September 21, 2015 Meeting Minutes

Town of Nekimi Monthly Board Meeting September 21, 2015 Present: Larry Schweda, Tom Pollack, Jessica Potratz and Kelsey Barthels. The meeting was called to order by Supervisor Pollack at 7:36 PM. Supervisor Schweda moved to approve the August minutes as presented. 2nd by Supervisor Pollack. Carried 2-0. Treasurer’s Report was presented. Zoning: Act on the Following: Discussed Text Amendment to Winnebago County Zoning Code (Chapter 23) of the Winnebago County General Code: Eight changes were made. Supervisor Pollack made a motion to accept text amendment. 2 nd by Supervisor Schweda. Carried 2-0. Discussed CSM for John and Barbara Larson, Parcel Numbers 012-0473-02 and 012-0473-06, on County Highway Z. John and Barbara Larson asked the town to accept the certified survey map change of combining above parcels into one. Supervisor Schweda made a motion to accept certified survey map change, 2 nd by Supervisor Pollack. Carried 2-0. Supervisor Pollack moved to pay August bills, 2nd by Supervisor Schweda. Carred 2-0. Old Business: Road Conditions- Nekimi Ave sealing is complete. The intersection on County Rd N and Old Knapp is still being worked on. A resident commented that there is a barrel near State Rd 44, and Clairville Rd, which has been there for some time since construction. Fiber optic lines are being placed on Fisk Ave and S Washburn. Fire Signs- The fire signs have been being put up, progress is being made, and some new posts had to be ordered for some of the signs. Fire Chief Sanchez commented that the fire signs are helping with medical calls, and are easier to see. Budget Items 2016- Fire Department audited, and 2% Fire Dues needs to be budgeted different for 2016, will follow up with at next meeting. New 2016 budget items include landscaping at the town hall, town hall bathroom remodel, and new computer for town hall. New Business: Winnebago County Hazard Mitigation Plan. 5 year plan for 2015-2019 was reviewed for hazards including: Flooding, Tornadoes, Extreme Temperatures, Severe Storms, Hail and High W inds, Drought, Wildland Fire, and Public Education. Supervisor Pollack moved to approve the updated C ounty Hazard Mitigation Plan, 2nd by Supervisor Schweda, Carried 2-0. Winnebago County Highway Maintenance Agreement. Reviewed the Maintenance Agreement for 2016, which includes Winnebago County to maintain 46.95 miles of Town roadway including winter, general, and miscellaneous maintenance. Supervisor Pollack made a motion to approve the Winnebago County Highway Maintenance Agreement, 2nd by Supervisor Schweda. Carried 2-0. Comprehensive Plan Update- Discussed the Town’s Comprehensive Plan needs to be updated and will find out more information and continue to work on moving forward. MS4 Storm Water Permit- Discussed that the Town was issued a MS4 Storm Water Permit, and the Town needs to complete an implementation schedule to follow, and will find out more information to begin this process. WDNR Recycling Consolidation Grant Cooperative Agreement- Reviewed 2016 Agreement, stating the town will distribute and make available to residents the 2015 Tri-County Recycling Guide, recognizing additional and consistent education will reduce contamination and improve recycling, enabling the processing and marketing of these recyclables in the most efficient, cost effective manner possible. Supervisor Pollack made a motion to approve the 2016 WDNR Recycling Grant Cooperative Agreement, 2 nd by Supervisor Schweda. Carried 2-0. Comments on Agenda Topics: Supervisor Pollack moved to adjourn meeting. 2nd by Supervisor Schweda. Carried 2-0.
