Consideration of Application for a “Class B” Liquor License and Class “B” Beer License for Semper Fi Saloon, at 202 Elizabeth St. – Mayor Pohlman opened the public hearing at 7:02. Police Chief explained the Clerk’s office received a request to transfer the liquor license to a new owner at Turner Hall. While doing the background check for Mr. Sagorac it was found he has multiple arrests and convictions, including an operating while intoxicated third offense in August 2021. That offense is the only one that falls whin the typically specified five years that the Police look at. However, because it is the third offense they continue to look at the pattern of behavior predating that offense. Chief Ruggles listed multiple arrests/convictions including a current pending investigation from Slinger. Chief Ruggles also went over previous incidents on his bar he owned in Milwaukee. Chief Ruggles explained based on Mr. Sagorac being a habitually law offender and the safety risk to the community if Mr. Sagorac was granted a license the police are recommending denial of the license. Chief Ruggles also mentioned the updates needed on the building based on the Fire Department’s inspection. Mr. Sagorac came up to speak to the Council. He distributed letters of recommendation to the Council. Council took some time to review the letters. Mr. Sagorac explained he has been a teacher in West Allis and Milwaukee. He explained that he has learned and grown a lot from his experiences when he owned his bar in Milwaukee. Binder noted that there weren’t any recommendations from anyone in his teaching career. Sagorac gave some comments on his success with coaching and teaching students. Chief Ruggles had follow up questing for Mr. Sagorac about his former liquor licenses. With no other comments the Mayor closed the public hearing at 7:26 PM. Motion was made by Tauscheck/Matzdorf to deny the liquor license. Upon the call of the roll, all voted aye. Motion carried, license is not approved. 7. Resolution: A. No. 4 Promotion of Food Waste Composting – Blakeslee explained that Alderperson Binder introduced the topic of composting to the Committee of the Whole. The Committee of the Whole directed staff to revise the draft resolution provided by PEAT so that it reflects coordination related to sharing educational materials on composting, rather than establishing a formal partnership. Motion was made by Binder/Tauscheck to approve the Resolution No. 4. Matzdorf stated she’s not against composting but, didn’t think that this needed to be a Resolution. Binder handed out information from the State encouraging composting. He hopes the PEAT group can help educate the public with the Resolution. Gilson asked Matzdorf if she is not in favor of the resolution because the city would be promoting it. Matzdorf responded that she is against it being a resolution. She thinks composting is a great and PEAT should continue to educate the community, go to festivals and continue to promote it. Penkwitz stated he admires the dedication but doesn’t think it falls within a municipal government’s responsibility. Upon the call of the roll, Gilson, Sande, Matzdorf, and Penkwitz voted no; Tauscheck, Herrman and Binder voted aye. Vote 4 no and 3 aye. Motion failed. B. No. 5 Approval of Changes to the City of Plymouth Functional Classification System – Director of Public Works Austin explained that in 2024 the Council approved the updated limits of the City’s Urban Area Boundary (UBA). The UBA is important for allocations of State and Federal funds. The DOT has now completed a review of roadway functional classifications within the UAB. Updates to roadway classifications are necessary to ensure the network accurately reflects current conditions and future planning need. The Plan Commission/Common Council also approved a two-lot CSM and rezone into R-4 for a separate multi-family development on the southern side of the property to be undertaken by a separate developer. Presently, SCEDC has informed staff that the multi -family development is no longer being considered. As a result, SCEDC is now proposing to rezone the southern lot from R-4 Multi-Family Residential to R-5 Traditional Neighborhood in order to match the lot to the north. They have since redesigned the preliminary plat from 94 homes to 102 homes given that the southern lot is now available. That is expected to be reviewed as early as the April Plan Commission meeting. Comprehensive Plan/Zoning/Setbacks: The City’s future land use map within the 2022 Comprehensive Plan identifies this area to be residential. As such, no comprehensive plan amendment would be required for this project. SCEDC is proposing R -5 Traditional Neighborhood District for the subdivision. This district encourages smaller lot sizes (6000 square feet up to 0.75 acres) with greater flexibility in terms of building setbacks. Once completed, the development will be similar in feel to the Vintage neighborhood directly to the southeast of the property across Pleasant View Road. Developers Agreement Amendment/TID #7 This property is included in TID #7, created on September 24, 2024. TID #7 is a Mixed-Use District comprising approximately 246.47 acres in the eastern part of the City. As a mixed- use TID, no more than 35% of the district can consist of newly platted residential properties. This parcel was designated as a site for newly platted residential development in the TID #7 project plan. Therefore, residential development is permitted at this site without requiring an amendment to the TID project plan. The development is expected to generate $26 million in new assessed valuation. The Common Council directed the use of $2.0 million from the Housing Increment Fund (totaling about $2. 5 million) instead of a typical pay -go TID funding model to support the project. This approach allowed the SCEDC to apply for and receive a Wisconsin Housing and Economic Development Authority (WHEDA) loan through the state at a 1% interest rate. WHEDA does not allow funding from an active TID but permits funding from the Housing Increment Fund. The City and the SCEDC has finalized a development agreement to build at least 90 single-family homes (with the current proposal at 102), with construction required to begin by June 30, 2026. A revised development agreement with an updated timeline will come before the Common Council in Spring 2026. The project was slightly slowed while waiting for clarification if a State Assembly repair bill was required for the WHEDA Loan. Final determinat ion is that the repair bill is not required and the project can proceed. Plan Commission Recommendation: At their regular meeting on March 5, 2026, the Plan Commission unanimously recommended that the Common Council approve the rezone petition as presented. Staff Recommendation: Staff requests that the Common Council hold a public hearing for this item and then approve the ordinance as presented to rezone the property from R-4 to R-5. Box 107 Plymouth, WI 53073-0107 Telephone: (920) 893-3745 Facsimile: (920) 893-0183 Web Site: plymouthgov.com DATE: March 6, 2026 TO: Mayor and Common Council FROM: Tim Blakeslee, City Administrator Utilities Manager RE: Resolution No. 6 amending the 2026 Salary Schedule related to the Fire Chief Background: One of the four strategic goals of the 2023–2026 Strategic Plan is Workforce Recruitment and Retention. A related strategic initiative is to review the City’s compensation and benefits strategies to attract and retain qualified employees, ensure compensati on remains competitive, and maintain a strong position relative to comparable municipalities and utilities in Wisconsin, particularly in the southeastern region. On February 27, 2025, the City adopted a resolution establishing a new compensation structure, which was subsequently updated during the 2026 budget cycle. In November 2025, the City retained Innovative Public Advisors (IPA) to assist with the Fire Chief recruitment process. Based on IPA’s guidance, and following discussion with the Police and Fire Commission, staff recommends updating the wage range for the Fire Chief position to better reflect current market conditions. Staff also previously discussed the Fire Chief wage with the consultant who completed the compensation and classification study. Based on that professional input, the consultant noted it would be reasonable, given the role and market considerations, to increase the Fire Chief position up to Grade M (approximately $96,553.60 to $125,528.00) from Grade K (approximately $82,784.00 to $107,619.20), as needed and as funding allows. At the time the compensation structure was implemented, the position was initiall y placed at Grade K as a practical starting point within the broader multi-year approach for bringing positions into alignment with the adopted compensation framework. Staff anticipates any incremental cost increase for a new Fire Chief in 2026 can be managed within the General Fund through a combination of contingency, position vacancy savings, and other budget variances. If approved, the updated wage class would be incorporated into the 2027 budget process moving forward. Box 107 Plymouth, WI 53073-0107 Telephone: (920) 893-3745 Facsimile: (920) 893-0183 Web Site: plymouthgov.com DATE: March 5, 2026 TO: Mayor and Common Council FROM: Tim Blakeslee, City Administrator/Utilities Manager RE: Presentation of Mueller Communications Regarding Police Department Staffing Assessment Background: The 2026 Budget includes funding for Phase 1 and Phase 2 of the Public Safety Staffing Options Assessment and Community Survey. The purpose of this effort is to support public education, dialogue/discussion, and develop available options to address the Cit y’s ongoing challenges in funding additional Police Department staffing. An agreement with Mueller Communications was approved on December 9, 2025. The reason behind this project is that the Police Department has not added a sworn officer since 1993, even as community population and calls for service have steadily increased. Calls related to mental health, welfare checks, traffic enforcement, and proactive community policing have grown significantly during this period, placing additional demands on existing staff. The primary barrier to adding staff is that it is nearly impossible to do so through the normal budget process due to State of Wisconsin levy limit restrictions. The City already operates on an extremely lean budget, and no available capacity exists to fund additional officer positions. The allowable levy limit increase provided by the state on a yearly basis does not generate enough revenue to support even a single police officer with benefits and needed equipment (looking back at least 5 years). Municipalities across Wisconsin face similar challenges and many have pursued referendum processes to address police and fire staffing needs. This work also supports the 2023 to 2026 Strategic Plan, which places emphasis on increasing public safety options in the community. If a Public Safety referendum is ultimately recommended, the earliest feasible election date would be in August 2026. Phase 3 would consist of a public education campaign and would proceed only if Phases 1 and 2 demonstrate both the operational need and sufficient community support for expanding public safety staffing. Funding for phase 3 would be considered at that time. Mueller will review the project background and options available to the City to help meet staffing needs at the meeting tonight. The next step will be a community survey to gauge support for increasing funding for the police department so that any future recommendation is based on accurate data of resident feedback. Recommendation: Motion to Approve Letter of Agreement with Mueller Communications Attachments: • Options Assessment PLYMOUTH POLICE DEPARTMENT OVERVIEW The Plymouth Police Department serves the City of Plymouth, Wisconsin, providing 24/7, full-service police protection to a growing community of more than 8,900 residents. The Department delivers a comprehensive range of public safety services that extend well beyond traditional patrol functions, reflecting both community expectations and the evolving role of modern law enforcement. Core services provided by the Plymouth Police Department include: ● Patrol services and proactive community presence ● Traffic safety enforcement and accident investigation ● Criminal investigation and case follow-up ● Apprehension and prosecution support for violations of local, state, and federal law ● Special event management and police services ● Crime prevention programming ● Crossing guard coordination to support school safety In addition to these core responsibilities, the Department operates and participates in several specialty functions and focus areas , including: ● Bicycle patrol, supporting visibility, accessibility, and engagement in neighborhoods and downtown areas ● Community policing initiatives, focused on relationship-building and problem-solving ● Crisis intervention, requiring specialized training and extended on-scene time to safely resolve behavioral health-related incidents ● K ‑ 9 program, supporting tracking, detection, and high-risk law enforcement operations ● Sex offender compliance monitoring, which involves ongoing documentation, verification, and coordination with state and federal systems This workload has increased over time. Policing has become significantly more complex, with expanded reporting requirements , heightened training standards , technology-intensive systems such as body-worn and in-car cameras, and increased expectations for community engagement and transparency. 2 STATUS OF PUBLIC SAFETY IN PLYMOUTH Over time, the Plymouth Police Department has responded to an increasing number of incidents. In fact, incident reports have increased more than 400 percent since 2005 – nearly tripling between 2020 and 2025. Incident reports capture a broad range of police activity, including calls for service, investigations, crisis response, special event management, and community interactions. Each report requires documentation, supervisory review, and administrative processing – increasing workload even when crime rates remain low. Plymouth Police Department data shows that certain types of calls for service have increased more than others. Most prominently, PPD officers handle far more traffic warnings and traffic citations than a decade ago . 3 No Additional Officers Since 1992 The Plymouth Police Department employs 16 sworn officers, including command staff. Despite an increase in responsibilities and a 32 percent increase in population since 1990, the Plymouth Police Department has not added any sworn officer positions since 1992. The Chief of Police and Deputy Chief of Police are on call 24/7 and are on duty weekdays from 8:00 a.m. to 4:00 p.m. In their roles, both leaders provide management and oversight, review reports, prepare for meetings and report out to the City. The acting Deputy Chief also serves as the day-shift Lieutenant, taking on responsibilities for both positions. Sworn officers who provide proactive policing and emergency response services work during four rotating shifts to ensure there are officers on duty 24/7. Ideally, officers are on duty for six days, followed by three days off. 4 PPD Daily Shift Schedule Most shifts have two scheduled patrol officers, or one officer and one Lieutenant. When schedule changes occur due to absences, court or training, staff must work extra hours or change shifts entirely. With its current resources, PPD cannot increase overall staffing. Historically, the Police Department has had four part-time civilian staff members to provide front-desk coverage and administrative responsibilities. This was reduced to 1.5 full-time equivalent (FTE) civilian staff in 2023. The City was able to hire another employee in February 2026, bringing the current total to 2.5 FTE civilian staff. With limited civilian 7 Based on scheduling, there may not be a Lieutenant available on this shift. 6 Based on schedules, there may only be one officer on duty during shifts. 5 This position works three 2 p.m. to 10 p.m. shifts followed by three 10 p.m. to 6 a.m. shifts to cover the other two Lieutenants’ days off. 4 Additional patrol officers only available when scheduling allows. 3 Based on scheduling, there may not be a Lieutenant available on this shift. 2 Based on schedules, there may only be one officer on duty during shifts. 1 Based on schedules, there may only be one officer on duty during shifts. 5 6:00 a.m. to 2:00 p.m. 2 patrol officers 1 1 school liaison officer 1 investigator 1 Lieutenant Note: Deputy Chief currently serves as this shift’s Lieutenant, performing supervisor duties in addition to the regular leadership role 2:00 p.m. to 10:00 p.m. 2 patrol officers 2 1 Lieutenant 3 7:00 p.m. to 3:00 a.m. 1 additional patrol officer 4 Swing shift Lieutenant 5 1 Lieutenant 10:00 p.m. to 6:00 a.m. 2 patrol officers 6 1 Lieutenant 7 staffing and increasing incidents, officers are diverted from patrol and community engagement to complete administrative work. Based on Wisconsin Chiefs of Police Association data for communities with populations between 8,000 and 12,000, Plymouth has some of the lowest staffing levels among 29 comparable communities 8 . 8 Communities reviewed as comparable are within 2,000 individuals of Plymouth’s population. 6 Public Safety Services Limited by Low Staffing The Plymouth Police Department has a limited ability to meet the needs of Plymouth’s growing community. Due to current staffing levels, the Department cannot increase staffing to guarantee a consistent, proactive patrol presence. It is difficult to manage incidents and consistently support specialty services such as bicycle patrol, crisis intervention, school-related duties, and community policing without pulling officers from proactive patrol coverage. This increases the risk of delayed service or reduced visibility. It takes one significant call (including domestic disturbances, mental health transports or arrests) to tie up an entire shift. Transports of arrestees, mental health chapters or medical clearance of custodies will remove an officer from the city, further reducing staffing for hours at a time. 7 ADDITIONAL STAFF NEEDED TO KEEP UP WITH PUBLIC SAFETY NEEDS Plymouth continues to be a very safe community. Violent crime rates are substantially lower than state and national averages, and property crime remains comparatively low. Simply maintaining this level of safety requires proactive policing, adequate staffing coverage, and sufficient administrative support to allow officers to remain visible, responsive and engaged in the community. The community has also requested additional services, including providing a Citizens Police and Fire Academy, which would increase the Police Department’s responsibilities and further strain its ability to meet expectations and needs for public safety service. Also, special events like parades and the Sheboygan County Fair require mandatory overtime for our officers and cancellation of time off. Additionally, the City expects to see population growth in the near future. With more than 430 additional housing units planned, we can anticipate a 10-12% increase in population in the years ahead. As Plymouth grows, demand for services will increase. The Plymouth Police Department has identified a need to: ● Add five (5) sworn police officers ● Increase supervision by promoting one (1) existing officer to a Lieutenant position ● Purchase three (3) additional squad cars and the equipment required to support additional officers The Police Department would plan to hire two to three officers per year, phasing the additional staff in over time to enable adequate training support without overextending the Department’s available resources. This staffing increase would allow the Department to better align resources with community needs and service expectations, and would: ● Preserve Plymouth’s historically low crime rates through proactive and visible policing ● Improve patrol staffing and coverage across all shifts ● Improve front-line supervision ● Help ensure adequate administrative support, allowing officers to maintain consistent patrol coverage and perform necessary administrative duties 8 ● Provide greater capacity to sustain specialty services such as bicycle patrol, crisis intervention, school liaison activities, K ‑ 9 operations, and community policing To fund these additional positions, increase wages associated with the new Lieutenant position, and fund the necessary equipment and vehicles for additional officers, the City of Plymouth anticipates needing an additional $1,065,021 for the annual budget. FUNDING SOLUTIONS To make the identified investments in public safety, the City of Plymouth must determine how it could fund the necessary positions and associated operating costs. As with all municipalities in the State of Wisconsin, Plymouth relies on two primary funding sources: property taxes and shared revenue. Both funding sources are limited . 1. Property taxes: Property tax levies are limited by state law. Municipalities are permitted to increase property taxes only up to the amount necessary to repay loans or by an amount tied to increases to a municipality’s equalized value from “net new construction.” Municipalities can opt to exceed operational levy limits if approved by voters via referendum. 2. Shared revenue : Funding is provided to municipalities by the state annually to be used on any approved budgetary expense. This funding is limited in a different way – shared revenue payments are not tied to inflation and do not increase at the same rate as increased costs to provide services or purchase equipment and materials. Few additional revenue sources exist , including revenue generated by fees and grant funding. Some communities have added a municipal vehicle registration fee (“wheel tax”) to help close the gap between increasing costs and limited revenue. If a community cannot increase revenue to meet increased costs, it must make budget cuts that will result in a detrimental impact on core city services – State law requires municipal budgets to be balanced. 9 Option 1: Maintain the Status Quo The community may determine they prefer to take no action to improve public safety capabilities. While this approach avoids new costs in the near term, it would leave the Department operating with staffing levels that have remained stagnant for more than 30 years, despite population growth, increased incident volume, and expanding service responsibilities. Continued staffing strain may lead to increased officer fatigue and heightened recruitment and retention challenges, making it more difficult to sustain the level of service residents have come to expect. While crime rates may remain low in the short term, the long-term risk of delayed responses, reduced visibility, and diminished service reliability would grow as the community continues to develop. Option 1, maintaining the status quo, could have the following impacts: 10 Impact on Public Safety ● Continued strain on officers ● Limited ability to improve response reliability ● Increased administrative burden on sworn staff ● Risk of future service degradation as demand grows Impact on Municipal Budget ● No increase in operating costs Impact on Taxpayers ● No tax increase ● Potential decline in service quality over time Option 2: Identify Additional Sources of Revenue If the City seeks to uphold the standard of services its residents are accustomed to and resolve public safety challenges, additional revenue is needed. State law limits how municipalities raise revenue, so few options are available: 1. Approval by voters through a referendum to exceed the state-imposed property tax levy limits 2. Implementation of a municipal wheel tax on eligible vehicles PROPERTY TAX LEVY INCREASE The State of Wisconsin limits the amount of property taxes a municipality can collect each year. In order to exceed that levy limit, the municipality needs voter approval through a community-wide referendum. That voter approval could be completed through a referendum in the City, which, if approved, would ensure the necessary funding is available starting with the 2027 budget. If an approximately $1 million referendum is passed, property owners would see an increase in their annual property taxes starting with bills issued in December 2026. In the City of Plymouth, this would result in a property tax increase of approximately $115 per $100,000 in assessed property value ($253 for a median home assessed at $220,000). MUNICIPAL WHEEL TAX Wisconsin law allows municipalities to collect an annual municipal vehicle registration fee 9 (“wheel tax”). The fee applies to vehicles kept in the municipality or county with automobile registration and is not tax-deductible for residents, unlike property taxes. Revenue generated from a wheel tax must be used to fund street repairs and other transportation expenses – however, such revenue can free up funds raised from property taxes to help fund other services. There are 6,936 eligible vehicles (automobiles, autocycles and trucks) registered in the City of Plymouth. To increase the City’s budget enough to fund the City’s portion of the required Plymouth Police Department budget increase, the City would need to charge an annual Vehicle Registration Fee (“wheel tax”) of $153.72 per vehicle. 9 Municipal wheel tax fees are in addition to the State of Wisconsin’s $85 annual fee to renew automobile plates. The Wisconsin Department of Transportation collects wheel tax fees for the municipality, retains an administrative fee of $0.17 per vehicle application and sends the rest to the municipality. The wheel tax is collected at the time of first registration and at each registration renewal. 11 After evaluating the options, it was determined that a wheel tax is likely not a viable path forward. Not only would a wheel tax place the funding burden solely on residents, but it would also establish the highest Vehicle Registration Fee in the State, with the current highest set at $50 in the City of Eau Claire. Option 2, identifying additional sources of revenue, could have the following impacts: 12 Impact on Public Safety ● Enables hiring of 5 additional patrol officers, promotion of 1 Lieutenant and purchase of necessary equipment and vehicles ● Improves staffing coverage and service delivery ● Stabilizes department operations Impact on Municipal Budget Property tax increase if approved via referendum: ● Increased operating budget to fund improvements to public safety Wheel tax: ● Operating budget remains the same ● Additional revenue dedicated to transportation-related expenses, freeing up budget for public safety Impact on Taxpayers Property tax increase if approved via referendum: ● Owners of a median home in the City of Plymouth (assessed at $220,000) would be asked to pay approximately $253 more in property taxes per year. Wheel tax: ● No impact on property taxes. ● Vehicle owners in the City would be charged an additional $153.72 per year per vehicle. CONCLUSION Plymouth’s Police Department has maintained a high standard of public safety for decades, even as staffing levels have remained unchanged and service demands have increased. The community now faces a decision point: whether to invest proactively in police staffing to sustain the level of safety residents expect. To help elected officials determine whether and how to fund necessary public safety improvements, the City of Plymouth is working with third-party, independent survey firm Community Perceptions to survey Plymouth residents. The survey, which will be mailed to every household in the City, will provide an opportunity to share anonymous input and help shape the path forward. 13 City of Plymouth 128 Smith St. - P.O. The new parking lot will add approx imately 50 new parking spaces downtown and is engineered to be safer and have better overall traffic flow. Preliminary work is expected to begin April 1 with electric work (weather dependent) with lot reconstruction taking place over the summer. The final asphalt layer is expected in 2027. At this time, the City’s consulting engineers from Kapur have prepared a new one -lot CSM to delineate the new City-owned parking lot and create a new parcel for it. City Zoning/Comprehensive Plan: The parking lot is zoned CB Central Business as are most properties in downtown Plymouth. City code allows “public parking lots owned by the City of Plymouth” in the CB district as a permitted use. This CSM and future parking lot plan are also harmonious with the City’s Comprehensive Plan that encourages the City to ensure its neighborhood and districts are “i nterconnected, accessible, and meet the needs of residents and businesses.” Resident Communication Efforts: City staff has already provided a mailer to property owners along the south side of Mill Street alerting them of the incoming construction. To provide relief for residents that rely on parking in the West Stafford Street parking lot, the City will be openi ng the East Stafford Street parking lot with more overnight parking spots, as well as the City Hall lot and the parking ramp during the duration of the 2026 construction period. Staff is also meeting with property owners at their request for any questions they may have during the project. Engineer Review: Staff had their typical third- party reviewer Jay Panetti from Gremmer review the CSM for conformance with City code and state statutes. Mr. Panetti’s comments have been addressed and he has provided the attached letter indicating as such. Plan Commission Recommendation: At their meeting on March 5, 2026, the Plan Commission unanimously recommended that the Common Council approve the CSM be approved, contingent on engineer comments being addressed, which they now have been. Staff Recommendation: Staff recommends the Common Council approve the CSM as presented. Copies Mailed/Emailed To: I. Aaron Groh: agroh@kapurinc.com II. RE: Intergovernmental Agreement with City of Sheboygan for Assessment Services Background: The City is currently under contract with Associated Appraisals through the end of 2026 for assessment services. Staff has been in discussions with the City of Sheboygan regarding the potential creation of a shared, in- house assessor’s office, with the opti on to add additional communities over time as their assessment contracts expire. With the current assessment contract ending in 2026, this is an ideal time to review service delivery options. In addition, the State of Wisconsin Innovation Grant is availabl e to help support shared services programs for approximately five years. The Innovation Grant application is due at the end of March. A draft agreement is attached and has been reviewed by the City of Sheboygan, the City of Plymouth, and associated legal counsel. The agreement is for a four -year term, with a first-year cost of $54,680 and annual increases of 3 percent. The agreement is contingent on the Innovation Grant being awarded. Subject to approval tonight, and because this agreement is being processed concurrently between both governmental bodies, staff is requesting authorization for staff and the City Attorney to make minor edits to the document as needed, provided the general framework of the agreement does not change. Current Costs: The average annual cost of assessment services under the current model over a five-year period, including the base contract and other services provided such as the 2026 interim market update and the 2022 full revaluation, is approximately $59,700 per year. It is also anticipated that future contracted costs would continue to increase incrementally over time, including annual escalators of approximately 3 percent. Benefits of the Intergovernmental Agreement: • More stable annual cost rather than periodic large cost increases tied to revaluations and interim market updates. Estimated average cost over five years is approximately $5,000 per year lower than the current service model. • Properties maintained closer to 100 percent of market value on a regular cycle (every other year), helping ensure property tax is distributed proportionally to actual value. • Enhanced resident/business service with more opportunities for face -to-face conversations during and before Open Book/Board of Review. This approach would have in- person office hours in Plymouth, rather than phone -only service (anticipated once per month or more as needed). In-person Open Book, with an anticipated one-week window. • Improved day-to-day responsiveness and availability for questions for City Staff, compared to the current agreement, which allows up to a four-business-day response time. • Stronger coordination with City operations, including better alignment with building permits, inspections, zoning changes, annexations, splits, certified survey maps (CSMs), and new construction so assessments remain current. 2 | Page • A shared office structure can better absorb staff absences and transitions without service disruption. Hopefully this would also reduce disruption from frequent changes in contracted staff (four different assessor contacts in the last four years - 3 different individuals). • Long-term scalability, with the option to add additional communities over time, spreading overhead and building a stronger regional assessment function. Potential Other Considerations: • Grant uncertainty: The fiscal savings portion of shared services concept is initially dependent on the Innovation Grant being awarded. If the grant is not received, staff would need to reassess whether the benefits of the proposal outweigh the costs. It’s not a big swing either way, but it’s a factor. • Start-up and transition effort: Moving from a contracted model to a shared office could require additional staff time in 2026 for planning, implementation, policies, data transfer, and communications. Finance and Personnel Committee: At its meeting on February 24, 2026, the Finance and Personnel Committee directed staff to proceed with development of an agreement with the City of Sheboygan. Recommendation: Approve the Intergovernmental Agreement with the City of Sheboygan for Assessment Services and authorize staff and the City Attorney to finalize minor language changes as needed, provided the general framework of the agreement remains unchanged. 1 INTERGOVERNMENTAL AGREEMENT Between THE CITY OF SHEBOYGAN and THE CITY OF PLYMOUTH for THE PROVISION OF ASSESSMENT SERVICES THIS AGREEMENT is made and entered into as of this _________ day of March, 2026, by and between the City of Sheboygan, a Wisconsin municipal corporation, (“Sheboygan”) and the City of Plymouth , a Wisconsin municipal corporation (“Participating Municipality”).
