Ehlers also presented information related to the estimated cost and potential tax impact of a referendum. Tonight, staff is requesting discussion and direction on three topics: 1) Whether to proceed with adding additional Police Department staffing through a potential referendum. 2) If the direction is to proceed with a referendum, staff is requesting direction on the referendum dollar amount. Since the last meeting, staff has further refined the potential request based on the anticipated hire dates in 2027. The options are as follows: a) $420,000 - Includes 2 officers, 1 vehicle, and support for future Police Department wages. For an average Plymouth home valued at $215,000, the estimated tax impact is $98 per year, or approximately $8 per month. b) $600,000, Staff Recommended - Includes 3 officers, 2 vehicles, and support for future Police Department wages. For an average Plymouth home valued at $215,000, the estimated tax impact is $140 per year, or approximately $12 per month. The related tax impacts are shown in further detail in the chart below: 3) Whether to continue the use of Mueller Communications to provide support and educational materials related to public education for a potential referendum. As noted by several consultants, public education will be important due to the required statutory ballot language, which can be confusing for voters. The recommended education strategy is beyond what staff would be able to produce internally. Phase 3 with Mueller Communications includes the following: a) Partnering with City staff to draft and refine referendum language for presentation to the Council b) Refining content for the landing page, FAQs, and fact sheet c) Developing content for up to three direct mail pieces, including finalizing and distributing by mail d) Ongoing media outreach, as appropriate e) Scheduling and facilitating information sessions, including preparation of a presentation deck and talking points for spokespeople f) Ongoing website and social media updates g) Scheduling and facilitating presentations to community groups Recommendation: Discuss the presentation and provide direction regarding whether to proceed with a referendum, the preferred referendum amount, and whether to continue with Phase 3 support from Mueller Communications.
