Approved 9/10/25 Page 1 of 1 TOWN OF ALGOMA WINNEBAGO COUNTY, WISCONSIN PLANNING COMMISSION MINUTES August 13, 2025 Algoma Town Hall, 15 N. Oakwood Road, Oshkosh, WI 54904 The Planning Commission meeting was called to order by Chairman Martin at 6:00 p.m. The following members were present: Dan Martin, Bill Van Aacken, Mike Skoglind, Linda Kollmann, Scott Fischer, Kyle Kehoe, and Sherri Maruska. The following staff members were present: Administrator Maggie Mahoney. On a motion by Commissioner Kehoe and seconded by Commissioner Van Aacken, passed on a unanimous 7-0 voice vote, the minutes from the June 11, 2025 meeting were approved. Chairman Martin stated he has a personal relationship with the property owners for the next agenda item and recused himself. Vice Chair Kehoe introduced agenda Item 4, Certified Survey Map by petitioner Darryl Lehman, Martenson & Eisele, on behalf of James and Colleen Longworth to split parcel 0023753 into one lot and an outlot. Neither the petitioner nor the property owners were in attendance. Administrator Mahoney gave an analysis of the CSM request and explained that an agreement dated 8/6/25 between the HOA and Longworths was provided after the packets had been distributed. She recommended approval with the revised condition that an access agreement be recorded. Commissioner Skoglind explained that the 8/6/25 agreement was helpful and clearly explained the conveyance of ownership of the outlot to the HOA, and that an access agreement would not be needed or helpful as there would be an issue with property taxes. Commissioner Van Aacken discussed the timing of the proposed sale and stated there is a need to have a condition to sell the property to the HOA within 12 months. Administrator Mahoney said that the county property lister and zoning administrator had been consulted and were satisfied with the 8/6/25 agreement. She said the county may have their own requirements, but intentions do not always come to fruition and the conditions presented are meant to ensure the outlot does not become inaccessible. There was discussion amongst the commission. A motion was made by Commissioner Kehoe and seconded by Commissioner Skoglind for the Planning Commission to recommend approval to the Town Board of Certified Survey Map by petitioner Darryl Lehman, Martenson & Eisele, on behalf of James and Colleen Longworth to split parcel 0023753 into one lot and an outlot with the following condition: The outlot is sold to the Leonard Point Lane Homeowners Association/entity that owns Leonard Point Lane and the agreement dated August 6, 2025 is executed and recorded with the Winnebago County Register of Deeds within 12 months of approval of the Certified Survey Map by Winnebago County. A voice vote was taken and approved the motion 6-0. Chairman Martin abstained. On a motion by Commissioner Van Aacken, and seconded by Commissioner Maruska passed on a unanimous voice vote, the Planning Commission adjourned at 6:20 p.m. Respectfully submitted, Maggie Mahoney, Administrator
