Town of Black Wolf Stormwater Utility District Minutes from the June 19, 2023, regularly scheduled meeting of the Town of Black Wolf Stormwater Utility District. The meeting was called to order at 6:00 p.m, by Chairman Thomas Coppola. Committee members present were Al Stenerson, Jim Chitwood, and James Clevenger; as well as Tom Verstegen, Town Zoning Administrator and Frank Frassetto, Town Chairman. The first item of business was the approval of the minutes of the March 21, 2022 meeting. Motion by A. Stenerson to approve the minutes of the March 21, 2022 regular meeting; seconded by J. Chitwood, Carried A review of the 2022 MS4 Annual Report was conducted. Discussed the elements of permit to include public outreach and public input, an update on the IDDE to include the total outfalls monitored and pollution prevention. A review of the MS4 deficiencies included a corrective action to develop or adopt Winnebago County’s Construction Site Erosion Ordinance, to develop a MOU with Winnebago County detailing what the County is doing on the Towns behalf to meet permit requirements. To develop a written program detailing how permit requirements will be met, to develop or adopt Winnebago County’s post storm construction ordinance, and to develop a written program detailing how permit requirements will be met, communication between the Town and how they will determine whether the County is satisfying permit conditions and what steps the town will take if the County does not meet the requirements. Consultant will draft the MOU, written Construction Site Erosion Control Program, and written Post Construction Stormwater management program. A review of the compliance evaluation was conducted to provide information on Stormwater Management, present the MS4 permit on town website for public review, create written IDDE sampling procedure document, and adopt Winnebago County Construction Erosion Ordinance where all sections that reference Winnebago County are replaced with Town of Black Wolf by January 1, 20024. A review of section 2.4 was conducted to include the communication between the Town and County to include how the Town will determine whether the County is satisfying the permit conditions through Town residents complaints concerning observed construction during the public section of the Town Board meeting. A review of process was explained that if the Town determines the County is not meeting the conditions through Town residents’ complaints, then the Town will step in to meet permit conditions under local ordinance. The Ordinance to Amend Article VI Stormwater Management 225- 62 Adoptions of Regulations by Reference will move to Planning and Zoning Committee then Town Board as review aligning with the due date of January 2024.
