Finance Committee — Minutes

Village of Kohler Finance Committee Meeting July 20, 2026 Chairperson John Ewert called the meeting to order at 5:30 p.m. Roll call was taken: John Ewert and Laurie Lindow were present. Tracy Lyons was absent. Staff members present: Shawn Splivalo and Cindi Gamb. Public Comment – none. Approval of Meeting Minutes from June 15, 2026 – Motion by John Ewert, second by Laurie Lindow to approve the meeting minutes from June 15, 2026. Motion carried. Business 1. Review and Approve June Claims Lists – Motion by Laurie Lindow, second by John Ewert to approve the June Claims lists. Motion carried. 2. Review and Recommend Approval of: a. June 2026 Revenue and Expense reports, bank reconciliation, and journal entries – Motion by Laurie Lindow, second by John Ewert to recommend the Village Board approve the June 2026 Revenue and Expense reports, bank reconciliation, and journal entries. Motion carried. b. Ordinance No. 2026-7, An Ordinance Repealing and Recreating Chapter 5.16 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin, Regarding Intoxicating Liquors and Fermented Malt Beverages c. Ordinance No. 2026-8, An Ordinance Repealing Chapter 10.22 and Repealing and Recreating Chapter 10.86 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin, Regarding Offenses Involving Alcoholic Beverages d. Ordinance No. 2026-9, An Ordinance Repealing Chapter 8.10 and Creating Chapter 10.26 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin, Regarding Nude Erotic Dancing in Licensed Establishments e. Ordinance No. 2026-10, An Ordinance Creating Chapter 10.23 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin, Regarding After Hours Presence on Licensed Establishments – Motion by John Ewert, second by Laurie Lindow to table items 2.a.-2.e. until next meeting to compare the proposed Ordinances to the current. Motion carried. f. Ordinance No. 2026-11, An Ordinance Amending Chapter 11.14.010 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin, Regarding Stop Signs – the Ordinance is to add stop signs at the northwest and southeast corners of Commerce Lane and Woodlake Road. Motion by Laurie Lindow, second by John Ewert to recommend the Village Board approve Ordinance No. 2026-11, An Ordinance Amending Chapter 11.14.010 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin, Regarding Stop Signs. Motion carried. 3. Police Department Update – Shawn provided an update on the department.
