Finance Committee — Minutes

Village of Kohler Finance Committee Meeting March 17, 2026 (Meeting was scheduled for March 16, 2026, however, due to severe weather conditions the meeting was postponed to March 17, 2026.) Chairperson John Ewert called the meeting to order at 5:30 p.m. Roll call was taken: John Ewert and Tracy Lyons were present. Laurie Lindow was absent. Staff members present: Shawn Splivalo, Mike Kitzerow and Cindi Gamb. Public Comment - none Approval of Meeting Minutes from February 16, 2026 – Motion by Tracy Lyons, second by John Ewert to approve the meeting minutes from February 16, 2026. Motion carried. Business 1. Review and Approve February Claims Lists – Motion by John Ewert, second by Tracy Lyons to approve the February claims lists. Motion carried. 2. Review and Recommend: a. February 2026 Revenue and Expense reports, bank reconciliation and journal entries – Motion by John Ewert, second by Tracy Lyons to recommend the Village Board approve the February 2026 revenue and expense reports, bank reconciliation and journal entries. Motion carried. b. Request to add new premises to Kohler Co. Class A and Class B beer and liquor licenses – request is to add 820 Commerce Lane to the licenses. Motion by John Ewert, second by Tracy Lyons to recommend the Village Board approve the request to add new premises to Kohler Co. Class A and Class B beer and liquor licenses. Motion carried. c. Application for cigarette, tobacco and electronic vaping device retail license for Kohler Co. – request is for 820 Commerce Lane. Motion by Tracy Lyons, second by John Ewert to recommend the Village Board approve the application for cigarette, tobacco and electronic vaping device retail license for Kohler Co. Motion carried. d. Ordinance No. 2026-4, An Ordinance Amending Sections 16.51.040 and 18.04.070 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin, Sewer Utility User Fees and Buildings and Construction Permits and Fees – Motion by Tracy Lyons, second by John Ewert to recommend the Village Board approve Ordinance No. 2026-4, An Ordinance Amending Sections 16.51.040 and 18.04.070 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin, Sewer Utility User Fees and Buildings and Construction Permits and Fees. Motion carried. e. Ordinance No. 2026-5, An Ordinance Creating Section 3.12.030 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin, Regarding Refund of Overpayments – Motion by Tracy Lyons, second by John Ewert to recommend the Village Board approve Ordinance No. 2026-5, An Ordinance Creating Section 3.12.030 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin, Regarding Refund of Overpayments. Motion carried. f. Resolution No. 2026-3, A Resolution Amending the 2026 Capital Outlay, Water Utility and Sewer Utility Budgets – Motion by Tracy Lyons, second by John Ewert to recommend the Village Board approve Resolution No. 2026-3, A Resolution Amending the 2026 Capital Outlay, Water Utility and Sewer Utility Budgets. Motion carried. g. Ordinance No. 2026-3, An Ordinance Amending Chapter 3.21 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin, Updating the Fee Schedule – Motion by Tracy Lyons, second by John Ewert to recommend the Village Board approve Ordinance No. 2026-3, An Ordinance Amending Chapter 3.21 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin, Updating the Fee Schedule. Motion carried. 3. Police Department Update – Shawn updated the committee: one squad car is being repaired; the department is working on the IT updates with Pros 4 Technology.
