4.) Recommendation of Extraterritorial Certified Survey Map; N5224 Country Aire Road
– located in the Town of Plymouth; for a 2-lot certified survey map Krebsbach
(enclosure)
Gerry Krebsbach has submitted a two- lot certified survey map (CSM) for land he owns in
the Town of Plymouth on Country Aire Road. As this land is within 1.5 miles of the City of
Plymouth, it is subject to extraterritorial plat review and approval by the City of Plymouth as
a fourth-class city.
Gerry Krebsbach was present for the meeting. He explained they are looking to divide off a
portion of their land to build a new home for themselves and sell the larger farm parcel.
Motion was made by Schmitz/Nicolaus to recommend approval of the extraterritorial
certified survey map as presented, contingent on Town of Plymouth approval. Upon call of
the roll, all voted aye. Motion carried.
5.) Site Plan Seeking Approval; 1407 Eastern Avenue, Dale Mart LLC, for the alteration
of an existing parking lot in the B-2 General Business District for a new Indian and
American restaurant on the property to be called Kitchen Comfort. Martenson &
Eisele (enclosure)
The owners of the property at 1407 Eastern Avenue (directly east of the Shell Gas Station,
currently used as an American Family Insurance local office) are in the process of converting
a portion of the building into an Indian- American restaurant called “Kitchen Comfort ” This
will be the owners third Kitchen Comfort location – the first two being in the Fox Valley area
in Dale and Neenah.
Part of the process in converting this building into a restaurant includes reshaping the
parking lot and eliminating the second access driveway off of Eastern Avenue to add
handicap parking. Sec. 13-1- 173(a) of the Plymouth Municipal Code requires any
alterations to existing parking lots in the B -2 district must first obtain Plan Commission
approval.
Christopher Bauknecht and Joe Lamberty were present for the meeting on behalf of the
applicant/owner who was unable to attend. M r. Bauknecht briefly summarized the
application and t he parking lot alteration. T he Commission asked when the timeline for
opening the restaurant was. Mr. Lamberty explained they are still seeking some contractors
for the project and didn’t have a firm timeline.
The Commission asked staff i f the parking lot would be conforming if the southern half of
the building found a tenant. Assistant City Administrator Johnston explained that at the
present, the parking lot met code for number of spaces. He explained that depending on the
occupancy for a future tenant, the parking lot may need to be enlarged.
Motion was made by Nicolaus/Schellin to approve the alteration of an existing parking lot in
the B-2 General Business District for a new Indian and American restaurant on the property
to be called Kitchen Comfort. Upon call of the roll, all voted aye. Motion carried.
6.) Discussion and possible recommendation; Modifications to Sec. 13-1-101, 13-1-106,
13-1-108, and 13-1-109 of the Plymouth Municipal Code regarding marquee signs,
illumination standards, and special exceptions to the sign code. Johnston
(enclosure)
In May, the Plan Commission discussed updating the City’s sign code related to the
following items:
• Creation of marquee sign rules and regulations
• Establishment of illumination standards for new internally and externally illuminated
signs
• Shifting variance/special exception requests for the sign code from the Board of
Appeals to the Plan Commission
Consensus from the Plan Commission at that time was for staff to work on an ordinance
update including these changes and bring back at a future meeting.
Staff summarized the written ordinance. Assistant City Administrator Johnston explained
that the special exception process is still included in the ordinance as discussed at the
May meeting, but the process name was altered to a conditional use permit process at the
recommendation of Attorney Fieber.
Commissioner Schellin asked if the illumination standards for uncovered lighting would
include LED bulbs for an electronic sign. Mr. Johnston responded that was not the intent of
the ordinance and he would clarify that before Common Council adoption.
Commissioner Schellin also asked if the conditional use permit process for signs would
apply to the entire sign code or just these amended sections. Staff responded it would
apply to the entirety of the sign code.
Commissioner Wyatt asked for some detail about “brightness calculations” and what that
meant. Mr. Johnston responded that staff is requesting illuminated sign permit applications
include this detail so staff and the building inspection department could review them based
on international building code standards and also consider the location of the sign and the
impact of illumination based on its location.
Motion was made by Nicolaus/Schellin to recommend approval Modifications to Sec. 13-1-
101, 13-1-106, 13-1-108, and 13-1-109 of the Plymouth Municipal Code regarding
Page 3 of 97
marquee signs, illumination standards, and special exceptions to the sign code, with minor
changes as discussed. Upon call of the roll, all voted aye. Motion carried.
7.) Possible motion; to move July Plan Commission meeting to Thursday, July 9, 2026
at 6 pm.
Motion by Wyatt/Nicolaus to move the July Plan Commission to July 9, 2026 at 6 pm.
Upon call of the roll, all voted aye. Motion carried.
8.) Communication – Letters, E-mails, or reports Related to the Plan Commission
(Chairman, Secretary, Plan Commission Members, City of Plymouth
Staff/Alderpersons)
City Administrator Blakeslee reported that the new Sargento facility is well underway with
foundations incoming. Neumann is preparing to begin phase 1 of the Heritage Grove
subdivision in the next month.
9.) Adjournment
Motion by Wyatt/Nicolaus to adjourn the meeting at 6:42 pm. Upon call of the roll, all voted
aye. Motion carried. Meeting adjourned.

RE: Recommendation of Extraterritorial Certified Survey Map; W6554 and
W6560 County Road Z (Parcel numbers 59016217651 and 59016217652) –
located in the Town of Plymouth; for a 2-lot certified survey map. Honeyager
(enclosure).
Background:
Randall and Denise Prange have submitted a certified survey map (CSM) for extraterritorial
review and approval by the City of Plymouth due to the property being within the 1.5 mile
extraterritorial review area of the City of Plymouth. The property itself is located within the Town
of Plymouth and received Town approval on January 13, 2026.
Current Configuration vs. Changes:
This land is approximately 37.73 acres in total across two parcels of land, both with a home and
a shed or a detached garage. There is a looping driveway that can serve both properties, with
access points off of County Road Z, as well as Pioneer Road. The primary entrance for W6554
County Road Z is off of Z, while the primary access for W6560 County Road Z is off of Pioneer
Road. The driveways are interconnected and cross property lines. The properties also have
FEMA Flood Plain Zone A along the eastern end, along Pioneer Road, along with County
Shoreland zoning along the northern property edges and wetlands in the southwest quadrant. No
buildings are in any of these areas, nor are any buildings being contemplated to be built in these
areas.
This CSM adjusts the lot lines of the existing two parcels of land. The smaller of the two parcels,
W6554 County Road Z, will be increasing acreage from approximately 6 acres to 13.38 acres by
expanding east along County Road Z. Conversely, the larger parcel, W6560 County Road Z will
see a reduction in size from approximately 31.72 acres to 24.35 acres due to that land being
transferred to W6554 County Road Z. There are no other land divisions being contemplated with
this CSM, simply lot line adjustments involving the existing parcels.
Sheboygan County Approval:
The Town of Plymouth approved this CSM on June 9, 2026, but it also requires Sheboygan
County review. Staff has attached the conditional letter of approval from Sheboygan County to
this report.
City Approval Process:
The City’s Common Council would ultimately be the body to give approval of the CSM from the
City of Plymouth. However, the Plan Commission must first furnish a recommendation to the
Council.
Staff Recommendation:
The property is not located near adjacent City lands or roadways. As such, staff recommends
the Plan Commission recommend approval the extraterritorial CSM for the property as
presented. Final approval of the CSM is scheduled to be held at the Common Council meeting
at a later date.

RE: Certified Survey Map, Honeyager property, Section 19, Town of Plymouth
Greetings,
Sheboygan County's Planning & Conservation Department (Department) serves as an "approving authority" in the land
division process within unincorporated areas of Sheboygan County. On May 11, 2026 a revised certified survey map
(CSM) of the above-named property was submitted to this Department for preliminary review for compliance with the
Sheboygan County Subdivision Ordinance (Ordinance). Once a CSM is submitted to our Department we review and
approve, approve conditionally, or deny the land division.
Please be advised that approval or conditional approval from the County does not imply approval by the town
government in which the parcel is located. Please work closely with the town to ensure compliance with all local
ordinances that apply to the propo sed land division. The Department cannot approve a land division without the
necessary town approvals and signatures. Additionally, the Department has certain requirements that need to be met
before the CSM is officially signed and approved. These requirements are listed below.
Prior to County approval, the Department must receive:
1. An updated original version of the certified survey map with all required signatures. Minor changes to the
current CSM are needed by your surveyor. He was made aware of these changes on June 22, 2026.
2. Pursuant to Section 71.18(2)(a) of the Ordinance, any existing septic system(s) located on a newly-created lot
must be inspected by licensed master plumber, master plumber-restricted service, certified POWTS inspector,
registered POWTS maintainer, or licensed pumping service, within 12 months of the submittal of the CSM to
ensure the components of the septic system are considered code compliant. The inspection results or
maintenance report must be filed electronically by your service provider. Department records indicate the
dwelling on Lot 1 was last maintained on 05/24/2024. We would appreciate it if you or your service provider
would contact our office via phone or email once the maintenance report has been filed online to continue the
final approval process.
3. A check for $275 made payable to the “Sheboygan County Treasurer” to cover the review fee.
At this time , I am Conditionally Approving the map. Once the above requirements are met please schedule a time
with our office so we can sign off on the CSM.
If you have any further questions, please feel free to contact me at 920-459-3060.

Background:
As part of the Heritage Grove subdivision project, Neumann Developments partnered with PRE/3
out of Brookfield to undertake a separate multi -family project on the site totaling 60 units across
five buildings. The concept was initially provided to the Plan Commission in September 2025 as
part of the overall Neumann single- family concept plan and has remain unchanged since then.
PRE/3 came before the Plan Commission in December of 2025 with a rezoning request and
concept plan for the site that was eventually approved.
Now, PRE/3 has submitted a formal site plan review application to be considered by the Plan
Commission. The site plan shows the same layout as shown during early concept discussion
Page 13 of 97
dating back to late last year. Pending City approval, PRE/3 is hoping to begin this project by years
end.
Comprehensive Plan/Zoning/Setbacks:
The City’s 2022 Comprehensive Plan Future Land Use Map designates this property as
residential. As the applicant is proposing a residential use for this site, no comprehensive plan
amendment would be required for this project.
Further, the property has R-4 multi-family residential zoning which allows apartment buildings up
to 12 dwelling units per building. The number of residential units on a specific parcel in the R-4
district is restricted by the parcel’s acreage. This particular property is approximately 10.69 acres
in size which would allow eight 12-unit apartments buildings, and an additional building up to 11
residential units. The applicant is seeking 60 units for this property (five 12-unit buildings) for this
project. The housing density meets code requirements for the R-4 district.
2024 Housing Study:
The City’s 2024 Housing Study identified a demand forecast for 237 market rate rental units.
Since then, the Wangard apartment project came online with 156 units. With this project adding
an additional 60 units, the demand from that study will be approximately 91% met.
Site Plan Details:
The site has two access points of what will be “Founders Way” for the Heritage Grove subdivision.
The south west entrance near the intersection at Highway 67 and another along the northeast
corner of the property. The northeast entrance goes through what will eventually be a City of
Plymouth park. The City will need to give the owners an easement for driveway access for this
property. This was negotiated during the developer’s agreement process with the developer and
would be formally established and approved at a future time. Two way traffic in the parking lots is
possible for this development as shown in the site plan.
The buildings are designed to provide a high-quality residential environment, incorporating private
entrances and attached garages for each unit. This design enhances privacy, safety, and
neighborhood compatibility, consistent with municipal code expectations for multi-family housing
developments. Also provided will be a dog run (final location to be determined), electric car
charging, and ample open space.
Apartment Details:
The project features exclusively two-bedroom units. In total, there are 60 residential units across
five buildings (12 units in each building). Each residential unit is designed with two bedrooms, two
bathrooms, a private exterior entrance, and an attached garage. Unit sizes range from
approximately 1,050 to 1,150 square feet. The site will also include a centralized office/leasing
space and a shared tenant mail pickup area to support daily operations and resident needs.
Parking:
City code requires at least 2 parking spaces per each dwelling unit. The submitted plan includes
141 parking spaces in total. Sixty are covered spots (garage parking) and 81 surface stalls as
well. Based on 60 dwelling units for this project, a minimum of 120 parking spots would be
required. This project exceeds that minimum by 21 spots.
Dumpster Enclosures:
The site plan includes two trash enclosures for private collection on the east and west end of the
driveway entrance/exits. They will be built using pressure treated lumber and be six feet tall in
height.
Fully enclosed trash and recycling areas will be located adjacent to each proposed building.
These enclosures will be constructed of durable materials with stained wood finishes and will
house both trash and recycling containers. The owner will need to contract for refuse and recycling
collection for tenants.
Landscaping Plan:
For new site plan review applications, municipal code requires the applicant to provide a
landscaping plan that includes the following:
• Tree removal plan that shows exact trees (listing species) that are proposed to be removed
with the development.
• Location and provide landscaping schedule of all plantings, including grass, shrubs, and
trees.
• Parking lot landscaping shall be equal to at least ten percent of the surface drives and
parking area.
Staff has reviewed the proposed landscaping plan which includes plantings around the perimeter
of the five residential buildings, the office, the mail room, and the two proposed ground signs and
verified it meets code. There is only site grading being done on this site in terms of removing
existing landscaping – there are no tree/shrub species present at this time to be removed. The
landscaping does meet the ratio as required in the third bullet point.
Stormwater Management/Erosion Control:
This project is included and was design as part of an overall stormwater management plan that
was designed by TRIO Engineering for the Heritage Grove subdivision. B est management
practices and erosion control measures will be implemented during construction per the site plan
narrative.
Lighting Plan:
The applicant has indicated that no pole lighting is proposed for this development. Exterior lighting
will consist of 16 coach style lights for each residential building. A photometric plan demonstrates
that light levels will not extend beyond the property boundaries.
Both City Building Inspector Brian Witkowski and consulting engineers from Kapur have reviewed
the proposed lighting plan and had the following comment:
• Site lighting appears to be provided primarily by building- mounted fixtures, resulting in
limited illumination away from the building footprint. Consider reviewing lighting levels
along pedestrian routes, parking areas, and other commonly used site features to
determine whether additional lighting is warranted to enhance visibility and user comfort.
Building Inspector Witkowski commented on the office and mailroom area, asking that some more
lighting be provided there for pedestrians that may be meandering in that area. The applicant has
since revised the lighting plan but Kapur nor the Building Inspector have had a chance to review
it. City staff is comfortable with the Plan Commission making this a contingent of approval.
Plymouth Fire Department Review/Easement for Hydrants:
Plymouth Fire Department Chief Jim Klug reviewed the site plan and requested the following
changes of the site plan:
• Access – For our aerial apparatus, access roads should be 26’ wide
• Outside turning radius on east turn into parking area should be 50’ for aerial apparatus
The applicant has received those requests and has agreed to make those changes. Staff would
verify those changes were made once a revised site plan is submitted.
The fire hydrant locations originally provided are satisfactory to the Fire Department. A public
easement will be required for those hydrants at a later date.
Public Works & Engineer Review/Utilities Infrastructure:
Director of Public Works Cathy Austin and the City’s consulting engineers from Kapur conducted
a review of the site plan. The full review letter is included as an attachment. Comments are minor
in nature and related mostly to looping the water as well as creating public easement for utility
infrastructure, as previously discussed in this report. Staff requests the Plan Commission consider
approval of the site plan contingent on these comments being addressed.
Signage:
The applicant is proposing a 54 square foot sign (32 square feet excluding monument base). Their
submitted landscaping plan shows both a single faced and double faced sign. The associated site
plan does not appear to show a clear location where the two signs would go, however.
Municipal code allows “ground signs in residential districts , [but] are limited to one ground sign
and only allowed for parcels with multi-family residential uses with at least 12 individual dwelling
units on the property. ” So if the applicant is indeed proposing two signs, one would need to be
removed.
Plan Commission Consideration(s):
Sec. 15-1-3(g) of the City Code indicates that the Plan Commission must review and approve any
construction, reconstruction, expansion or conversion, except for one and two family residences
in residentially zoned districts before the issuance of a building permit from the building inspector:
• Site plan approval. All applications for building permits for any construction,
reconstruction, expansion or conversion, except for one and two family residences in
residentially zoned districts shall require site plan approval by the plan commission.
When considering acting on a site plan application, the Plan Commission should consider the
following:
a. The appropriateness of the site plan and buildings in relation to the physical character of
the site and the usage of adjoining land areas.
b. The layout of the site with regard to entrances and exits to public streets; the arrangement
and improvement of interior roadways; the location, adequacy and improvement of areas
for parking and for loading and unloading; and shall, in this connection, sat isfy itself that
the traffic pattern generated by the proposed construction or use shall be developed in a
manner consistent with the safety of residents and the community, and the applicant shall
so design the construction or use as to minimize any traffic hazard created thereby.
c. The adequacy of the proposed water supply, drainage facilities and sanitation and waste
disposal.
d. The landscape and appearance of the completed site. The plan commission may require
that those portions of all front, rear and side yards not used for off-street parking shall be
attractively planted with trees, shrubs, plants or grass lawns, and that the site be effectively
screened so as not to impair the value of adjacent properties nor impair the intent of
purposes of this section.
Staff Recommendation:
Based on the 2024 housing study showing a need for these housing types, as well as the
current zoning and comprehensive plan being harmonious with this proposal, staff does
recommend approval of the site plan as presented, with the following contingencies as
discussed in the staff report:
• Comments from Kapur Engineering being addressed
• Comments from Fire Department being addressed
• Clarification on sign proposal

Site Plan Narrative
R-4 Multi-Family Residential Development
Project Overview
The proposed development consists of five (5) multi-family residential buildings, each
containing twelve (12) dwelling units, for a total of sixty (60) residential units. The
development is located within the City of Plymouth and is guided by the standards and
intent of the R-4 Multi-Family Residential Zoning District.
Each residential unit is designed with two bedrooms, two bathrooms, a private exterior
entrance, and an attached garage. Unit sizes range from approximately 1,050 to 1,150
square feet. The site will also include a centralized office/leasing space and a shared
tenant mail pickup area to support daily operations and resident needs.
The property will be professionally managed, with one full-time property manager and up to
two part-time employees responsible for maintenance and housekeeping, ensuring
consistent upkeep and operational effectiveness.
Compliance with R-4 Zoning and Municipal Code
The proposed development complies with the applicable provisions of the City of Plymouth
Municipal Code governing the R-4 Multi-Family Residential District in the following key
respects:
• Permitted Use and Density:
Multi-family residential dwellings are permitted within the R-4 district. The proposed
five-building, 60-unit configuration reflects a density that is consistent with the
intent of the district, which is to accommodate moderate- to higher-density
residential development in an organized and planned manner. The proposed density
will be approximately 5.6 units per acre. Building area cannot exceed 50% of the
total parcel and the proposed development will be 10.9% of the total parcel.
• Building Design and Layout:
The buildings are designed to provide a high-quality residential environment,
incorporating private entrances and attached garages for each unit. This design
enhances privacy, safety, and neighborhood compatibility, consistent with
municipal code expectations for multi-family housing developments. Also provided
will be a dog run, electric car charging, and ample open space.
• Parking and Access:
Each unit includes an attached garage and a surface stall, which contributes to
meeting off-street parking requirements. The site plan is designed to provide safe
and efficient vehicular circulation, adequate parking supply, and clear access for
residents, visitors, and service vehicles in accordance with City standards.
• Site Functionality:
The inclusion of an on-site office and centralized mail facility supports organized
site management and resident convenience. The layout promotes efficient use of
space while maintaining accessibility and functionality across the site. Providing a
loop through the site will allow for access from either side of the site and will provide
additional safety in case one was to temporarily close.
• Property Maintenance and Operations:
The provision of on-site management and maintenance staff aligns with Plymouth’s
expectations for professionally operated multi-family developments, helping ensure
long-term property condition and compliance.
Consistency with the Comprehensive Plan
The proposed development advances several key goals and policies identified in the City of
Plymouth Comprehensive Plan:
• Housing Diversity and Supply:
The project contributes to the City’s goal of expanding diverse housing options by
providing mid-density multi-family units suited for a variety of household types,
including workforce residents, small families, downsizing households, and retirees.
• Efficient Land Use and Growth Management:
The development makes efficient use of land and existing infrastructure by
clustering 60 units across five buildings in a cohesive layout. This supports
sustainable development patterns and responsible growth planning.
• Neighborhood Compatibility:
The scale, design, and layout of the buildings are compatible with surrounding land
uses. Features such as individual unit entrances and attached garages help create a
residential character that transitions well within the broader community context.
• Quality Development Standards:
The project reflects a commitment to quality design, ongoing maintenance, and
Page 19 of 97
livability through thoughtful building design, shared amenities, and professional
management.
Site Design and Functional Considerations
The overall site plan has been developed to promote safety, aesthetics, and functionality:
• Circulation: Internal drives and access points are designed to provide safe and
efficient traffic flow.
• Amenities: The leasing office and mail area serve as central amenities that support
resident services. Also provided will be electric car charging ports, ample open
space for activities, and a dog run.
• Residential Experience: Private entrances and attached garages create a
townhouse-style living environment within a multi-family framework.
• Maintenance and Operations: On-site staffing ensures consistent property
oversight and responsiveness.
• Stormwater and Erosion: The proposed parcel is part of an overall stormwater
management plan that was designed by TRIO and approved by the City. BMP and
erosion control measures will be implemented during construction.
Conclusion
The proposed five-building, 60-unit multi-family development meets the intent and
requirements of the R-4 Multi-Family Residential District and aligns with the City of
Plymouth Municipal Code and Comprehensive Plan. The project provides high-quality
housing, efficient land use, and long-term compatibility with the surrounding area, while
supporting the City’s goals for diverse housing options and well-managed residential
growth.

that overtopping and flooding of STH 67 and/or the new buildings will not occur. The analysis shall
also evaluate the effects of back-to-back 100-year storm events. This analysis was requested as
part of the overall storm water management report as well. Coordinate with TRIO engineering on
this analysis.
Sheets 11-13 – Miscellaneous Details
1. For the water main, the City standard fire hydrant is Waterous Pacer, Model WB -67, yellow in color.
Add a detail or add plan notes to specify the hydrant.
Multi-Family Development Architectural Plan Comments
SLP101 – Site Lighting
1. Site lighting appears to be provided primarily by building -mounted fixtures, resulting in limited
illumination away from the building footprint. Consider reviewing lighting levels along pedestrian
routes, parking areas, and other commonly used site features to determine whether additional lighting
is warranted to enhance visibility and user comfort.
Please provide responses to the comments provided and review, revise, and resubmit the engineering plans
and architectural plans addressing the comments as outlined above.
Please call (414) 751 -7200 or email me at efox@kapurinc.com if you have any questions or comments
regarding this review.
Sincerely,
Kapur

RE: Cons
ideration of the Creation of Tax Incremental District No. 11 and Review of
its Project Plan
Background: Tax Incremental Financing (TIF) is one
of the most important tools available to Wisconsin
municipalities to promote economic development and
redevelopment. Through TIF, a municipality can use
the increased property taxes generated within a
designated Tax Incremental District (TID) to finance
public improvements, property acquisition, and other
eligible costs necessary to support development that
would not otherwise occur. For a general overview of
TIF, visit:https://www.ehlers-inc.com/wp-
content/uploads/2023/02/Wisconsin-TID-101-2023-
REV-2023-02-06-.pdf. Plymouth currently has six
districts: TID #5, TID #6, TID #7, TID#8, TID#9, and
TID#10 which can be seen pictured to the right.
The City is proposing the creation of TID #11,
designated as an Industrial District. The proposed
district consists parcels located in the eastern partion
of Plymouth with a focus on Sartori Cheese and other
vacant city parcels. TID #11 is intended to
support the new Sartori Manufacturing Addition,
focused on the extension of a WPS gas main,
with a mix of public improvements including a
future water main and road relocation, facilities
study, wastewater treatment plant infrastructure
upgrades, legal and engineering services,
financing costs, and administrative expenses.
Note that some of these are currently unfunded
projects.
The proposed
TID #11 Project Plan is included
as Attachment 1. Ehlers, the City’s financial
advisor, will present the project plan and be
available to answer questions at the meeting.
The manuf
acturing facility is projected to generate approximately $4.7 million in new
incremental value within the district and the generation of 25 new jobs. As required by state law,
Proposed
TID#11
the statutory “but for” test has been applied and demonstrates that the development, as
proposed, including the associated public infrastructure improvements, would not occur without
the use of TIF. The City is also in the process of finalizing a development agreement with Sartori
to ensure appropriate coverage for debt service related to the project, as required.
Strategic Plan Alignment:
TID #11 advances key goals from the City’s 2023–2026 Strategic Plan:
• Outcome: Expanded Economic Development
• Outcome: TIF District Utilization Expanded
Timeline:
The Joint Review Board will meet prior to Plan Commission on July 9 to review the project plan
and provide feedback prior to the Plan Commission’s formal public hearing and consideration.
Staff will provide a summary of the Joint Review Board comments at the Plan Commission
meeting. The Common Council is scheduled to consider TID#11 on July 28, 2026. If the district
moves forward, the Joint Review Board would be scheduled to reconvene after Council
consideration for final approval.
Staff Recommendation: Approve the resolution establishing the boundaries of and approving
the project plan for Tax Incremental District No. 11.

Tax Incremental District No. 11 Project Plan City of Plymouth
Prepared by Ehlers Page | 3
SECTION 1:
Executive Summary
DESCRIPTION OF DISTRICT
Tax Incremental District (“TID”) No. 11 (“District”) is a proposed Industrial
District comprising approximately
190
acres located
in the general area of
County Road PP and State Highway 57.
The District will be created to pay the
costs of
facilitating the public infrastructure upgrades (
“Project”) to
facilitate
an expansion of Sartori Cheese
(“Developer”).
AUTHORITY
The City is creating the District under the provisions of Wis. Stat. § 66.1105.
ESTIMATED TOTAL PROJECT COST EXPENDITURES
The City anticipates making total expenditures of approximately $
2,081,481
(“Project Costs”) to undertake the projects listed in this Project Plan (“Plan”).
Project Costs include an estimated
$561,481 in long
-
term principal and interest
payments, $775,00 in capital project costs, $490,000 to repay advances from
other funds and $255,00 in ongoing planning and administrative costs.
INCREMENTAL VALUATION
The City
projects that new land and improvements value of approximately
$
4,700,000
will result from the Project. Creation of this additional value will be
made possible by the Project Costs made within the District. A table detailing
assumptions as to the development timing and associated values is included in
the Economic Feasibility St
udy located within this Plan.
EXPECTED TERMINATION OF DISTRICT
Based on the Economic Feasibility Study located within Section 9 of this Plan,
the City anticipates that the District will generate sufficient tax increment to
pay all Project Costs within
20
of its allowable 20 years.
SUMMARY OF FINDINGS
As required by Wis. Stat. § 66.1105, and as documented in this Plan and the
exhibits contained and referenced herein, the following findings are made:
1.
That “but for” the creation of this District, the development projected to
occur as detailed in this Plan: 1) would not occur; or 2) would not occur in
the manner, at the values, or within the timeframe desired by the City. In
reaching this determination,
the City has considered:
The substantial investment needed to provide the public infrastructure
necessary to allow for development within the District. Absent the use of tax
Page 65 of 97

incremental financing, the City is unable to fully fund this program of
infrastructure improvements.
2.
The economic benefits of the District, as measured by increased
employment, business and personal income, and property value, are
sufficient to compensate for the cost of the improvements. In making this
determination, the City has considered the following
information:
The expectation that the Project
add an additi
onal
27
jobs to
the area and
that
the Developer is likely to purchase goods and services from local
suppliers in construction of the Project, and induced effects of employee
households spending locally for goods and services from retailers,
restaurants and service companies.
3.
The benefits of the proposal outweigh the anticipated tax increments to be
paid by the owners of property in the overlying taxing jurisdictions. As
required by Wis. Stat. § 66.1105(4)(i)4., a calculation of the share of
projected tax increments estimated t
o be paid by the owners of property in
the overlying taxing jurisdictions has been prepared and can be found in this
Plan. However, because the Project would not occur without the use of tax
incremental financing, these tax increments would not be paid but
for
creation of the District. Accordingly, the City finds that the benefits
expected to be realized as set forth in this Plan outweigh the value of the
tax increments to be invested in the Project.
4.
Not less than 50% by area of the real
property within the District is suitable
for industrial sites as defined by Wis. Stat. § 66.1101, and has been zoned for
industrial use. Any real property within the District that is found suitable for
industrial sites and is zoned for industrial use at t
he time of creation of the
District will remain zoned for industrial use for the life of the District.
5.
Based on the foregoing finding, the District is designated as an industrial
district.
6.
The Project Costs relate directly to promoting industrial development in the
District, consistent with the purpose for which the District is created.
7.
Improvements to be made in the District are likely to significantly enhance
the value of substantially all of the other real property in the District.
8.
The equalized value of taxable property in the District, plus the incremental
value of all existing tax incremental districts within the City does not exceed
12% of the total equalized value of taxable property within the City.

9.
The City estimates tha
t less than 35%
of the territory within the District will
be devoted to retail business at the end of the District’s maximum
expenditure period, pursuant to Wis. Stat. § 66.1105(5)(b).
10.
That there are no parcels to be included within the District that were
annexed by the City within the preceding three
-
year period.
11.
The Plan for the District is feasible and is in conformity with the Master Plan
of the City.

SECTION 6:
Statement Listing the Kind, Number and Location of All
Proposed Public Works or Improvements Within the
District
Project Costs are any expenditure made, estimated to be made, or monetary
obligations incurred or estimated to be incurred as outlined in this Plan. Project
Costs will be diminished by any income, special assessments or other revenues,
including user fees
or charges, other than tax increments, received or
reasonably expected to be received in connection with the implementation of
the Plan. If Project Costs incurred benefit territory outside the District, a
proportionate share of the cost is not a Project Co
st. Costs identified in this
Plan are preliminary estimates made prior to design considerations and are
subject to change after planning, design and construction is completed.
With all Project Costs, the costs of engineering, design, survey, inspection,
materials, construction, restoring property to its original condition, apparatus
necessary for public works, legal and other consultant fees, testing,
environmental studies, perm
its, updating City ordinances and plans, judgments
or claims for damages and other expenses are included as Project Costs.
The following is a list of public works and other tax incremental financing
eligible Project Costs that the City expects to make, or may need to make, in
conjunction with the implementation of the District’s Plan. The map found in
Section 7 of this Plan al
ong with the Detailed List of Project Costs found in
Section 8 provide additional information as to the kind, number and location of
potential Project Costs.
Property, Right
-
of
-
Way and Easement Acquisition
Property Acquisition for Development
To promote and facilitate development the City may acquire property within
the District. The cost of property acquired, and any costs associated with the
transaction, are eligible Project Costs. Following acquisition, other Project
Costs within the categor
ies detailed in this Section may be incurred to make
the property suitable for development. Any revenue received by the City from
the sale of property acquired pursuant to the execution of this Plan will be used
to reduce the total project costs of the Dis
trict. If total Project Costs incurred
by the City to acquire property and make it suitable for development exceed
the revenues or other consideration received from the sale or lease of that
property, the net amount shall be considered “real property assem
bly costs” as

defined in Wis. Stat. § 66.1105(2)(f)1.c., and subject to recovery as an eligible
Project Cost.
Property Acquisition for Conservancy
To promote the objectives of this Plan, the City may acquire property within
the District that it will designate for conservancy. These conservancy objectives
include: preserving historic resources or sensitive natural features; protection
of scenic and hi
storic views; maintaining habitat for wildlife; maintaining
adequate open space; reduction of erosion and sedimentation by preserving
existing vegetation; and providing adequate areas for management of
stormwater. The cost of property acquired for conserva
ncy, and any costs
associated with the transaction, are eligible Project Costs.
Acquisition of Rights
-
of
-
Way
The City may need to acquire property to allow for installation of streets,
driveways, sidewalks, utilities, stormwater management practices and other
public infrastructure. Costs incurred by the City to identify, negotiate and
acquire rights
-
of
-
way are el
igible Project Costs.
Acquisition of Easements
The City
may need to acquire temporary or permanent easements to allow for
installation and maintenance of streets, driveways, sidewalks, utilities,
stormwater management practices and other public infrastructure. Costs
incurred by the City to identify, negotiate
and acquire easement rights are
eligible Project Costs.
Relocation Costs
If relocation expenses are incurred in conjunction with the acquisition of
property, those expenses are eligible Project Costs. These costs may include,
but are not limited to: preparation of a relocation plan; allocations of staff time;
legal fees; public
ation of notices; obtaining appraisals; and payment of
relocation benefits as required by
Wis. Stat. Chapter 32 and Wis. Admin. Code
ADM 92.
Site Preparation Activities
Environmental Audits and Remediation
If it becomes necessary to evaluate any land or improvement within the District,
any cost incurred by the City related to environmental audits, testing, and
remediation are eligible Project Costs .
Demolition

To make sites suitable for development, the City may incur costs related to
demolition and removal of structures or other land improvements, to include
abandonment of wells or other existing utility services.
Site Grading
Land within the District may require grading to make it suitable for
development, to provide access, and to control stormwater runoff. The City
may need to remove and dispose of excess material, or bring in fill material to
provide for proper site elevatio
ns. Expenses incurred by the City for site
grading are eligible Project Costs.
Utilities
Sanitary Sewer System Improvements
To allow development to occur, the City may need to construct, alter, rebuild
or expand sanitary sewer infrastructure within the District. Eligible Project
Costs include, but are not limited to, construction, alteration, rebuilding or
expansion of: collect
ion mains; manholes and cleanouts; service laterals; force
mains; interceptor sewers; pumping stations; lift stations; wastewater treatment
facilities; and all related appurtenances. To the extent sanitary sewer projects
undertaken within the District prov
ide direct benefit to land outside of the
District, the City will make an allocation of costs based on such benefit. Those
costs corresponding to the benefit allocated to land within the District, and
necessitated by the implementation of the Project Plan,
are eligible Project
Costs. Implementation of the Project Plan may also require that the City
construct, alter, rebuild or expand sanitary sewer infrastructure located outside
of the District. That portion of the costs of sanitary sewer system projects
un
dertaken outside the District which are necessitated by the implementation
of the Project Plan are eligible Project Costs.
Water System Improvements
To allow development to occur, the City may need to construct, alter, rebuild
or expand water system infrastructure within the District. Eligible Project Costs
include, but are not limited to, construction, alteration, rebuilding or expansion
of: distribut
ion mains; manholes and valves; hydrants; service laterals; pumping
stations; wells; water treatment facilities; storage tanks and reservoirs; and all
related appurtenances. To the extent water system projects undertaken within
the District provide direct
benefit to land outside of the District, the City will
make an allocation of costs based on such benefit. Those costs corresponding
to the benefit allocated to land within the District, and necessitated by the
implementation of the Project Plan, are eligib
le Project Costs. Implementation
of the Project Plan may also require that the City construct, alter, rebuild or

expand water system infrastructure located outside of the District. That portion
of the costs of water system projects undertaken outside the District which are
necessitated by the implementation of the Project Plan are eligible Project
Costs.
Stormwater Management System Improvements
Development within the District will cause stormwater runoff. To manage this
stormwater runoff, the City may need to construct, alter, rebuild or expand
stormwater management infrastructure within the District. Eligible Project
Costs include, but are not l
imited to, construction, alteration, rebuilding or
expansion of: stormwater collection mains; inlets, manholes and valves; service
laterals; ditches; culvert pipes; box culverts; bridges; stabilization of stream and
river banks; and infiltration, filtratio
n and detention Best Management Practices
(BMP’s). To the extent stormwater management system projects undertaken
within the District provide direct benefit to land outside of the District, the City
will make an allocation of costs based on such benefit. T
hose costs
corresponding to the benefit allocated to land within the District, and
necessitated by the implementation of the Project Plan, are eligible Project
Costs. Implementation of the Project Plan may also require that the City
construct, alter, rebui
ld or expand stormwater management infrastructure
located outside of the District. That portion of the costs of stormwater
management system projects undertaken outside the District which are
necessitated by the implementation of the Project Plan are eligi
ble Project
Costs.
Electric Service
To create sites suitable for development, the City may incur costs to provide,
relocate or upgrade electric services. Relocation may require abandonment and
removal of existing poles or towers, installation of new poles or towers, or
burying of overhead el
ectric lines. Costs incurred by the City to undertake this
work are eligible Project Costs.
Gas Service
To create sites suitable for development, the City may incur costs to provide,
relocate or upgrade gas mains and services. Costs incurred by the City to
undertake this work are eligible Project Costs.
Communications Infrastructure
To create sites suitable for development, the City may incur costs to provide,
relocate or upgrade infrastructure required for voice and data communications,

including, but not limited to: telephone lines, cable lines and fiber optic cable.
Costs incurred by the City to undertake this work are eligible Project Costs.
Streets and Streetscape
Street Improvements
To allow development to occur, the City
may need to construct or reconstruct
streets, highways, alleys, access drives and parking areas. Eligible Project Costs
include, but are not limited to: excavation; removal or placement of fill;
construction of road base; asphalt or concrete paving or rep
aving; installation
of curb and gutter; installation of sidewalks and bicycle lanes; installation of
culverts, box culverts and bridges; rail crossings and signals; utility relocation,
to include burying overhead utility lines; street lighting; installatio
n of traffic
control signage and traffic signals; pavement marking; right
-
of
-
way restoration;
installation of retaining walls; and installation of fences, berms, and landscaping.
Streetscaping and Landscaping
To attract development consistent with the objectives of this Plan, the City may
install amenities to enhance development sites, rights
-
of
-
way and other public
spaces. These amenities include, but are not limited to: landscaping; lighting of
streets, sidew
alks, parking areas and public areas; installation of planters,
benches, clocks, tree rings, trash receptacles and similar items; and installation
of brick or other decorative walks, terraces and street crossings. These and any
other similar amenities inst
alled by the City are eligible Project Costs.
Community Development
Cash Grants (Development Incentives)
The City may enter into agreements with property owners, lessees, or
developers of land located within the District for sharing costs to encourage
the desired kind of improvements and assure tax base is generated sufficient
to recover Project Costs. No cas
h grants will be provided until the City executes
a developer agreement with the recipient of the cash grant. Any payments of
cash grants made by the City are eligible Project Costs.
Cont
ribution to Community Development Authority (CDA)
As provided for in Wis. Stat. § 66.1105(2)(f)1.h and Wis. Stat. § 66.1333(13), the
City may provide funds to its
CDA
to be used for administration, planning
operations, and capital costs, including but not limited to real property
acquisition, related to the purposes for which it was established in furtherance
of any redevelopment or urban renewal project. Funds provided
to the
CDA
for
this purpose are eligible Project Costs.

Revolving Loan/Grant Program
(Development Incentives)
To encourage private development consistent with the objectives of this Plan,
the City, through its
CDA
,
may provide loans or grants to eligible property
owners in the District. Eligible improvements will be those that are likely to
improve the value of the property, enhance the visual appearance of the
property and surrounding area, correct safety deficienci
es, or as otherwise
specified by the
CDA
in the program manual. Any funds returned to the
CDA
from the repayment of loans made are not considered reven
ues to the District,
and will not be used to offset District Project Costs. Instead, these funds may
be placed into a revolving fund and will continue to be used for the program
purposes stated above. Any funds provided to the
CDA
for purposes of
implementing this program are considered eligible Project Costs.
Miscellaneous
Rail Spur
To allow for development, the City may incur costs for installation of a rail spur
or other railway improvements to serve development sites located within the
District.
Projects Outside the Tax Increment District
Pursuant to Wis. Stat. § 66.1105(2)(f)1.n, the City may undertake projects within
territory located within one
-
half mile of the boundary of the District provided
that: 1) the project area is located within the City’s corporate boundaries; and
2) the projec
ts are approved by the Joint Review Board. The cost of projects
completed outside the District pursuant to this section are eligible project
costs, and may include any project cost that would otherwise be eligible if
undertaken within the District. The Cit
y intends to make the following project
cost expenditures outside the District:

Detailed List of Estimated Project Costs
The following list identifies the Project Costs that the City currently expects to incur in implementing the
District’s Plan. All projects identified and related costs reflect the best estimates available as of the date of
preparation of this Plan. All cos
ts are preliminary estimates and may increase or decrease. Certain Project
Costs listed may become unnecessary, and other Project Costs not currently identified may need to be made.
(Section 6 details the general categories of eligible Project Costs). Chan
ges in Project Cost totals or the types
of Project Costs to be incurred will not require that this Plan be amended. T
his Plan is not meant to be a budget
nor an appropriation of funds for specific Project Costs, but a framework within which to manage Project
Costs.

Economic Feasibility Study, Description of the Methods
of Financing Estimated Project Costs and the Time When
Related Costs or Monetary Obligations are to be Incurred
This Section includes a forecast of the valuation increases expected within the
District, the associated tax increment collections, a summary of how Project
Costs would be financed, and a projected cash flow demonstrating that the
District is economically
feasible.
Key Assumptions
The Project Costs the City plans to make are expected to create $
4,700,000
million in incremental value by
2027,
Estimated valuations and timing for
construction of the Project are included in
Table 1.
Assuming the City’s current
equalized TID Interim tax rate of
$13.80
per thousand of equalized value, and
no economic appreciation or depreciation, the Project would generate
