To help preserve and enhance that value for the long term, member-owned, not-for-profit WPPI Energy stands behind your community with competitive wholesale power, forward- thinking services and effective advocacy. Long-Term Utility Success Your WPPI wholesale power agreement is key to how your utility delivers reliable electric service, competitive costs and local control. A Legacy of Long-Term Planning Over decades, members have made long-term commitments, extending their contracts as needs evolved. Their decisions built the diverse resources that power your community today. WPPI MEMBERS June 25, 2026 2 Long-Term Decisions. Strong Results. WPPI is the low-cost leader for powering local communities. Member utilities provide highly competitive electric rates. Meeting Future Needs Future needs are already visible. Some are reflected in the lighter portions of this capacity needs chart. The same long-term planning approach that positioned your utility for success in the past continues to identify and plan for the needs ahead. Extending the agreement helps preserve continued access to cost-effective long-term wholesale power for your community. June 25, 2026 3 Why Extend Now? WPPI is actively pursuing opportunities to continue serving your community’s needs. These and other beneficial solutions are not possible without a member agreement end date that is sufficient to back the needed financing and contracts. Transmission Investment WPPI's ownership interest in American Transmission Co. (ATC) provides returns that help lower wholesale power costs for your community. As the regional grid build- out unfolds, future ATC investments will require financing beyond what WPPI’s margin alone can support. The extension will help preserve WPPI's ability to finance future ATC investments and continue receiving returns that help your community’s wholesale power costs. June 25, 2026 4 Key Facts for Local Officials WPPI CEO and the staff leadership team are available to participate in governing body meetings. Members receive legal documents and amendment packages. Local approval processes begin. Annual Meeting recognition of members with completed approvals and documents. WPPI board provides necessary approvals for adoption. Target date for members to complete local approvals: December 31, 2026. Final deadline: February 26, 2027. A Record of Success  WPPI is the low-cost leader for powering local communities.  Overall WPPI member rates are very competitive compared to utilities in the region.  Together WPPI members have achieved a diverse, low-cost power supply. Your Community and WPPI  Your WPPI wholesale power agreement is key to how your utility provides electric service at competitive costs.  The need for additional, cost-effective resources to power WPPI member communities is visible now.  WPPI is actively pursuing electric generating resource options, transmission system investments and financial transactions for this purpose. Why Extend Now?  The current 2055 end date of the WPPI member agreement falls short of the typical 30 years needed for securing the most cost-effective long-term solutions to meet your community’s energy needs.  The request is for an 18-year extension of the current 2055 end date.  An 18-year extension is not new for WPPI members. Your previous extension was also 18 years. What if a Member Does Not Extend? The existing agreement continues through 2055. The member would have no rights to WPPI’s power supply or services beyond that term. Contract Extension Timeline Member Support WPPI staff is available to assist members throughout the contract extension process. Questions? Waupun Utilities is working closely with our insurance company, equipment manufacturers, and engineering partners to determine the most effective and cost-efficient path forward. Our priority remains restoring long-term system reliability while minimizing impacts to our customers. Staff Meeting On June 24, Waupun Utilities staff gathered for a lunch meeting that included department updates, employee recognition, and team celebrations. The meeting provided an opportunity to strengthen communication and collaboration across departments while recognizing employee accomplishments and milestones. Main Street Alley Project The temporary water line is in service, and new electric infrastructure has been installed on the east side of the alley. Hiring Process The hiring process continues for two open positions at Waupun Utilities. Treatment Facilities Employee: First-round interviews were conducted on July 9. Second-round interviews are scheduled for the week of July 13–17. Apprentice Lineworker: First-round interviews are scheduled to begin during the week of July 13–17. These recruitments are an important part of maintaining adequate staffing levels and supporting the long-term operational needs of the utility. Performance Evaluations The Waupun Utilities leadership team has completed annual staff performance evaluations. The evaluation process provided an opportunity to recognize employee accomplishments, discuss individual goals and development opportunities, and reinforce performance expectations while supporting continued employee growth. American Public Power Association National Conference I received a scholarship to attend the American Public Power Association (APPA) National Conference in Boston, which brought together public power leaders from across the country to discuss the challenges and opportunities facing the electric utility industry. The conference included educational sessions, industry updates, and networking opportunities focused on maintaining reliable, affordable, and sustainable electric service. Key topics included grid reliability and resiliency, resource adequacy, transmission planning, cybersecurity, load growth driven by large industrial customers and data centers, emerging technologies, and workforce development. Several sessions focused on the evolving energy landscape and strategies public power utilities are using to meet increasing demand while maintaining affordability and reliability. The conference also provided valuable opportunities to exchange ideas and best practices with other public power utilities facing many of the same operational and regulatory challenges as Waupun Utilities. These discussions with peers reinforced the importance of long-term infrastructure planning, investment in system resiliency, employee development, and adapting to changing industry conditions. Overall, the conference provided valuable insights that will help guide future planning and decision-making at Waupun Utilities while strengthening relationships within the national public power community. On July 1, Mike Peters, CEO of WPPI Energy, became Chairman of the American Public Power Association (APPA) Board of Directors. Mike will serve in this prestigious national leadership role for the next year, representing WPPI Energy and its member utilities while helping guide the direction of public power across the country. His appointment is a significant honor for WPPI Energy and its member communities, including Waupun Utilities. This concludes my report for July 2026. This redundancy ensures that if one provider experiences an outage, the other will keep operations online. Tank draining, cleaning, and inspection activities continue and have only been temporarily halted due to vac truck and personnel availability. Annual preventative maintenance tasks, including oil changes and equipment checks, were completed on key facility equipment to support reliability and longevity. Staff attempted to install replacement Digester #1 mixing pump; however, the crew was unable to isolate the pump due to leaking isolation valves. New valves will be ordered and replaced once the digester has been emptied. • Operations (continued) Interviews were held last week for two individuals for the Water/Wastewater Treatment Facilities Operator – Lead position. A second follow-up interview and final hiring decision are forthcoming. This concludes my report. TO: Waupun Utilities Commissioners FROM: Matt Geschke DATE: July 13, 2026 SUBJECT: Monthly Operation Report Collection and Distribution Crew Call-In Report • Two call-ins to report this month: o Harris Lift Station: A pump failed and was removed for inspection. Staff found a rag wrapped around the impeller, restricting its operation. The rag was removed, and the pump was reinstalled and returned to normal service. o Customer Water Meter Leak: Staff responded to a reported leaking meter. Upon investigation, it was determined that the home's water piping was not properly secured to the ceiling, causing the weight of the piping to be supported by the meter. The customer was informed of the issue and advised to have the plumbing properly supported. Water Distribution Operations • The temporary water service for the east-side alley reconstruction project has been fully installed, pressure tested, disinfected, and placed into service. All affected customers have been transferred to the temporary water main and will remain on it until the contractor completes installation of the new permanent water main. The project start date has been pushed back to July 13, 2026. Sanitary Sewer Operations • Staff repaired a deteriorating brick sanitary manhole that had caused a sinkhole to develop in the roadway. A salvaged precast manhole from a previous project was installed, providing a cost-effective and permanent repair while restoring the integrity of the roadway. • Bi-annual slow sewer flushing and root cutting of identified sanitary sewer mains were completed. • Staff began the annual sanitary sewer line flushing program • Five trees were brought down by a storm at the wastewater treatment plant. Staff completed the cleanup and removed all storm debris. This concludes my report.
