Plymouth, it is subject to extraterritorial plat review and approval by the City of Plymouth as

5.) Site Plan Seeking Approval; 1407 Eastern Avenue, Dale Mart LLC, for the alteration
of an existing parking lot in the B-2 General Business District for a new Indian and
American restaurant on the property to be called Kitchen Comfort. Martenson &
Eisele (enclosure)
The owners of the property at 1407 Eastern Avenue (directly east of the Shell Gas Station,
currently used as an American Family Insurance local office) are in the process of converting
a portion of the building into an Indian- American restaurant called “ Kitchen Comfort” This
will be the owners third Kitchen Comfort location – the first two being in the Fox Valley area
in Dale and Neenah.
Part of the process in converting this building into a restaurant includes reshaping the
parking lot and eliminating the second access driveway off of Eastern Avenue to add
handicap parking. Sec. 13- 1-173(a) of the Plymouth Municipal Code requires any
alterations to existing parking lots in the B -2 district must first obtain Plan Commission
approval.

present, the parking lot met code for number of spaces. He explained that depending on the
occupancy for a future tenant, the parking lot may need to be enlarged.

to be called Kitchen Comfort. Upon call of the roll, all voted aye. Motion carried.
6.) Discussion and possible recommendation; Modifications to Sec. 13-1-101, 13-1-106,
13-1-108, and 13-1-109 of the Plymouth Municipal Code regarding marquee signs,
illumination standards, and special exceptions to the sign code. Johnston
(enclosure)
In May, the Plan Commission discussed updating the City’s sign code related to the
following items:
• Creation of marquee sign rules and regulations
• Establishment of illumination standards for new internally and externally illuminated
signs
• Shifting variance/special exception requests for the sign code from the Board of
Appeals to the Plan Commission
Consensus from the Plan Commission at that time was for staff to work on an ordinance
update including these changes and bring back at a future meeting.
Staff summarized the written ordinance. Assistant City Administrator Johnston explained
that the special exception process is still included in the ordinance as discussed at the
May meeting, but the process name was altered to a conditional use permit process at the
recommendation of Attorney Fieber.
Commissioner Schellin asked if the illumination standards for uncovered lighting would
include LED bulbs for an electronic sign. Mr. Johnston responded that was not the intent of
the ordinance and he would clarify that before Common Council adoption.
Commissioner Schellin also asked if the conditional use permit process for signs would
apply to the entire sign code or just these amended sections. Staff responded it would
apply to the entirety of the sign code.
Commissioner Wyatt asked for some detail about “brightness calculations” and what that
meant. Mr. Johnston responded that staff is requesting illuminated sign permit applications
include this detail so staff and the building inspection department could review them based
on international building code standards and also consider the location of the sign and the
impact of illumination based on its location.
Motion was made by Nicolaus/Schellin to recommend approval Modifications to Sec. 13-1-
101, 13-1-106, 13-1-108, and 13-1-109 of the Plymouth Municipal Code regarding
marquee signs, illumination standards, and special exceptions to the sign code, with minor
changes as discussed. Upon call of the roll, all voted aye. Motion carried.

at 6 pm.
Motion by Wyatt/Nicolaus to move the July Plan Commission to July 9, 2026 at 6 pm.

(Chairman, Secretary, Plan Commission Members, City of Plymouth
Staff/Alderpersons)

foundations incoming. Neumann is preparing to begin phase 1 of the Heritage Grove

Attendance: Matt Kaczkowski, Kurt Zolp, Mike Briggs, Virginia Stemper, John Binder and Konrad
Kaczkowski
Mike reported that Music in the Park will begin on Thursday June 18, 2026. Emerson Cotter has
agreed to film all of the concerts.
Kurt Zolp reported that the last weekend in May was extremely busy for PCTV. The Dairyland
Classic Motorcycle races were filmed on Friday the 29
th, Plymouth Dirt Track Racing was filmed
on Saturday the 30th and High School graduation was filmed at City Park on Sunday the 31st. All
were edited in a timely manner.
Matt will be filming the Cheese Festival on Saturday June 27
th. He is also is testing a microphone
borrowed from filming the School Board meetings and placed at the public podium in the City
Hall Council chambers. If this solves the problem recording people speaking at the podium, a
microphone will be purchased. There’s been a concern about using a tripod to hold an
unattended camera filming School Board meeting, Matt is suggesting a mono-platform style. He
has also uploaded some Free Public Domain movies onto the YouTube channel. These are films
that from the 1930’s,40’s and 50’s that are of interest in nostalgic movies.
There was some discussion on filming American Legion Baseball at Carl Loebe Field.
Action-14 will be held on Tuesday June 16
th just before the School Board meeting. Action-14 will
have the Mayor, Plymouth Arts Center and the District School Superintendent.

RE: Approve Extraterritorial Certified Survey Map (CSM); W6554 and W6560 County
Road Z Parcels 59016217651 and 59016217652
Background:
Robert Honeyager has submitted a certified survey map (CSM) for extraterritorial review and
approval by the City of Plymouth due to the property being within the 1.5 mile extraterritorial review
area of the City of Plymouth. The property itself is located within the Town of P lymouth and
received Town approval on June 9, 2026.
Current Configuration vs. Changes:
This land is approximately 37.73 acres in total across two parcels of land, both with a home and
a shed or a detached garage. There is a looping driveway that can serve both properties, with
access points off of County Road Z, as well as Pioneer Road. The primary entrance for W6554
County Road Z is off of Z, while the primary access for W6560 County Road Z is off of Pioneer
Road. The driveways are interconnected and cross property lines. The properties also have
FEMA Flood Plain Zone A along the eastern end, along Pioneer Road, along with County
Shoreland zoning along the northern property edges and wetlands in the southwest quadrant. No
buildings are in any of these areas, nor are any buildings being contemplated to be built in these
areas.
This CSM adjusts the lot lines of the existing two parcels of land. The smaller of the two parcels,
W6554 County Road Z, will be increasing acreage from approximately 6 acres to 13.38 acres by
expanding east along County Road Z. Conversely, the larger parcel, W6560 County Road Z will
see a reduction in size from approximately 31.72 acres to 24.35 acres due to that land being
transferred to W6554 County Road Z. There are no other land divisions being contemplated with
this CSM, simply lot line adjustments involving the existing parcels.
Sheboygan County Approval:
The Town of Plymouth approved this CSM on June 9, 2026 , but it also requires Sheboygan
County review. Staff has attached the conditional letter of approval from Sheboygan County to
this report.
Plan Commission Recommendation:
At their meeting on July 9, the Plan Commission unanimously recommended approval of the CSM
as presented.
Staff Recommendation:
The property is not located near adjacent City lands or roadways. As such, staff recommends
approval of the CSM as presented.

RE: Certified Survey Map, Honeyager property, Section 19, Town of Plymouth
Greetings,
Sheboygan County's Planning & Conservation Department (Department) serves as an "approving authority" in the land
division process within unincorporated areas of Sheboygan County. On May 11, 2026 a revised certified survey map
(CSM) of the above-named property was submitted to this Department for preliminary review for compliance with the
Sheboygan County Subdivision Ordinance (Ordinance). Once a CSM is submitted to our Department we review and
approve, approve conditionally, or deny the land division.
Please be advised that approval or conditional approval from the County does not imply approval by the town
government in which the parcel is located. Please work closely with the town to ensure compliance with all local
ordinances that apply to the propo sed land division. The Department cannot approve a land division without the
necessary town approvals and signatures. Additionally, the Department has certain requirements that need to be met
before the CSM is officially signed and approved. These requirements are listed below.
Prior to County approval, the Department must receive:
1. An updated original version of the certified survey map with all required signatures. Minor changes to the
current CSM are needed by your surveyor. He was made aware of these changes on June 22, 2026.
2. Pursuant to Section 71.18(2)(a) of the Ordinance, any existing septic system(s) located on a newly-created lot
must be inspected by licensed master plumber, master plumber-restricted service, certified POWTS inspector,
registered POWTS maintainer, or licensed pumping service, within 12 months of the submittal of the CSM to
ensure the components of the septic system are considered code compliant. The inspection results or
maintenance report must be filed electronically by your service provider. Department records indicate the
dwelling on Lot 1 was last maintained on 05/24/2024. We would appreciate it if you or your service provider
would contact our office via phone or email once the maintenance report has been filed online to continue the
final approval process.
3. A check for $275 made payable to the “Sheboygan County Treasurer” to cover the review fee.
At this time , I am Conditionally Approving the map. Once the above requirements are met please schedule a time
with our office so we can sign off on the CSM.
If you have any further questions, please feel free to contact me at 920-459-3060.
Sincerely,
Tyler Betry
Deputy Director / County Conservationist

RE: Discussion and Approval for Investment Reallocation
Background:
Staff is recommending reallocating a portion of investments to fund the Q3 American
Transmission Company (ATC) Voluntary Additional Capital Call (VACC). The 2026 budget
included the additional VACC in the 2026A GO debt offering, but after a legal review, the ATC
VACC would not qualify under the tax-exempt issuance rules and would be required to be
issued as taxable notes and be issued separately (which would incur its own issuance costs).
With the 26-27 borrowing now solidified, staff is comfortable to instead reallocate current
investment reserves to the ATC VACC.
Since 2001, Plymouth Utilities has been a 0.305% owner of ATC. ATC operates as a federal
and state-regulated transmission utility. Plymouth Utilities operates electric distribution only,
therefore we rely on ATC transmission lines to bring power to our community.
As electricity demand and consumption increases, additional funding is needed for transmission
infrastructure. Previous VACC’s have been covered by reinvesting ATC cash distributions. The
Q3 VACC will mark the first time this year that yearly cash distributions do not fully cover
VACC’s. Additional details will be provided in the presentation.
Recommendation:
Approve the Q3 ATC VACC of $306,637 by reallocating $238,197 of investments

Reallocation of Investments
• Staff is recommending council to reallocate a portion current investments into ATC
(American Transmission Company) to meet the 2026 Q3 VACC (Voluntary Additional
Capital Call)
• Since 2001, Plymouth has been a 0.28%-0.305% owner of ATC
• ATC’s averaged and authorized rate of return is 10.48%
• ATC VACC’s have been covered by reinvesting ATC cash distributions
• As in 2025, the Q3 ATC VACC will mark when VACC’s exceed ATC cash distributions
• Current investments consist of primarily Municipal bonds, Treasury bills, and CD’s with
average returns ranging from 3.8% to 4.6% returns.
• Most recent opportunities are ranging from 3.9% to 4.3%
• These investments are managed by Ehlers
Plymouth Utilities Involvement
ATC 2026-2030 Projections
Summary
• As ATC 2026 cash distributions are projected to be $637,198, Plymouth met the Q1 and Q2
VACC totaling $568,758
• Q1 $383,431 - Plymouth met this call
• Q2 $185,327 - Plymouth met this call
• Q3 $306,637 - Awaiting approval
• Q4 $377,551 (projected) – Future approval
• In order to meet the Q3 call after cash distributions, $238,197 of current investments are
required to be reallocated to ATC (staff recommendation)
• Plymouth Utilities has the option not to invest, or invest at a lower amount
• Passing on a VACC does not preclude participation in future VACC’s
• Future VACC’s will be presented at a later date
• Staff will continue to work with Ehlers advisors to evaluate future cash flow
capabilities for VACC’s

RE: Discussion and Possible Action of Side Agreement with GTS for WEDC Site
Assessment Grant Award for 322 Cold Storage Street
Background:
In June of 2026, the City was awarded a grant worth up to $150,000 (with a $30,000 match from
GTS) from the Wisconsin Economic Development Corporation (WEDC) through their site
assessment grant program. The City coordinated this grant application with GTS in an effort to
help with the demolition of the former Kraft Cheese building located at 322 Cold Storage Street
after the building had major façade failure in early 2025.
The council approved this grant award at their June 9
th meeting. GTS began with the demolition
of the building earlier this month and is expected to finish up soon. A draw request for the funds
from WEDC is expected later this fall.
Side Agreement with GTS:
As GTS is taking the lead on this project but the City served as the applicant for the grant , City
Attorney Fieber has prepared a separate side agreement that passes the responsibility over to
GTS for project management and any external costs incurred by the City as part of this grant
award. These costs are expected to me minimal and mostly related annual performance reporting
for the next three years and a statement of opinion letter required by WEDC to be prepared by
the City’s auditors at Baker Tilly.
As a general note, WEDC only allows cit ies and other governmental entities to serve as the
applicant for these grants, so this pass-through agreement is common place in instances like this.
Staff Recommendation:
Staff recommends and requests the Council approve the side agreement with GTS for the WEDC
site assessment grant award.

RE: Professional Service Agreement with Parkitecture + Planning: City Park Project
Background
Over the past year, the City has worked with Parkitecture + Planning to develop a plan for future improvements to
City Park. The planning process included multiple meetings with the Parks Committee and Committee of the Whole,
as well as, a public open house that provided valuable community input. Based on that feedback, a final conceptual
plan was developed and presented to the Committee of the Whole on May 12, 2026.
The next phase of the project is the preparation of final construction documents necessary for bidding and
construction. Staff requested a proposal from Parkitecture + Planning to complete the design and engineering
services for the City Park improvements. The proposed scope of work includes preparation of complete
construction documents for the improvements identified in the approved concept plan, including but not limited
to:
• Renovated playground and associated safety surfacing
• New basketball court
• Pathways, seating areas, and gathering spaces
• Skatepark improvements, including additional public engagement
• New masonry restroom building
• Landscaping and site restoration
• Site grading, utility coordination, and associated infrastructure improvements
In addition to preparing the construction plans and specifications, Parkitecture + Planning will provide
construction cost estimates, coordinate project permitting, assist with the public bidding process, and provide
construction administration services throughout the project. This includes attending construction meetings,
reviewing contractor submittals and pay requests, monitoring construction progress, and assisting with project
closeout.
The proposed design schedule anticipates beginning work August 31, 2026, with completion of the design
documents by March 1, 2027. This schedule would allow the City to bid the project in early spring 2027, with
construction anticipated to begin during the summer/fall of 2027.
Parkitecture + Planning has submitted a proposal of $204,020 to complete the design, bidding assistance,
permitting, and construction administration services.
Staff Recommendation
Staff recommends awarding the professional services agreement to Parkitecture + Planning in the amount of
$204,020 for the City Park Improvements Project.

RE: Discussion on Draft Resolution for Support for the Plymouth Public Library
Renovation Project
Background: In January 2025, the Common Council adopted Resolution No. 1 of 2025, formally
establishing the Ad Hoc Library Repair, Renovation, and Expansion Committee. The Committee’s
purpose is to evaluate the immediate, mid-term, and long-term needs of the Library and provide
a report to the Library Board and Common Council by July 31, 2026, outlining recommended
repairs, renovations, and expansion needs.
The Committee’s initial focus was on the Library’s immediate and mid- term needs. Several
immediate repair items were included in the City’s 2026 budget. However, to properly plan for
additional improvements and avoid duplicative work, the Committee issued a request for
proposals in June 2025 for an Interior Renovation Master Plan.
The plan focuses on ADA accessibility improvements, a redesigned entrance, safety
enhancements to the Children’s Pit, and other needed repairs. It also includes planning for
additional study rooms, enhancements to the multipurpose meeting room, and the refurbishment
or replacement of the elevator. The RFP specified that the work should build upon the planning
already completed.
In fall 2025, the Common Council hired Somerville Architects to complete the master plan. The
Library Board reviewed Somerville’s recommendations in June 2026 and recommended the plan
to the Common Council. Somerville subsequently presented the draft plan to the Common Council
in June 2026.
To support future fundraising efforts, the Library Foundation has requested that the Common
Council consider a resolution of support for the project at an upcoming meeting. A draft resolution
is included as Attachment 1.
The proposed resolution is non- binding from a project financing standpoint. However, it would
provide direction to City and Library staff to continue advancing the project and would allow the
Library Foundation to begin more formal fundraising efforts. The resolution establishes a
fundraising goal of $2 million for the Library Foundation and anticipates that construct ion would
begin no earlier than 2028.
If considered independently, the estimated annual cost to the owner of an average Plymouth
property would be approximately $24.29 if the City financed $4 million of the project. This does
not necessarily mean property owners would experience a direct annual increase of $24.29. Any
borrowing would be incorporated into the City’s broader financing strategy, which accounts for
existing debt being repaid and seeks to maintain generally stable tax impacts related to borrowing
through the use of abated debt.
Based on the City’s current debt schedule, an issuance of approximately $4 million in 2028 is not
projected to result in a debt-related tax increase for the owner of an average property over twenty
years. The current city debt obligations in conjunction with the library project will be reviewed at
the meeting.
Strategic Plan Alignment:
The Library Renovation Project advances the following key goal from the City’s 2023– 2026
Strategic Plan:
• Enhanced Quality of Life
Recommendation: Discuss the proposed resolution and provide direction to staff. Formal
action would take place at a future meeting.
