Village of Kohler Finance Committee Meeting August 17, 2026 Call to Order – Chairperson John Ewert called the meeting to order at 5:33 p.m. Roll Call was taken. Present: John Ewert, Tracy Lyons and Laurie Lindow. Staff members present: Shawn Splivalo and Cindi Gamb. Public Comment – none. Approval of Meeting Minutes from July 20, 2026 – Motion by John Ewert, second by Tracy Lyons to approve the meeting minutes from July 20, 2026, as amended. Motion carried. Business 1. Review and Approve July Claims Lists – Motion by John Ewert, second by Tracy Lyons to approve the July claims lists. Motion carried. 2. Review and Recommend Approval of: a. July 2026 Revenue and Expense Reports, Bank Reconciliation, and Journal Entries – Motion by John Ewert, second by Laurie Lindow to approve the July 2026 Revenue and Expense Reports, Bank Reconciliation, and Journal Entries. Motion carried. b. Ordinance No. 2026-7, An Ordinance Repealing and Recreating Chapter 5.16 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin, Regarding Intoxicating Liquors and Fermented Malt Beverages c. Ordinance No. 2026-8, An Ordinance Repealing Chapter 10.22 and Repealing and Recreating Chapter 10.86 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin, Regarding Offenses Involving Alcoholic Beverages d. Ordinance No. 2026-9, An Ordinance Repealing Chapter 8.10 and Creating Chapter 10.26 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin, Regarding Nude Erotic Dancing in Licensed Establishments e. Ordinance No. 2026-10, An Ordinance Creating Chapter 10.23 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin, Regarding After Hours Presence on Licensed Establishments Motion by John Ewert, second by Tracy Lyons to table items b-e and forward Ordinances to entities affected for review. Motion carried. f. New Hires for Recreation Department – Motion by John Ewert, second by Tracy Lyons to approve Recreation Department new hires Anna Raden and Mackenzie Cherny. Motion carried. 3. Police Department Update – • Jacob Porter received life-saving award. • Officers Eadie and Schoch attended large active shooter training. • Developing a noise Ordinance. • Working with Kohler Co. security on some recent issues. • Negotiating with Kohler Co. on deer abatement.
