Administrator Schlieve provides a review of 2026 BID operating plan, goals and budget, noting the BID was created in 1988 and is an elective tax that is to be used to support the overall health of the district. The BID was formed around the 4-pillar Main Street model. An update on the Main Street Cohort project was provided next with Schlieve noting that we are nearing completion of this week and that Waupun is one of four communities statewide participating. To become a Main Street community the City needs to hire a full-time director to oversee the program. There are four committees that have formed as part of this week, including promotion, economic vitality, design and organization. The BID board will need to collaborate over the next several months to align the BID operating plan with this group’s work. BID board members will be contacted to participate in various committee work that is being organized. Schlieve provides an overview of the UW Whitewater Enactus citywide pitch program and talks about the need to change our approach to business attraction, noting that the current grant program has been useful in attracting but not retaining business.
