Public Forum: Mark Thompson, 3375 Sheppard Dr., there as a citizen, not as a member of the Town of
Algoma fire department. He is disappointed with the ambulance agreement with the City of Oshkosh.
No one from the Town Board went to the officers for input. Feels what better chance than now to work
with other towns.
There was no economic development update.
Chief Sawicki reported the EMS FAP grant is being wrapped up. The trucks that need work were
mentioned in the budget meeting. There is a slot available at the end of the year for the refurbishment.
Chief Sawicki wants to give credit to the truck committee for consolidating everything. Currently there
are 37 firefighters, 18 emergency responders, for a total of 46 members on the department. Took on a
couple more which almost brings them to max capacity according to their bylaws. October 5 will be the
pancake breakfast. It has been a record year for EMS calls.

has been delayed. There is no legislative update currently. The Stormwater Grant has been extended

Public Works Director (PWD) Loduha reported that Fahrner will be fog sealing and will send out notices.
There is no update for asphalt resurfacing. Jones Park was fertilized by Jason Ideaus and will also spray

do so in the future. The agreement with the City of Oshkosh and all the sanitary districts may be

year, we will mail out a postcard about burning like we did last year. It should be in mailboxes by the end
of the month.

Administrator Mahoney explained MilBrew Holdings LLC would like to put a drive through coffee shop, 7
Brew, next to Tommy’s Car Wash. It is in line with the Town’s code. Devin Winter, Excel Engineering,
talked through the site plan. Administrator Mahoney asked what is going to happen with Abraham Ln.
since the Town vacated it. Peter Schwabe believes it will stay open, and people will be able to use it.
There was concern from Supervisor Van Aacken about pedestrians walking through the area and if there
was a sidewalk. It was noted from a 7 Brew representative that walk-up customers are less than 1% of
business. On a motion by Supervisors Martin/Brooks, passed on a voice vote, the Town Board approved
the site plan by petitioner Corbin Terlip, MilBrew Holdings LLC, for a 7 Brew on parcel 002-00910103
with the condition that a cross-access agreement, a shared storm management plan agreement, and an
easement for the well for this property are executed and recorded with the Winnebago County Register
of Deeds within 12 months of approval of the zoning permit from Winnebago County Planning and
Zoning.
Administrator Mahoney explained that the 2026 ambulance service agreement with City of Oshkosh has
been reviewed by staff and legal counsel. Staff recommends approval. On a motion by Supervisors Van
Aacken/Brooks, passed on a voice vote, the Town Board approved the 2026 Ambulance Service
Agreement with the City of Oshkosh. Chief Sawicki suggested a multi-year contract and not have the
cost fluctuate. Administrator Mahoney said that is the intention. All communities are working with the
City and looking at a joint service agreement like the prior contract.
The Board discussed the Ambulance service fee. The total cost is $218,000. We could take it off the levy
but there may be a $21,000 negative impact. There was a discussion about fairness when it comes to
not for profits and how this would work. The Board would like to see what a partial recovery fee would
look like. This was discussion only and no action was taken.
On a motion by Supervisors Martin/Van Aacken, passed on a voice vote, the Town Board approved the
contract with Jeff Foust Excavating for 2025-2026 snow plowing services.
