Administrator Schlieve provides an overview of the redevelopment project and application approved in January
for Chic Tique Girls, for 301 E Main Street. The current application approved was for façade improvements. The
CDA has the authority to support broader redevelopment projects, which this project fits within. Total investment
is topping $300K and there are a number of unplanned expenses that have emerged during the renovation that
require further investment. The board recessed at 7:55 am and walked to 301 E Main Street to conduct an on-site
review of the renovation project. Tour concluded at 8:12 am with the group returning to the Council Chambers to
resume deliberation on a request to increase funding support for the project.
As noted during the tour, the owner of the business indicated that there were a number of unplanned expenses
that emerged during the project that support the request. Namely, a cracked wall that was uncovered during
demolition, revisions to flooring and door heights caused by different subfloors across the space, the air
conditioner needing the be replaced, rotten flooring in the bathrooms. Total cost overruns are approaching
$100,000. Administrator Schlieve notes that the CDA historically has supported these types of projects at 10% of
the total project renovation costs. The jewelry store renovation is the most recent example of this. Drews and
DeJager note that the scale of this project is consistent with the mission of the CDA and the work we should be
facilitating. Motion DeJager, second Vandeberg to increase the grant award by $20,000 to a total of $30,000.
Carried unanimously.
Administrator Schlieve provides a brief update, indicating that the Main Street cohort project is wrapping up with
the decision to move toward Main Street status. The city was awarded a Vibrant Spaces grant to fund back alley
beautification. That work will complete after the Back Alley construction work is complete and likely in 2027. The
Back alley project is anticipated to begin at the end of June with completion on or around October 1, 2026.
Motion DeJager, second Verhage to adjourn the meeting at 8:28 am. Carried unanimously.
