TOWN OF ALGOMA
WINNEBAGO COUNTY, WISCONSIN
November 19, 2025
Chairman Rasmussen called the regular town board meeting to order at 6:00 pm.
The following were present: Supervisors Teresa Van Aacken, Petey Clark, Dan Martin, and Supervisor
Michael Brooks.
The following were also present: Administrator Maggie Mahoney, Public Works Director Jason Loduha,
Fire Chief Kevin Sawicki, and Clerk/Treasurer Katherine Reinbold.
The agenda was posted on November 14, 2025.
On a motion by Supervisors Clark/Van Aacken, passed on a voice vote, the Board approved the minutes
of the Special Town Board Meeting dated October 13, 2025.
On a motion by Supervisors Van Aacken/Clark, passed on a voice vote, the Board approved the minutes
of the Monthly Town Board Meeting dated October 15, 2025.
On a motion by Supervisors Martin/Brooks, passed on a voice vote, the Board approved the November
2025 disbursements.
Public Forum: Scott Middleton of 3065 Pine Ridge Rd stated he is aware the town participated in talks
with other municipalities but didn’t join them for EMS service. Knows the town is with the City of
Oshkosh for a year, but what about after that.
Penny Blackmore of 2897 Prairie Wood Dr. had concern of bus parking in front of Oakwood school. You
can’t see and it is dangerous. What can be done? Chairman Rasmussen noted the school has a new
transportation person and the town should get a hold of that person and revisit the situation.
Patrick Conner of 3517 Caden Ct. had a concern of the radical Islam and open borders in our country.
Wants the town board to support legislation that does not support radical Islam.
Brittany Bongert of 2029 Crestwood talked about how much the EMS charge has gone up. Questioned if
the board has looked at the contract to make sure they can increase it. Asked if the town could just put
money aside to save and pay for the charge. Hoping the charge doesn’t get put on the taxpayers.
Tricia Rathermel, President and CEO of the Greater Oshkosh Economic Development Corporation
(GOEDC) reported that there is a talent attraction grant available from the state. They are still working
with the county for funding for the housing program.
Fire Department Chief Sawicki reported they have submitted for the EMS FAP grant again. Some of their
vehicles still need maintenance. They have maxed their firefighter roster and almost at max for first
responders.

The Planning Commission did not meet.
The Parks Committee did not meet.
Administrator Mahoney reported that there were no updates since the time of her memo. Tommy’s
Carwash opened on November 7 and is busy. The construction for 7Brews has started. There was some
discussion about the joint fire department study. It is looking at the functional and financial aspects of
the City of Oshkosh and the Town of Algoma. Can it be combined? Supervisor Van Aacken noted that the
board is trying to make sure they are doing the right thing and gather information.
Public Works Director (PWD) Loduha reported that the pavement ratings for roads has been completed.
Snow removal discussions have happened in preparation for the snow season. A bench was damaged at
Jones Park and will be fixed. The Bellhaven Iron Enhanced Sand Filter has been seeded. The Algoma
Sanitary District has approved the Master Sewer Agreement. The heat is now working at the Town Hall.
Clerk/Treasurer Reinbold reported there will be a new town website. Elections and taxes are right
around the corner. The Board of Review has a new member and is now a full 5-member board. No
updates on the searches. Attending training on BadgerBook updates. The Holiday String Light recycling
has started, and the town is a drop-off location.
The monthly financial statements were presented.
Administrator Mahoney explained that the increase for health insurance is about 15%. Staff recommend
staying on the same plan. On a motion by Supervisors Clark/Brooks, passed on a voice vote, the Town
Board approved the renewal of Anthem Gold Blue Priority Proposed Plan 1 health insurance plan and
associated premiums for town staff.
Administrator Mahoney noted staff recommended approval. Chairman Rasmussen noted this is
something we do every year. On a motion by Supervisors Martin/Brooks, passed on a voice vote, the
Town Board approved the 2026 Winnebago County Highway and Town of Algoma Maintenance
Agreement.
On a motion by Supervisors Clark/Van Aacken, passed on a voice vote, the Town Board approved
Resolution 2025-5 Amending and Adopting the 2026 Fees and Licenses Schedule for the Town of
Algoma.
Chairman Rasmussen noted that this started three years ago and have had many conversations with the
City of Oshkosh. The city has subsidized the cost for many years and will now stop doing that. There are
some unknowns with the newly created group, and it doesn’t make sense to go with them to save a few
bucks. The levy limit doesn’t afford us to raise the levy to pay this. Supervisor Van Aacken added the
new group is a cost per capita and it wouldn’t be remarkable savings. The town is close to the city, and
we have good response times. Supervisor Clark added the board has worked hard on this. With almost
7,000 people, we would be paying the bulk of the bill with the new group. Supervisor Martin
emphasized the safety for the community and the board did what they thought was right. On a motion
by Supervisors Clark/Martin, passed on voice vote, the Town Board approved Resolution No. 2025-6, a
Resolution to Adopt Special Charges for Ambulance Service for Tax Year 2025.
