Council was comfortable with both updating cemetery fees as well as allowing columbaria, and requested that staff bring back an ordinance for consideration at a future meeting. Current Ordinance Proposal: The attached ordinance would update cemetery fees as followings: • City resident fee per grave site: Increase from $300 to $450 • Non-resident fee per grave site: Increase from $600 to $700 • City resident fee for half lot: Increase from $150 to $225 • Non-resident fee for half lot: Increase from $300 to $350 The ordinance also replaces “mausoleum” with “columbarium” in an effort to remove ambiguity for which above ground resting places were acceptable in City cemeteries. Columbaria are specifically for cremated remains. Attorney Fieber also amended language requiring that any columbaria comply with Department of Safety and Professional Services and Wis. Stat. Ch. 440, subch. IX requirements. Staff Request: Staff requests the Council approve the ordinance as presented. The updated fees would go into effect on January 1, 2027. Attachments: I. POHLMAN, Mayor Date: , 2026 CLERK’S CERTIFICATE OF ENACTMENT I hereby certify that the foregoing Ordinance was duly enacted by the City of Plymouth Common Council and approved by the Mayor on the dates indicated above. Dated: , 2026 ANNA VOIGT, Clerk C:9431/543082.docx City of Plymouth 128 Smith St. - P.O. Box 107 Plymouth, WI 53073-0107 DATE: October 8, 2026 Telephone: Facsimile: Web Site: (920) 893-3745 (920) 893-0183 plymouthgov.com TO: Finance and Personnel Committee FROM: Angela Olszewski, HR Manager Tim Blakeslee, City Administrator/Utilities Manager RE: Recommendation to Implement Paylocity as the City’s Human Resources Information System (HRIS) Background: This memo provides a formal recommendation for the City of Plymouth to implement Paylocity as its Human Resources Information System (HRIS). The recommendation is based on operational needs, cost analysis, and long-term efficiency gains. Plymouth currently operates without an HRIS, relying on paper timesheets, paper time-off requests, manual personnel forms, and fragmented recruiting and onboarding workflows. As the organization grows, these manual processes increase administrative burden, create inefficiencies, and elevate compliance risk. A centralized electronic system is necessary to modernize HR operations and improve accuracy. The transition to an HRIS aligns with our strategic goals of Efficient Operations and Financial Sustainability in the 2027 to 2029 City of Plymouth Strategic Plan, specifically Objective 1.2 “The City will improve how City systems and processes operate” and Objective 2.1 “The City will manage its finances with discipline and a long-term view”. The HRIS system will both modernize and create long-term operational efficiency. What Paylocity Is: Paylocity is a fully integrated HRIS that centralizes payroll, time and attendance, recruiting, onboarding, benefits administration, workflow automation, document management, reporting, and employee self-service. The system replaces paper processes with digitized workflows, automated tasks, centralized documents, electronic benefit enrollment with carrier EDI feeds, real- time scheduling, and dynamic reporting capabilities. Systems Evaluated: Before identifying the most suitable HRIS, Staff evaluated multiple platforms currently available to municipalities to ensure the City selected the most effective and cost-efficient solution. Two additional systems were evaluated: • NEOGOV: While NEOGOV offers modules related to recruiting and HR functions, the platform was found to be less intuitive for both HR staff and department users. Navigation and workflow setup were more cumbersome, and overall usability did not meet the level of efficiency we are seeking. In addition, NEOGOV’s total cost was higher than Paylocity’s proposed investment, making it a less favorable option for long-term adoption. • miPay(CaselleExtension): miPay integrates with the existing Caselle platform; however, it is not a true, full -service HRIS. It offers limited HR functionality and does not provide comprehensive recruiting, onboarding, workflow automation, benefits administration, or advanced reporting features. Because miPay lacks the enterprise-wide capabilities required to modernize our processes, it would not meet the needs identified across HR, Payroll, and departmental operations. After comparing usability, feature completeness, long-term value, and total cost of ownership, Paylocity demonstrated the strongest and most comprehensive HRIS solution for the City. Cost Overview: Paylocity’s average cost structure is as follows but fluctuates slightly based on headcount: • Monthly cost: $2,457.77 • Annual investment: $30,806.24 • One-time implementation cost: $4,261.09. • Costs will be allocated between the City and Utilities Cost protections and incentives include: • A two-year price lock and maximum 4% annual increase cap in years 3–5 • One month free plus free W-2s the first year (valued at $3,625.69) Long-Term Savings and Operational Impact: Implementation of Paylocity will increase efficiency across HR, Payroll, and all departments by: • Eliminating manual payroll, benefits enrollment, timekeeping, and compliance processes • Reducing the potential for benefit enrollment delays or keying errors through automated Electronic Data Interchange (EDI) feeds to insurance carriers • Streamlining onboarding, time-off requests, and scheduling through electronic workflows • Providing real-time reporting and compliance tools that reduce audit/regulatory risk and allow for better future forecasting • Consolidating systems and removing the need for separate recruiting software These efficiencies significantly reduce administrative time, improve accuracy, and create long-term financial and operational benefits for the City. Paylocity is included as a high-priority Capital Budget item in the draft 2027 Budget, however given the implementation timeline is 6-9 months staff would like begin implementation in mid-October 2026. Funds would not be expended until 2027. Based on documented costs, system functionality, and long-term operational savings potential, I recommend that the City of Plymouth implement Paylocity as its Human Resources Information System. Finance Committee Recommendation: At the meeting on 9-29-26 the Finance Committee, on a vote of 4-0, recommended that the Common Council Approve the contract with Paylocity as presented. Recommendation: Move to recommend that the Common Council approve Paylocity as presented. If GRANTEE and GRANTOR or their respective utility contractors require concurrent Emergency access, priority shall be given first to actions necessary to protect life and safety, then to actions necessary to prevent material property damage or environmental harm, then to actions necessary to restore or maintain utility service to GRANTOR's manufacturing operations, and then to other restoration or repair activities. Each party shall use reasonable efforts to avoid obstructing the other party's Emergency response and to share access routes, staging areas and temporary improvements as conditions permit. (e) Damage Prevention; Utility Protection. If such damage creates or reasonably threatens an interruption of utility service, imminent property damage, environmental harm or material disruption to GRANTOR's manufacturing operations, GRANTEE shall immediately commence and diligently pursue protective or corrective action. GRANTOR may take reasonable protective or corrective action if GRANTEE does not promptly commence and diligently pursue such action after notice, or without prior notice if immediate action is reasonably necessary to prevent or mitigate injury, property damage, environmental harm, utility interruption or material disruption to GRANTOR's business operations. GRANTEE shall reimburse GRANTOR for the reasonable costs of such protective or corrective action to the extent the damage was caused by GRANTEE or its agents, employees, contractors or subcontractors. GRANTOR shall promptly notify GRANTEE of any damage to the Utilities and GRANTOR shall be solely responsible for the reasonable cost of repairs to the extent such damages are caused by the negligence, recklessness or willful misconduct of GRANTOR or its agents, employees, contractors or subcontractors in the Permanent Easement. (f) Restoration Standards. In addition to, and without limiting, GRANTEE's repair obligations under Section 3(e), GRANTEE's restoration obligations include Permanent Easement, the Maintenance Easement, access routes, staging areas, and any other portions of Grantor’s Property disturbed by GRANTEE or its agents, employees, contractors or subcontractors. The representatives shall confer in good faith within two (2) business days after either party gives notice of the dispute, or as soon as practicable if the dispute involves an Emergency or potential interruption of utility service to GRANTOR's manufacturing operations. If the dispute involves utility interruption, blocked access, personal safety, environmental risk or material disruption to GRANTOR's operations, the dispute shall be escalated the same day to GRANTOR 's senior facilities or operations representative and GRANTEE's City Administrator/Utilities Manager unless resolved by the designated representatives. If the representatives do not resolve the dispute within five (5) business days after the initial conference, the dispute shall be escalated to GRANTOR's senior facilities or operations representative and GRANTEE's City Administrator/Utilities Manager, who shall confer in good faith within five (5) business days after escalation. Nothing in this Section limits either party's right to seek immediate injunctive or other equitable relief if necessary to prevent or mitigate personal injury, property damage, environmental harm, utility interruption, material disruption to GRANTOR's business operations or impairment of easement rights under this Agreement. 4. Staff continues to work with Ehlers, our investment partners, to monitor cash flow needs and investment levels. With the 26-27 borrowing now solidified, staff is comfortable to reallocate current investment reserves to the ATC VACC. Since 2001, Plymouth Utilities has been a 0.305% owner of ATC. ATC operates as a federal and state-regulated transmission utility. Plymouth Utilities operates electric distribution only, therefore we rely on ATC transmission lines to bring power to our community. As electricity demand and consumption increases, additional funding is needed for transmission infrastructure. Q1 and Q2 VACC’s have been covered by reinvesting ATC cash distributions. Q3 and Q4 VACC’s need investment reallocation to be fully covered. Additional details will be provided in the presentation. The subdivision’s lot size ranges from 7,216 to 22,947 square feet. The preliminary plat was approved by the Plan Commission at the April 9, 2026 meeting. Preliminary construction began this past summer and initial home occupancies are expected in 2027. Final plat approval requires both Plan Commission and Common Council review and approval. The Plan Commission recommended approval of the final plat at their meeting on October 1, 2026. Approvals Leading Up to Now: SCEDC first presented this project to the Plan Commission in early 2025 with a 94-lot residential subdivision. At the time, the southern portion of the project site was going to be undertaken by a separate developer seeking a multi -family project. The Plan Commission approved the preliminary plat at the time. SCEDC came back to the Plan Commission with a revised preliminary plat earlier this spring after the multi-family developer was no longer considering the project. The updated plans added 8 homes to the project site and allowed better design elements including the following: 1. Increased lot count: Adds 8 additional home sites, bringing the total from 94 to 102. 2. Reduced exposed basements: Significantly decreases the number of exposed basements, though lots 76–82 will remain exposed due to existing terrain. 3. Enhanced pond views: Reroutes the eastern road away from the retention pond, allowing lots to back directly onto the pond for improved aesthetics and value. 4. Improved lot appeal: Introduces cul-de-sacs that enhance visual interest and create more desirable home sites. 5. Better grading and lot depth: Shifting the roads and incorporating the southern parcel improves lot sizes and grading balance, particularly for the northern and western lots with steeper slopes. Comprehensive Plan/Zoning/Setbacks: The City’s future land use map within the 2022 Comprehensive Plan identifies this area to be residential. As such, no comprehensive plan amendment was required for this project. The developer obtained City zoning approvals for the R-5 Traditional Neighborhood District for the subdivision. This district encourages smaller lot sizes (6000 square feet up to 0.75 acres) with greater flexibility in terms of building setbacks. Traffic/Access: Intersections between the new road in the subdivision and Pleasant View Road will be controlled by a one-way stop sign, allowing traffic on Pleasant View to continue uninterrupted. Through project increment generation, estimated at $26 million, this project will contribute to traffic improvements outlined in the TID #7 project plan. These include signal upgrades at Pleasant View/Eastern (signal timing study, control upgrades), Highland/Eastern (signal timing study, cabinet and traffic loop replacements, lighting, and electrical), and Eastern/Carr (signal installation). Staff will continue to monitor traffic conditions to determine if any intermediate adjustments are necessary before the TID #7 projects are completed. Civil Plans/Stormwater/Utilities: As part of their engineering submittal, SCEDC provided full civil plans (including erosion control), stormwater management plans (SWMP), as well as utility connection plans to the City’s consulting engineers at Kapur to review. Kapur has reviewed these plans over the summer and submitted comment letters back to SCEDC to address. The most recent comment letter from July 1, 2026 indicates curb ramps should by ADA compliant. Kapur is working with SCEDC’s engineer on submitting updated grading plan sheets with updated curb ramp grades to satisfy this requirement. These corrections are minor should not preclude the Council from approving the final plat tonight. The stormwater management pond (out-lot 1) will be owned by the City of Plymouth so no stormwater maintenance agreement is needed in this case. Engineer Plat Review: The City’s consulting engineers at Kapur reviewed the final plat and have provided the attached letter indicating that all comments from them have been satisfied. Department of Administration Approval: The Wisconsin Department of Administration (DOA) will also be a reviewing body of the final plat. SCEDC submitted this plat to DOA over the summer and received approval. With the corrections needed for municipal approval, SCEDC will have to work with the DOA to obtain final sign off on the plat. Staff Recommendation: Staff requests the Common Council approve the final plat for Scholar’s Ridge. Copies Mailed/Emailed To: I. TJ Crowns: crowns@sheboygancountyedc.com II. The current contract ends December 31, 2026. As a reminder, a special charge for garbage collection, disposal, and recycling services is placed annually on the tax bills for all single- family residential properties and multifamily residential properties containing four or fewer units where these serv ices are provided by the City of Plymouth. The special charge currently collects 100% of the annual cost of these services. On August 3, 2026, the City issued a Request for Proposals (RFP) for Refuse and Recycling Collection Services. The City received three proposals: Waste Management, Harter's Lakeside Disposal, and GFL Environmental. Based on the discussion and direction provided by the Committee of the Whole on August 24, 2026, the agreement with Waste Management before you tonight reflects those discussions, including the selection of weekly recycling collection. The proposed agreement is for a seven -year term, beginning January 1, 2027 and ending December 31, 2033. For 2027, the combined cost for weekly garbage and weekly recycling collection is $15.12 per residence per month, or $181.44 annually. This represents an increase of $32.34 from the City's 2026 annual special charge. The agreement provides for a 5% annual increase in rates beginning January 1 of each subsequent year. Recommendation: Staff recommends approval of the seven-year agreement with Waste Management for residential refuse and recycling collection services beginning January 1, 2027, as presented. Given that development is rarely a straightforward process, it is typical to have these types of amendments to a development agreement. The proposed amendment includes the following changes: 1. Home Construction Timeline: Requires the developer to contract with home builders to begin construction by November 30, 2026. An additional provision is included in the final agreement extending this date to April 1, 2027, if home construction does not begin until after winter. Homes must be substantially completed within one year of building permit issuance. The SCEDC anticipates homes to begin this winter, but requests flexibility in the event snow begins early this year. 2. Infrastructure Requirements: Allows construction of the first 15 homes to begin before public sanitary sewer, water, and storm sewer mains are completed for the entire subdivision. These improvements must be fully operational before a building permit is issued for the 16th home. This allows the SCEDC to work in parallel on infrastructure and home construction. 3. Temporary Turnaround: Requires the developer to construct and maintain a gravel turnaround at the west end of Varsity Lane for garbage trucks, snowplows, and other service vehicles until asphalt binder is installed throughout the remainder of the subdivision. 4. WHEDA Financing: Extends the deadline for the developer to provide documentation confirming receipt of the WHEDA Infrastructure Access Loan to December 31, 2026. 5. Affordable Housing Fund Payment: Clarifies that the $400,000 Public Private Partnership (PPP) payment will be made after documentation is provided confirming that at least 16 homes have been sold to first -time homebuyers or residents relocating to the City. The proposed changes provide the developer additional flexibility to move the project forward while maintaining requirements for public infrastructure and housing development. All other provisions of the original Development Agreement remain unchanged.
