RE: City Park Project
As part of the City’s ongoing efforts to develop a long-term improvement plan for City Park, the City retained
Parkitecture + Planning in 2025 to prepare conceptual layouts and assist with public engagement and project
planning. Since the previous discussions with the Parks Commission and Committee of the Whole, the concept
plans have been further refined based on public input, committee direction, and staff review.
At this meeting, Parkitecture + Planning will present the final conceptual layout plan for City Park. The
presentation will include an overview of the proposed improvements and amenities throughout the park,
including proposed enhancements to playground areas, pathway connections, recreational amenities, parking,
and other park features identified throughout the planning process.
In addition to the conceptual layout, updated budgetary cost allocations have been completed for the
proposed improvements and will be provided by Parkitecture + Planning at the meeting. These estimates are
intended to provide a general understanding of potential project costs and assist the City in evaluating future
implementation and phasing opportunities.
The City has $3,000,000 budgeted to complete this project. ~$1,000,000 is from the capital fund from the
TID#4 closure distribution and 2026 abated debt strategy and $2,000,000 is via debt issuance. The budget
number for this project can be scaled either up or down to accommodate the upgrades requested. A
determination will need to happen in the next month as the City’s debt sale process will begin on May 26 with
estimated finalization in July or August. Due to the City’s 2026 budget strategy, a ~$2,000,000 debt issuance
for this project should not result in a levy related debt service increase next year.
Next Steps:
Following presentation of the final concept plan, staff is seeking feedback and direction from the Committee
of the Whole regarding project priorities and potential phasing of improvements to assist in the upcoming
debt issuance considerations. Attachment: Finalize Concept Plans – City Park

RE: Presentation of Police Department Staffing Survey Results from Community
Perceptions
Background: The 2026 Budget includes funding for Phase 1 and Phase 2 of the Public Safety
Staffing Options Assessment and Community Survey. The purpose of this effort is to support
public education, community dialogue, and the development of available options to address the
City’s ongoing challenges in funding additional Police Department staffing.
An agreement with Mueller Communications was approved on December 9, 2025. An options
assessment was presented to the Common Council in March 2026, with the next step being a
community survey regarding staffing needs. The community survey was conducted in April 2026.
Community Perceptions, an independent third-party research firm, conducted the survey, and the
results will be presented at tonight’s meeting. The results will be posted on the City’s website after
the meeting.
Following discussion and direction from the Common Council, staff will provide an update on next
steps at the May 2026 Committee of the Whole meeting.
Recommendation: Discuss the survey results and provide feedback to staff.
