REGULAR MONTHLY MEETING TOWN OF AMHERST PAGE 1 OF 2 December 10, 2025 NOTICE: 2 Postings, Website CALL TO ORDER: At 6:24p.m. (Immediately following the Public Hearing on Rezoning Request for Groshek/Spranger and Amending the Comprehensive Plan. PLEDGE OF ALLEGIANCE was said at the Public Hearing. ROLL CALL: Chairman Spierings, Supervisor Lutz, Supervisor Trzebiatowski, Treasurer Rogers, Clerk Lea, Brent Holderman and Steve Cieslewicz. TOWN BOARD DECISION ON REZONING REQUEST FOR JILL GROSHEK 006-55-19 AND DEBRA SPRANGER 006-55-20: M/S Trzebiatowski/Spierings to approve the rezoning request for Jill Groshek 006-55-19 and Debra Spranger 006-55-20. M/C Aye = 2, Abstain = 1. ADOPTION OF ORDINANCE 12-10-25 TO AMEND THE TOWN OF AMHERST COMPREHENSIVE PLAN: M/S Trzebiatowski/Spierings to approve the adoption of Ordinance 12-10-25 to amend the Town of Amherst Comprehensive Plan. M/C Ayes = 3 APPROVAL OF NOVEMBER 12, 2025, MONTHLY MINUTES: M/S by Trzebiatowski/Lutz to approve November 12, 2025, minutes. M/C. Aye = 3 APPROVAL OF DECEMBER 3, 2025, PUBLIC HEARING AND SPECIAL MEETING MINUTES ON 2026 BUDGET: M/S Lutz/Trzebiatowski to approve December 3, 2025, Public Hearing and Special Meeting Minutes. M/C. Aye = 2 ADOPTION OF THE 2026 TOWN BUDGET: M/S Trzebiatowski/Lutz to adopt the 2026 Town Budget. M/C Ayes = 3 PUBLIC INPUT: 1.) None PLAN COMMISSION REPORT: None GROUNDWATER REPORT: None FIRE & SAFTEY REPORT: 1.) Solar panel project has been cancelled. RESOLUTION FOR SPEED CHANGE ON COUNTY RD. KK- District 24, County Supervisor, Steve Cieslewicz was present to talk to the town board about raising the speed limit on 1.55 miles of Highway KK from 35 miles per hour to 45 miles per hour (800 Feet South of Timberline Court to County Trunk Highway A). If the Town Board agrees to raising the REGULAR MONTHLY MEETING TOWN OF AMHERST PAGE 2 OF 2 speed limit, the Town Board would have to request a speed study from the County Highway Dept. After some discussion took place, M/S Trzebiatowski/Lutz to request a speed study on 1.55 miles of section of County Rd. KK. M/C Ayes = 3 Clerk Lea asked Cieslewicz about lowering the speed on County Q, Amherst Jct. Cieslewicz reported that Ray Reiser is not re-running for County Supervisor District 25, but for County Executive. Cieslewicz gave an update on the Portage County Jail and Health Care Center There was also discussion on Portage County Highway Department building roads. ROAD REPORT: 1.) Dead End Sign on Toftum Rd. – will have to be done in the spring. 2.) Plowing is going well; there has been about 10 inches of snowfall already this month. 3.) Two hoses were busted on one of the trucks. 4.) Discussion took place about cars parked in driveways on Edgewater Dr. blocking part of the roadway. BUILDING INSPECTION, ZONING PERMIT REPORT: 1.) None TOWN HALL REPORT: 1.) Christmas gifts for employees. M/S Spierings/ Trzebiatowski to get $50 Portage County gift certificates for 7 employees: Allen, Boyd, Keith, Jacob, Glenn, Gary and Brent. M/C Ayes = 3. TREASURER REPORT: Treasurer Rogers read the report. Town Balance is $101,339.71. New Building/Road Loan Balance is $250,978.62 and Fire Truck Loan Balance is $4,518.75. PAYMENT OF BILLS: Reviewed. BUDGET REPORT: Reviewed. SET DATE FOR SPECIAL MEETING TO PAY END OF THE YEAR BILLS: Monday, December 22, 2025, at 10:30 a.m. CORRESPONDENCE: 1.)
