parcels where the owner installs and maintains private stormwater
management facilities on site which effectively reduce surface water runoff from that parcel, or which
improve the quality of stormwater runoff from that parcel. Credits must be applied for and may be
granted in accordance with the stormwater utility credit policy on file with the Town.
WHAT IF I HAVE QUESTIONS? Questions regarding the Algoma Stormwater Utility may be directed by
mail, telephone, or email to:

Project # PW-26-02
Project Name Leonard Point Road - STH 21 to Highland Shore Ln
Total Project Cost $2,817,000 Contact Administrator
Department Public Works Type Improvement
Category Street Reconstruction Priority 2 - Very Important
Status Active Useful Life 25 years
Description
This is a STP-Urban project (64336-01-72/73) for the BIL 2023-2026 cycle to reconstruct the roadway of Leonard Point Road (STH 21 to Highland Shores
Lane) with an urban cross section consisting of asphaltic pavement for 1.25 miles. Pavement width will be 22 feet with 3.5 foot wide shoulders.
Roadway will have curb and gutter, storm sewer, pavement markings and signing. There will be 5 foot sidewalks installed on both sides of the road.
On street bike lanes for the entire length of the project.
The original cost estimate was $5,564,200 and scheduled for construction in 2026 (per 2022 agreement).
In August 2024 the construction schedule was pushed back one year to 2027. The updated cost estimate of $5,842,410 is a 5% increase from original
estimate.
The updated cost estimate as of August 2025 was $6,048,000.
In February 2026 the construction schedule was pushed back another year to 2028: Final PS&E submittal 8/1/27, project let 12/14/27. The updated
cost estimate as of August 2026 is:
• Construction $5,740,000 + Construction Engineering $680,000=$6,420,000 (assuming 5% increase per year from original estimates)
• The federal/state funding is capped at $4,152,708.
• Town paying for the remaining $2,267,292 balance plus land acquisition costs estimated at $210,000 (increased based on updated estimate
of land for $140,000 plus $70,000 costs for acquisition and appraisal services). Land acquistion will begin as early as fall 2026. Budgeted
half of land costs and all of appraisal services in 2027.
• A regional wet detention pond will be required as well for this project and is not included in these costs--see separate Leonard Point Pond
project.
Justification
The last year of improvement was 2001. The road consists of a rural cross section with two 11-foot lanes of asphaltic pavement. The pavement has a
rating of 4 and is experiencing transverse and longitudinal cracking, block cracking, and raveling. The roadway has 1-foot gravel shoulders and does
not pedestrian or bicycle facilities. The corridor has safety concerns with the growing number of pedestrians and the lack of accommodations for
them.
