Treasurer McDermott explained this is a yearly meeting, with actionable items: Approval of the 2018 Annual Meeting Minutes, Financial Report and setting the date for the 2020 Annual Meeting. Approval of the Annual Meeting minutes for 2018. Motion (Frank Frassetto, JohnMcDermott) to waive the reading. Motion (Carol Wickman, Holly Fillmore) to approve the April 10, 2018 Annual Meeting Minutes. CARRIED Annual Financial Report. Treasurer John McDermott gave the cash on hand amounts as of January 2018 and December 2018. The income and expenses amounts were given. He discussed the 2018 Tax levy and revenue over expenses. General Information- Status Reports Chairman Frassetto mentioned correspondence coming in for the cell tower lease and offer(s) to purchase but it wouldn’t be appropriate to discuss in the absence of Supervisor II Keller. Chairman Frassetto also advised SWUD has a new Chairman, Thomas Coppolla and a workshop is scheduled for April 27, 2019. Open Forum  Dave Babler from the Van Dyne Fire Department wished to thank the town for the continued support throughout the year. Dave advised the department is under budget by $22,000 with money being kept in a fund for future expenses. The department currently has 30 remembers, 3 cadets of whom can join at the age of 14 but with limited participation, 17 first responders and 19 participants in the LOSA Program. For 2018 there were 243 first responder calls, 96 fire calls between Friendship and Black Wolf with 5 major structures in Friendship. There were 14 vehicle accidents for 2018.  Skip Mueller asked if the Board Meeting Agenda, Open to the Public portion could be moved to the bottom. Chairman Frassetto advised the Public option is a courtesy and not required by statute. He explained the Town Board meetings are in fact a business meeting and not a workshop and because of this, not inclined to change that portion of the agenda.  Dave Frank suggested the town apply for a railroad overpass grant as the Fisk crossing is problematic as are the blocked intersections in the town. Chairman Frassetto advised he has been thinking of about an overpass for the town but it would require a general obligation bond for capital improvements and it would be a very costly venture but he is willing to have that conversation moving forward. Items for Discussion 2  Chairman Frassetto addressed the electors regarding the Sterling Truck and possibly the F550 with regard to the future use since the County will be plowing this upcoming season and moving forward. Since the town will have two trucks, a request for a motion to give the authority to the Board to make decisions regarding the trucks was requested. Motion (Holly Fillmore, John McDermott) to give authority to the Board on behalf of the electors to make decisions regarding both vehicles. CARRIED. Additional Items:  Date for 2020 Annual meeting. The Annual Meeting will be held on Tuesday, the 3rd week in April 2020, now set for April 21th, 2020. Motion by Carol Wickman to adjourn the meeting; seconded by Dave Frank. CARRIED. Respectfully submitted, Susan M. Snyder, Town Clerk
