TOWN OF ALGOMA
WINNEBAGO COUNTY, WISCONSIN
June 18, 2025
Chairman Rasmussen called the regular town board meeting to order at 6:00 pm.
The following were present: Supervisors Petey Clark, Teresa Van Aacken, Michael Brooks, and Dan
Martin.
The following were also present: Administrator Maggie Mahoney, Fire Chief Kevin Sawicki, Public Works
Director Jason Loduha, and Clerk/Treasurer Katherine Reinbold.
The agenda was posted on June 16, 2025.
On a motion by Supervisors Van Aacken/Clark passed on a voice vote (Brooks abstained), the Board
approved the minutes of the Monthly Town Board Meeting dated May 21, 2025.
On a motion by Supervisors Van Aacken/Clark, passed on a voice vote, the Board approved the June
2025 disbursements.
Elizabeth McMaster from CliftonLarsonAllen LLP was in attendance and presented the 2024 Town Audit.
Tricia Rathermel, President and CEO of the Greater Oshkosh Economic Development Corporation
(GOEDC) reported that the State budget is still being worked on, and the County is receiving some
funding for their housing program.
Fire Chief Kevin Sawicki reported the money from the EMS FAP grant should be about used up and they
have received their equipment. Rescue 21 and tender 21 need refurbishment and are starting to look
into other options like a fundraiser to get the money. Hoping to get it in for refurbishment by the end of
the year. The next event coming up is the car show on August 16.
The Planning Commission met on June 11 to discuss a CSM and is under new business.
The Parks Committee did not meet.
Administrator Mahoney finished the budget calendar. It is similar to last year with a few tweaks. The
appraisal for the Leonard Point Road Storm Detention Pond property will be discussed during the closed
session. The second public information meeting for Leonard Point Road reconstruction was just before
the board meeting. McMahon was present with updated plans and there was a good-sized crowd. The
plans for the roundabout project were presented to show that the two projects are being coordinated.
There is good news about Tommy’s carwash and is under new business. OSMS had their groundbreaking
and unfortunately the town was not made aware and was not invited to that. They are proceeding with
construction which is good. There are some trees they may need to take down, but there is a restrictive
covenant that needs to be worked though. The comprehensive outdoor recreation plan (CORP) survey is
up and collecting data. The survey can be found on the town website. Staff have been updated on the
Municipal Complex Needs Analysis. It appears that doing anything in the current building probably won’t
Draft
Town Board
2
work. Also, can’t get around boiler replacement and that is under new business. The EMS bill at the state
level is gaining more co-sponsors. There is no further update on the EMS bill. Met with the City of
Oshkosh this morning regarding EMS services. It was a short meeting. Due to staffing struggles for EMS,
the city will likely move to only service the communities that are contiguous to the city.
Clerk/Treasurer Reinbold reported that open book and board of review have been completed. There
were no appointments and no residents came in. The town has received its yearly recycling grant award
from the Wisconsin Department of Natural Resources. This year the award was in the amount of
$12,432.03. You’ll notice the extra break-out for the Local Government Investment Pool. You will be able
to see exactly how much money is put aside for each category and how much interest is being made.
Director of Public Works Loduha reported that we have received a quote from Fahrner Asphalt Sears for
our road maintenance and can start figuring out what we can do. Will have a preconstruction meeting
for asphalt resurfacing. More info will be available later. Maintenance has been done at Jones Park along
with flowers planted there and at the Town Hall. He has been training with McMahon for setting lot
grades. Hopefully this will save the town some money. McMahon manages the town-owned ponds and
works to prevent the spread of noxious weeds. It’s important that the neighboring properties are taken
care of. Letters have been sent. A new lawn mower has been purchased for general upkeep at the parks,
ponds, office, and where needed.
The monthly financial statements were presented. The interest amount will be added to the regular
bank accounts per the request from Supervisor Martin.
Administrator Mahoney noted that two parcels, owned by the same person, want to have them
combined. There is no maximum limit on lot size and there is no conflict with this request. It is
recommended for approval. On a motion by Supervisors Clark/Martin, passed on a voice vote, the Town
Board approved a certified survey map by petitioner Bob Reider, Carow Land Surveying and
Environmental, on behalf of Susan Molski to combine parcels 002-012415 and 002-012504 into one
parcel.
Administrator Mahoney presented different options for snow removal administrative costs on private
roads. Staff recommend cost recovery at $1000 to be split among all properties receiving private snow
removal services. Discussion was had about that being too low. Supervisor Martin made a motion to
charge $2000 to be split among all properties receiving private snow removal services. After further
discussion, Supervisor Martin amended his motion. On a motion by Supervisors Martin/Clark, passed on
a voice vote, the Town Board approved a total annual Administrative Processing Fee of $2,000 to be
divided by and charged to the properties receiving private snow removal services and it will be increased
annually by no less than 3% but no more than the consumer price index (CPI).
Administrator Mahoney explained there had been an issue with zoning and the Tommy’s Car Wash
project. The town has an official map for review, but that is no longer needed. Since this memo, the
county has approved a new plan for Tommy’s Car Wash. It will be verified whether the town needs to
review the new plans or not.
Administrator Mahoney noted that only 2 quotes were received for the boiler replacement. The
recommendation is to go with Gartman Mechanical Services, Inc. because they already service us and

know our system. On a motion by Supervisors Van Aacken/Clark, passed on a voice vote (Brooks
abstained), the Town Board approved the purchase of a boiler for town hall with Gartman Mechanical
Services, Inc. for an estimated cost of $24,970.00.
Administrator Mahoney explained that the county is trying to amend their code for Shoreland Zoning.
This will not affect the town, and it is recommended that it is approved. On a motion by Chairman
Rasmussen/Supervisor Martin, passed on a voice vote, the Town Board approved the petition of
Winnebago Count for the proposed code text amendment changes affecting the Winnebago County
Shoreland Zoning Code, Chapter 27, of the Winnebago Count General Code.
On a motion by Supervisors Clark/Van Aacken, passed on a voice vote, the Town Board approved a Class
“A” and “Class A” intoxicating liquor license for the period of July 1, 2025, through June 30, 2026, for
Service Oil Co., Inc d/b/a Serv U Beverage Mart.
On a motion by Supervisors Van Aacken/Clark, passed on a voice vote, the Town Board approved a
cigarette and tobacco products retail license for the period of July 1, 2025, through June 30, 2026, for
Service Oil Co., Inc d/b/a Serv U Beverage Mart.
On a motion by Supervisors Clark/Martin, passed on a voice vote, the Town Board approved a Class “B”
and “Class B” intoxicating liquor license for the period of July 1, 2025, through June 30, 2026, for Dande
Acres LLC d/b/a Poplar Creek.
On a motion by Supervisors Clark/Van Aacken, passed on a voice vote, the Town Board approved
operator licenses for the period of July 1, 2025, through June 30, 2026, for Andy Reichenberger (Poplar
Creek), Rachel Kmecheck (Poplar Creek), Grant Stephenson (Serv-U-Beverage), Brittney Robbins (Serv-U-
Beverage), Debra Pease (Serv-U-Beverage), Lily Miller (Serv-U-Beverage), Meghan Coburn (Serv-U-
Beverage), Kahler Juday (Serv-U-Beverage), Lorie Knaus (Serv-U-Beverage), Melissa Nowicki (Serv-U-
Beverage), Rebecca Seward (Serv-U-Beverage), Marian Hemminghaus (Serv-U-Beverage), Nicholas
Adams-Richardson (Serv-U-Beverage), Daniel Korn-Pierson (Poplar Creek), Kerry Wolfe (Poplar Creek),
Hannah Dobish (Serv-U-Beverage), Shaune Hummler (Poplar Creek), Jennifer Wunrow (Serv-U-
Beverage), and Christine Shaffer (Serv-U-Beverage).
On a motion by Supervisors Martin/Van Aacken, passed on a roll call vote (Brooks-Yes, Clark-Yes,
Rasmussen-Yes, Van Aacken-Yes, Martin-Yes), the Town Board approved entering into closed session at
7:14 pm for board consideration of the following items: Pursuant to WI Statutes 19.85 (e) Deliberating
or negotiating the purchasing of public properties, the investing of public funds, or conducting other
specified public business, whenever competitive or bargaining reasons require a closed session. Re:
Property for Leonard Point Road stormwater pond.
On a motion by Supervisors Martin/Clark, passed on a roll call vote (Brooks-Yes, Clark-Yes, Rasmussen-
Yes, Van Aacken-Yes, Martin-Yes), the Town Board approved to reconvene into open session at 7:33 pm.
On a motion by Supervisors Martin/Van Aacken, passed on a voice vote, the Town Board adjourned at

AGENDA MEMORANDUM
To: Honorable Town Chairperson and Town Supervisors
From: Maggie Mahoney, Administrator
Date: July 16, 2025
RE: Monthly Administrator’s Report
A. Budget Update
Kicking off the budget season! The initial discussion on the 2026 budget is under new
business.
The town received the attached letter from the Algoma Sanitary District notifying the
town of the construction of a new elevated water storage tank and Fire Protection Fee
changes which pose significant increases to the fire protection fee beginning in the
2026 service year (2027 town budget).
B. Major Projects Updates
i. Leonard Point Road Storm Detention Pond
I have been in contact with the property owners regarding purchasing a portion of
the property for the pond.
ii. Leonard Point Road Reconstruction
No update at the time of this memo.
iii. Leonard Point Road & STH 21 Roundabout
No updates at the time of this memo.
C. Community Development Update
i. Tommy’s Carwash Update
No updates at the time of this memo.
ii. OSMS Update
The project team wants to remove of the mature trees at the north end of the
property which are included in the protective covenant. The protective covenant is
a private agreement between the property owners. OSMS has submitted a revision
to the town to the site plan to plant trees in that area to preserve the landscape
buffer should the removal of those existing trees be allowed by the neighborhood.
D. CORP Update
A public visioning session will be held at town hall on Wednesday, July 30 from 5:30 –
6:30pm (see attached flyer). The session will include a brief presentation at the
beginning so attendees can better understand the purpose of the CORP update,
following by visioning activities. All residents are invited to attend and participate!
The survey is available on the town website through the end of the month.
E. Municipal Complex Needs Analysis Update
The report draft is in development. The final report is still planned to be presented at
the August Town Board meeting, which coincides with the initial Capital Improvement
Plan discussion.
F. Legislative Update
The state 2025-2027 budget was passed on July 3 and includes a 3% annual increase
for General Transportation Aids, increased shared revenue for local municipalities, and
funding for infrastructure and road improvement programs. The specific impact to the
town is not yet known and will be reported through the upcoming town budget process.
G. EMS Services Update
The City of Oshkosh will be terminating EMS services for other municipalities at the
end of 2025 (see attached letter of notice). However, the city is willing to provide
service to the town for 2026. The town and city will need to develop a new contract for
2026 later this year, which will be brought to the board for consideration at a future
meeting.
In addition, we would work toward creating a joint Fire/EMS district with the city to
leverage funding, grant and levy exemption options to provide adequate service to
town residents at the lowest possible cost.

RE: Termination of Ambulance Service Agreement
Dear Municipal Leader,
The City of Oshkosh and your municipality are currently operating under an Ambulance Service
Agreement with a term extending from 2022 through 2026. For a variety of reasons, the City is electing
to terminate this Agreement at the end of the calendar year according to the term found in paragraph 7
of this agreement. EMS service will continue until 11:59 p.m. on December 31, 2025 and will stop after
that time.
The 2025 estimated rates you were provided included the cost of a fourth ambulance and the personnel
necessary to operate that ambulance. Because the ambulance was not purchased and the personnel
were not hired, the rates for 2025 will be adjusted accordingly when the actual rates are calculated and
billed based on the process described in paragraph 4 of the Agreement. Payments of 2025 amounts will
continue to be due on or before February 15, 2026.
We will be working closely with you to try and make the transition as seamless as possible. The City is
willing to provide service to your community for 2026; should you decide to pursue this option, please
contact the city manager’s office to begin those discussions. It is the City’s intention to work towards
joint fire/EMS districts with neighboring communities starting in 2027 and thereafter.
You may contact one of us if you have questions.
Sincerely,
Rebecca Grill Tim Heiman

From: Katie Reinbold, Clerk/Treasurer
Date: July 16, 2025
RE: Intergovernmental Cooperative Agreement to Satisfy Eligibility for the Wisconsin Recycling
Consolidation Grant for Calendar Year 2026
SUMMARY:
The Town of Algoma is a responsible unit (RUs) with 13 other municipalities for purposes of implementing
efficiencies related to operating an effective recycling program. We work with Winnebago County who is a
partner of the Tri-County Recycling (Brown and Outagamie Counties).
This goes hand in hand with the grant amount that Clerk/Treasurer Reinbold reported on at the June
Board meeting. To be eligible for the grant, we must agree and sign the Intergovernmental Cooperative
Agreement to Satisfy Eligibility for the Wisconsin Recycling Consolidation Grant for Calendar Year 2026.
This agreement is something we sign every year.
RECOMMENDED ACTION:
Should the Board agree, the following motion may be made:
“Motion to approve the Intergovernmental Cooperative Agreement to Satisfy Eligibility for the Wisconsin
Recycling Consolidation Grant for Calendar Year 2026.”

RE: Facility Rental Staffing
SUMMARY:
In April, the Town Board approved a temporary suspension of new Town Hall rentals to allow time for the
development of a single, cohesive rental agreement/policy. During this process, it became clear that
addressing staffing challenges was a necessary first step.
As part of providing rental access to the Town Hall, there should be a designated non-emergency contact
for renters. This contact would be available to assist with issues such as heating or air conditioning
problems, key or access concerns, water issues, or the need for additional cleaning supplies. Despite the
rarity of being called, it is important that renters continue to have access to a non-emergency contact for
support during their use of the facility.

Of the 30 rentals, there were 0 instances where there was a Friday, Saturday, and Sunday party. (3 different renters)
Of the 30 rentals, there were 0 instances where they fell on a holiday.
STAFF-RECOMMENDED SOLUTION:
The following changes are proposed to the Town Hall rental agreement/policy’s first steps to improve
efficiency and reduce staffing burdens.
1. Friday rentals should be eliminated due to low demand, which does not justify the resources
required.
2. Rentals will no longer be allowed on holiday weekends to avoid the need for a cleaning
inspector during those times.
3. Only one rental will be permitted per weekend, eliminating the need for mid-weekend
inspections between events.
4. A secondary non-emergency contact number should also be established. Staff will manage
those phone calls, with this secondary number, as they arise. Cost savings realized from
reduced reliance on a cleaning inspector would cover the expense of maintaining this second
contact line, if necessary.
RECOMMENDED ACTION:
Should the Board agree, the following motion may be made:
“Motion to approve the staff-recommended solution to help create the new Town Hall rental
agreement/policy.”
OR
If the Board does not agree, please provide specific direction regarding the Board’s expectations and any
actions staff should take.

work remain past the month of July, the current letter of credit for $300,000 would likely
need to be reduced to better reflect an amount that will cover the remaining.
Reductions to the letter of credit are allowed under Town Code 225-60(c)(2) which
states: “As the required improvements are installed and accepted, the Town Board
may authorize reductions of the financial guarantee in the amount deemed
appropriate. ”
At the time of this memo it is anticipated that all of the work will be completed in July and a
reduction to the letter of credit will not be needed; however, in the event the letter of credit
does need to be reduced, this item is on the agenda.
Staff will provide an update on the status of the remaining work and, if appropriate, present
a reduced amount for the letter of credit for consideration.

AGENDA MEMORANDUM
To: Honorable Town Chairperson and Town Supervisors
From: Maggie Mahoney, Administrator
Date: July 16, 2025
RE: 2026 Budget Key Assumptions
SUMMARY:
Staff will provide high level information and assumptions for the 2026 budget including:
- Revenues: tax levy, shared revenue, fees, other sources of revenue.
- Expenditures: personnel/compensation, increases for contracted services,
software and technology, and capital outlay.
- General Obligation Debt
Staff is seeking input and direction from the Board to incorporate into the initial
budget including, but not limited to:
- Guidelines for employee compensation: What scenarios do you want to see with
the initial budget? A one-time increase on January 1 or a split increase?
- Are there specific projects, programs or initiatives the Board would like to see
added or removed with this operational budget or the CIP?
For your reference, the 2025 budget and 2025-2029 CIP are on the town website here:

The initial 2026-2030 CIP will be presented at the August board meeting.
