The following was absent (excused): Supervisor Michael Brooks.
The following were also present: Administrator Maggie Mahoney, Public Works Director Jason Loduha,
and Clerk/Treasurer Katherine Reinbold.
The agenda was posted on October 13, 2025.
On a motion by Supervisors Martin/Van Aacken (Clark abstained), passed on a voice vote, the Board
approved the minutes of the Special Town Board Meeting dated September 15, 2025.
On a motion by Supervisors Van Aacken/Martin (Clark abstained), passed on a voice vote, the Board
approved the minutes of the Monthly Town Board Meeting dated September 17, 2025.
On a motion by Supervisors Martin/Clark, passed on a voice vote, the Board approved the minutes of
the Special Town Board Meeting dated September 29, 2025.
On a motion by Supervisors Van Aacken/Clark, passed on a voice vote, the Board approved the October
2025 disbursements.
Public Forum: Brittany Bongert, 2029 Crestwood Dr, read in the minutes that were on the town website
that there is discussion about putting the fire protection fee on the water bill. She would like to make
sure the town is being transparent with the public. If the public is aware maybe it could be put back on
the tax bill with a referendum. If the town is joining with the City of Oshkosh, make sure the cost is
evenly split and make sure the town only pay for the true cost. Also mentioned the Jones Park new
parking lot location. The parks committee hasn’t met since 2019, so how has the decision been made to
put the parking lot there.
There was no economic development update.
The Board had the Fire Department report for review.
The Planning Commission met on October 8. They reviewed a zoning change for Wyldewood Baptist
Church and a conditional use permit application for a lot by the lake. Both items are under business.
The Parks Committee did not meet.
Administrator Mahoney noted that the final recommended budget is under business. Staff met with the
Algoma Sanitary District (ASD) to discuss options with the fire protection fee. No update on the Leonard

Point Rd. storm detention pond. The land acquisition for Leonard Point Rd. reconstruction is on hold for
right now. There are no updates for the Leonard Point Rd. & STH 21 roundabout. Administrator
Mahoney and Tricia Rathermal of GOED held a development workshop on October 13. The board and
staff enjoyed it. Administrator Mahoney is the town representative for the Winnebago County
Comprehensive ad-hoc steering committee. The first meeting they talked about transportation, housing,
etc. with housing being the biggest concern. East Central Regional Planning Commission will meet with
each community. There are no updates for the CORP or Legislative. The joint fire department kick off
meeting was on October 13. There were representatives from Town of Algoma Fire Department, City of
Oshosh, and Town of Algoma staff. It should take 4-5 months to complete the study.
Public Works Director (PWD) Loduha reported that Winnebago County has updated traffic markings and
Fahrner has finished chip sealing. PWD Loduha also received notification that the OSMS project and
going to be connecting to storm water and utilities. The asphalt resurfacing is complete. Jones Park
weeds have been prayed and the County cut cat tails. The recent ASD meeting covered the Town’s
recent projects. The boiler has not arrived yet and hoping to see it ship out the end of October. PWD
Loduha attended the Leach Farms to learn about purchasing water quality credit to help with the Town’s
MS4 permit.
Clerk/Treasurer Reinbold reported the Office Assistant and Deputy Clerk/Treasurer positions are still
open and have conducted a few interviews with Administrator Mahoney. The repeal of the facility rental
ordinance can happen and make way for new policies. Clerk/Treasurer Reinbold is a member of the
Legislative Communications & Advocacy committee with the Wisconsin Municipal Clerk’s Association.
During the last meeting, we were made aware of a handful of elections bills that will be in discussion.
These will be watched and will advocate if necessary.
The monthly financial statements were presented.
Administrator Mahoney explained this conditional use permit application is for a stormwater overlay.
The parcel has an existing water drainage that is privately owned. It will meet the 25 year flood event
and it will improve the drainage in the area. The Planning Commission recommends approval. On a
motion by Supervisors Martin/Clark, passed on a voice vote, the Town Board approved the conditional
use by William and Shawnee Bowman to clear, clean, dredge, and alter a drainageway located in s
surface water drainage overlay district at 4404 Bellhaven Ln, parcel 002-000902.
Administrator Mahoney explained the re -zone is for Wyldewood Baptist Church. The Town looked at
the comprehensive plan and future use. The re-zone is consistent with the comprehensive plan. Pastor
Jason was present to answer any questions. They plan on building a new building to replace the current
one that prints bible literature. On a motion by Supervisors Clark/Martin, passed on a voice vote, the
Town Board approved the rezoning of 3030 Witzel Ave., parcel 002-022201, from A-2 General
Agricultural District to B-3 General Business District.

repeal Chapter 59 of the municipal code and make way for the new policies. On a motion by Supervisors

Repealing Chapter 59 of the Code of Ordinances for the Town of Algoma relating to Municipal Building

organizations. After some discussion, on a motion by Supervisors Van Aacken/Clark, passed on a voice
vote, the Town Board approved the Municipal Facility Rental Policy for Private Individuals and Municipal
Facility Rental Policy for Fee Exempt Organizations effective for the 2026 rental year and adding into the
policies that any signs that want to be put up outside the building must be approved by the Town first.
Administrator Mahoney explained that the Oshkosh Area School District reached out to the Algoma Fire
Department to use the station as a rally point in an emergency. Chief Sawicki is on board with it. On a

Area School District Rally Point Memorandum of Understanding contingent upon legal review.
On a motion by Supervisors Van Aacken/ Clark, the board approved Pay Request #2 for the S. Oakwood
Road Water Line Extension payable to Town of Algoma Sanitary District #1 in the amount of $13,957.57.
On a motion by Supervisors Clark/Van Aacken, the board approved Pay Request #2 for the 2025 Asphalt
Resurfacing Program payable to Northeast Asphalt, Inc in the amount of $6,273.43.
The Board discussed the Fee Schedule update. It is mostly clean up, but PWD Loduha will propose a fee
structure for a right of way program and Administrator Mahoney will be adding plat review fees to go
with site plan review fees. No action, discussion only.
The Board had discussion on the 2026 Administrator’s Final Recommended Budget. It is balanced and
will go to public hearing in November and then for approval at the November regular monthly town
board meeting. No action, discussion only.
On a motion by Supervisors Martin/Clark, passed on a voice vote, the Town Board adjourned at 7:01

a 1995 Ford L8000. NFPA 1911 recommends volunteer fire apparatus be placed into reserve

$425,000-$450,000.
Truck Committee
• The truck committee has looked at options for the refurbishment of Rescue 21 and provided an
updated quote.

AGENDA MEMORANDUM
To: Honorable Town Chairperson and Town Supervisors
From: Maggie Mahoney, Administrator
Date: November 19, 2025
RE: 2026 Health Insurance Premium for Town Employees
SUMMARY:
The current/2025 plan is Anthem Gold Blue Priority. To renew the same plan it will be a
15.39% increase. This option is called “Proposed Plan 1” . Staff like this plan and prefer it to
the alternative options which have higher deductibles.
Last year it was a 5.33% increase. The last two years have been significantly less than the
normal trend increase is typically 8%-12% on medical groups—this year the increase is
typical to what others are seeing.
The budget impact is estimated to be an increase of $3000-$5000. Those funds are
included in the proposed 2026 budget.
RECOMMENDED ACTION: Staff recommends approval of renewing the Town’s current
health insurance plan. Should the Town Board agree the following motion may be made:
“Motion to approve renewal of Anthem Gold Blue Priority Proposed Plan 1 health insurance
plan and associated premiums for town staff.”

AGENDA MEMORANDUM
To: Honorable Town Chairperson and Town Supervisors
From: Jason Loduha, Public Works Director
Date: November 19, 2025
RE: Winnebago County Highway and Town of Algoma Maintenance Agreement
SUMMARY:
The Town partners with the Winnebago County Highway Department to provide
maintenance services for the 41.35 road miles within the town. The 2026 agreement, for
the period January 1, 2026 to December 31, 2026, for is attached for consideration.
The county provides winter maintenance and other maintenance at the request of the
town. The town pays equipment, labor and materials costs. The cost of salt is increasing
$5.00/ton, or 5.3%, in 2026 to $101.00/ton.
Costs for services performed by the county are included in the annual public works
operating budget.
RECOMMENDED ACTION: Staff recommends approval of the maintenance agreement.
Should the Town Board agree the following motion may be made:
“Motion to approve the 2026 Winnebago County Highway and Town of Algoma
Maintenance Agreement.”

From: Maggie Mahoney, Administrator
Date: November 19, 2025
RE: Resolution No. 2025-5, Amending and Adopting the 2026 Fees and Licenses
Schedule for the Town of Algoma.
SUMMARY:
The Town is amending its Fees and Licenses Schedule effective January 1, 2026.
The following summarizes the attached proposed amendments:
• Work within the Right of Way Permits: Expanded the existing right of way permit
structure by adding specific permits for driveway, culvert, curb and gutter, street
opening, road closure, excavation and drainage. This is standard practice for a right
of way program and the intention is to track work done and ensure restoration of the
right of way.
• Commercial Building Permits: These fees are being removed as the Town does not
conduct commercial inspections.
• Soda Water Beverages: The state repealed the authority to issue municipal soda
licenses so the town repealed that section of municipal code in April 2025.
• Town Hall Rental: Changes are in alignment with recent policy changes including
removal of Friday rental and adding a Fee Exempt Organization rental.
• Garbage and Recycling Containers: Updates the size and cost of the large
containers to actual per contracted provider. Removes the medium container as
that is no longer an option.
• Preliminary Plat Review and Final Plat Review: Establishes the minimal fee of
$2,000 each for a preliminary plat and increases the application fee for final plat
reviews. Additional fee charges may occur based on the actual review costs
incurred by town staff and town agents.
Receiving this fee amount up front should cover all review costs in most cases and
avoids situations where the town is unable to recover review cost when a
developer’s agreement does not come to fruition.
RECOMMENDED ACTION: Staff recommends approval of Resolution No. 2025-5, should
the Town Board agree the following motion may be made:
“Motion to approve Resolution No. 2025-5 Amending and Adopting the 2026 Fees and
Licenses Schedule for the Town of Algoma.”

RE: Adoption of the 2026 Town of Algoma Budget by Category
The following budget presentation is the Final Administrator Recommendation and was presented

Updates from previous version (presented on 10/15/25)
The town received the actual cost for ambulance service of $205,652.62 (6922 x $29.71), which was
less than the $218,000 estimated. These revenue and expense lines were updated which resulted in
a $12,347.38 overall reduction to the budget.
Additionally, there is an increase of $1,100 for Fire Department Social Security line to cover the
actual cost. This amount was offset by a reduction to the General Government health insurance
costs for a net neutral effect on the budget.
Ambulance Service Fee:
The cost to provide ambulance service in 2025 through our contract with City of Oshkosh is
$205,562.62. That amount is divided by the number of parcels (3056) in the town, making the cost
per parcel $67.29. The resolution for this fee is a previous agenda item. The proposed budget
incorporates this revenue and expense.
Fee Schedule:
Amendments to the fee schedule were proposed on this agenda under the previous item. This
proposed budget incorporates those updates.
Capital Improvement Plan:
The 2026-2030 Capital Improvement Plan is included in this packet. The Town Board is only
considering the funding for the 2026 projects. The proposed budget reflects the 2026 capital plan.
Debt:
In 2026 the Town has $3,960,000 in general debt obligations and is issuing a debt service levy equal
to the payment due of $455,590. This amount of debt is in compliance with the state statutory limit
and the town’s self-imposed limits per its policy. See attached 2026 debt schedule.
