We are in the final phase of completing licensure renewal for all current members on the department and plan to meet the 6/30/26 deadline for license renewal of all EMS providers. We will start our new three year renewal training schedule in July. We will be working with the department treasurer to finalize the first half of the year’s call payroll over the next week for timely submission to the Town Clerk. We’re continue to work with the group to finalize updates to our standard operating guidelines and bylaws with final approval from the group expected over the summer. We continue moving forward with the State Funding Assistance Program (FAP) grant. New AEDs have been placed in service. We will be finalizing the use of our funds with some training equipment in the coming days and preparing the report for the state on the use of funds.“ Zoning Administrator Report. Zoning Administrator Carol Kaufmann reported that there were two property inquiries. A fence permit on the north side of the grocery store on Jackson. She also learned that the owners were considering annexing into the city. She has also been in contact with the owner of the Vinland (Sawicki) property regarding the dual zoning. The owner is sending a zoning change application. Kaufmann asked if she could get a copy of the approved Certified Survey Map for this property; the clerk will email it. Public Participation: Bob Cummins, 4750 Island View Dr., noted that he has not heard the specifics of the drainage plan of the Zacher expansion/development, including how the surrounding land will be impacted. Ron Harrell has the same concerns, as one structure is being built on Hillwood Run. Erdman offered to go with them to visit the city to obtain the drainage plan. Planning and Zoning: Drainage, on/near Manser’s property on Island View Dr. Property owner Andy Manser would like to rebuild on the property. Primary home is currently on 018-2261. He also owns 018-2232. There is a drainage parcel, tubes underground in-between his two parcels owned by the town, 018-2233. Jeff Reinert accompanied Mr. Manser. Andy provided a proposal to adjust the parcel lines, which would also affect drainage easement. This would allow more space to build a sufficient home to meet the setbacks. Erdman mentioned that the proposal could work, but the existing drainage is working currently, and if the 3-tube drainage was moved, it was recommended that it should be an open ditch, as advised by our town engineer. There would be a major cost to make that move. Plus, there is a concern that an open ditch “could” be designated as navigable, which would change the setbacks on structures. Additionally, there seems to be sufficient area on parcel 018-2261 4622 Island View Dr. to build a sizable home within the current setback requirements. Erdman mentioned that years ago, under Chairman Frey’s term, the drainage 3-tubes were installed. He recalls that the project cost $175,000, which was mostly covered with grant funds at the time. Erdman offered to work with Manser on a reasonable solution that will fit his needs. Business: Public Road Permanent Easement Agreement on Plummers Pt. Rd.
