Background: The maximum number of dogs at a residential lot is three per ordinance 7-1-14-C. A resident at 2218 Fairfield Lane currently has three dogs. As a result of a medical condition, the resident requests to obtain a fourth dog as a service animal. The Police Department completed a home visit, in which they did not see any reason why a fourth dog could not be supported at the property. Staff recommends that if approved, the ability for the resident to have four dogs be temporary. This means that if the resident gives away an animal, fails to renew their animal licenses, or when one of their other dogs passes on the resident will again be limited to three dogs. Council has approved similar medical requests for a 4th dog in the past. Recommendation: Approve Temporary 4th Dog Request 419 N Milwaukee St. Attachment: • Letter City of Plymouth 128 Smith St. - P.O. The CMAR is intended to promote owner awareness and responsibility for wastewater collection and treatment needs, measure the performance of the wastewater treatment facility during the calendar year, and assess compliance with permit requirements. CMAR submissions are required annually and must be submitted to the Wisconsin Department of Natural Resources (WDNR) by June 30. The report summarizes how the wastewater treatment plant was managed during the previous year, evaluates compliance with WPDES permit limits, identifies any performance deficiencies, and outlines actions necessary to maintain compliance and improve operations. A summary of each section’s overall grade is provided below. The “B” ratings received for BOD/CBOD, TSS, and Phosphorus were the result of flooding within the filter building, which caused a temporary loss of critical treatment equipment. Although the majority of the equipment was restored quickly, the disruption impacted treatment performance and resulted in permit exceedances. Attached is the 2025 CMAR for your review. A permit violation occurred as a result of flooding in the filter building, which caused temporary loss of critical treatment equipment. Although most equipment was restored to operation quickly, the temporary disruption impacted treatment performance and resulted in an exceedance of the permit limits. The flooding event also contributed to MLSS washout and settleability issues withing the activated sludge process, requiring increased wasting and additional process adjustment to restore proper settling. To regain compliance, critical equipment was repaired and returned to service as soon as possible, followed by operational optimization to stabilize treatment performance and restore effective BOD removal. 10 2. As part of the development agreement, Stafford Street may be closed from project commencement through November 1, 2026, to accommodate site construction. In recent conversations, the developer has indicated that, although the project has seen significant progress in recent months, the street closure will need to continue through June 2027 due to the limited space available during redevelopment of the site. Given the scale and complexity of the hotel redevelopment project, staff is comfortable with the request. The extension requires direction from the Common Council to allow staff to finalize an amendment to the development agreement. Recommendation: Move to direct Staff and City Attorney to finalize an amendment to the development agreement with LAG Family, LLC related to the street closure time period. (GTS) to assist in financing of the demolition of the former Kraft Cheese building located at 322 Cold Storage Street after major façade failure in early 2025. GTS and the City collaborated to apply for a site assessment grant (SAG) through the Wisconsin Economic Development Corporation (WEDC). This agreement allowed the City to serve as the applicant for this application, which is a requirement of WEDC. Grant Award Agreement & Side Agreement: Earlier this spring, City staff was notified the grant application was approved at the full funding amount ($150,000 with a $30,000 match by GTS). WEDC has furnished the agreement between the City and WEDC for this grant award, which is included in the packet materials. These funds will reduce the overall cost to GTS to demo this building. The contract is due to be signed by the City no later than June 18, 2026. As GTS will be taking the lead on this project, City Attorney Fieber will prepare a separate side agreement that passes the responsibility over to GTS for project management and any external costs incurred by the City as part of this grant award. This item will be on a future agenda for consideration. GTS is aware of this separate agreement and comfortable with the parameters of it. Due to the original contract requiring City signature by June 18, staff is having this item on the agenda now and the side agreement at a later time. Staff Recommendation: Staff recommends and requests the Council approve the Site Assessment Grant (SAG) Agreement with Wisconsin Economic Development Corporation r egarding 322 Cold Storage Street as provided.
