Electric crews work on maintenance projects such as tree trimming and the water/sewer crews work on televising mains to identify failing infrastructure. Engineering work continues associated with the Business Park substation and the Mill to Madison Street Alleyway reconstruction projects. Plant additions included the replacement of the forklift at the admin building for $36,700. MONTHLY OPERATING RESULTS – March 2026 Monthly and Year-To-Date (YTD) Sales Electric ➢ Monthly kWh sales were 8.7% above budget & 11.8% higher than March 2025 on increased sales to Large & Industrial Power customers. Water ➢ Monthly sales units of 100 cubic feet were 5.1% below budget & 4.7% lower than March 2025 sales on lower sales to Industrial customers. Sewer ➢ Monthly sales units of 100 cubic feet were 0.5% below budget & 4.1% higher than March 2025 from higher volumes to Industrial & Public Authority customers. Income Statement Electric ➢ Operating revenues and purchased power expense were above budget $101,700 and $133,500, respectively, due to increased consumption and higher energy costs. ➢ Gross margin was $31,800 below budget as a result of the higher energy costs. ➢ Operating expenses were $17,500 above budget primarily due to lower distribution expenses associated with tree trimming during the non-construction season. ➢ Operating income was $152,400 or $63,200 above budget, largely due a higher operating revenue than originally budgeted. ➢ Net income was $190,400 or $99,700 above budget primarily from increased operating revenues. ➢ The rolling 12-month Rate of Return was 7.9%. Page 2 of 3 Water ➢ Operating revenues were below budget by $7,800. ➢ Operating expenses were $26,300 above budget on higher distribution expenses associated with water main breaks during winter freezing periods and meter costs from repaired meters. ➢ Operating income was $88,300 or $32,100 below budget. ➢ Net income was $98,300 or $12,100 below budget. ➢ The rolling 12-month Rate of Return was 3.8%. Sewer ➢ Operating revenues were $44,900 above budget due to slight increases high strength charges to Public Authority customers. ➢ Operating expenses were $67,200 below budget due to fewer maintenance costs experienced during the month. ➢ Operating income (loss) was $8,400 or $103,000 above budget as a result of lower operating expenses. ➢ Net income (loss) was ($39,000) or $119,100 above budget largely due to lower operating expenses. ➢ The rolling 12-month Rate of Return was 2.7%. Balance Sheets Electric ➢ Balance sheet decreased $98,000 from February 2025 due to a decrease in receivables associated with higher billings & collections during the winter months. ➢ Unrestricted cash increased $187,900 from routine operations. ➢ Net Position increased $36,500. Water ➢ Balance sheet increased $19,800 from February 2025 due to an increase in cash from operations. ➢ Unrestricted cash increased $38,900 from routine operations. ➢ Net Position increased $33,300. Sewer ➢ Balance sheet decreased $3,300 from February 2025 due to monthly depreciation allocations being greater than routine operation margins. ➢ Unrestricted cash increased $109,000 from routine operations. ➢ Net Position decreased $16,600 due to monthly depreciation allocations of ($150,000). Cash and Investments The monthly metrics dashboard for cash and investments provides a monthly comparison of cash and investment balances and graphs that present long-term investments by maturity, type, and rating. The Utility’s investments are typically fixed-income and held-to-maturity unless called before maturity by the issuer. Held to maturity investments recognize monthly mark to market adjustments that ultimately are not realized when the investment matures. ➢ Total cash and investments increased $452,000 or 3.4% from February 2025 primarily from routine operating activity. ➢ Received interest and distributions of $15,000 and recorded unrealized market adjustments of ($26,600) along with ($700) in management fees, resulting in a net portfolio loss of ($12,300) for the month. ➢ Total interest and investment income earned (excluding market value adjustments) on all accounts for the month was $35,000 and $100,200 year-to-date. Upon final approval (anticipated for May or June 2026), we will begin the bidding process for longer lead time equipment such as the power transformers and regulators. We continue to work with our bond consultant to determine the best course of action for the debt issuance which remains anticipated for some time in 2026. Cost of Clean 2025 Report (Wastewater) Annually a local engineering firm completes a comprehensive wastewater survey of municipal sewer systems within the state. The survey provides comparative data for systems across numerous metrics including rates, system configurations and operational data. A brief summary will be provided displaying our system metrics compared to our peers. This concludes my report. The report identifies detected contaminants, compliance with drinking water rules, and educational language, and is based on information reported to the Wisconsin Department of Natural Resources (DNR). Summary of Consumer Confidence Results: Waupun Utilities adheres to the highest state and federal drinking water standards. We routinely collect more samples and run more tests than are required by the EPA and DNR. Those test results are reflected in our Annual Drinking Water Quality Report, showing Waupun’s water once again meets or exceeds all federal and state standards for health and safety. Unless otherwise noted, results are based on testing conducted in 2025. We are pleased to report that we continue to supply high quality water that meets or exceeds all federal and state standards for health and safety. Please review the attached report in preparation for an in-depth discussion on Monday. WAUPUN UTILITIES 2025 ANNUAL WATER QUALITY REPORT The Waupun Utilities is pleased to present you with its annual Water Quality Report for 2026. This report provides a complete summary of water quality information from 2025 and also includes general information describing the city’s water system, services and other activities of interest. The Waupun Utilities is committed to providing its customers with clear information describing water quality. Informed customers are strong allies. During 2025, the Utility had no violations of maximum contaminant levels or other water quality standards. Our Water Supply Waupun Utilities obtains its groundwater supply from four wells ranging in depth from 611 to 921 feet. These wells penetrate the St. Peter, Prairie du Chien, Trempealeau, Franconia, Galesville, Eau Claire and Mr. Simon formations. These four wells are capable of pumping 7.7 million gallons per day. The Utilities average day design flow is 1.2 million gallons per day based on the capacity of one iron filter and one reverse osmosis system in operation. The maximum capacity of the plant is 2.9 million gallons per day with both iron filters and both reverse osmosis systems in service. The plant removes iron and manganese, which may cause discoloring and taste issues. Raw well water contains approximately 25 grains of hardness. The treatment plant softens wat er down to approximately 5 grains of hardness, requiring no in-home softening or iron removal. In 2025 fluoride dosages from all City sample sites averaged 0.726 PPM. Water samples are routinely taken and analyzed for contaminants as required by Federal and State regulations. Unless otherwise noted, information shown in this report is for the period January 1 through December 31, 2025. This report contains many terms and abbreviations related to water quality that our customers may not be familiar with. A summary of terms, abbreviations and definitions is included in this report to help you better understand the information. Why are there contaminants in my drinking water? Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the Environmental Protection Agency's Safe Drinking Water Hotline (800-426-4791), or by visiting their Office of Water website at www.epa.gov/OW. Do I need to take special precautions? Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. EPA/Centers for Disease Control (CDC) guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial contaminants are available from the environmental protection agency’s Safe Water Drinking Hotline (800-426-4791). The Waupun Utilities vigilantly tests and monitors the City’s water supply to assure the end quality to consumers. Test results have detected some contaminants. The Water Quality Data Table section of this report provides information showing that all water quality criteria met or exceeded Federal and State requirements in 2025. The EPA has determined that City of Waupun water is safe at the levels detected. Water Quality at the Wells Samples are taken periodically (as required by sampling schedules issued by the Wisconsin DNR) at Utility wells to monitor concentrations of several common indicators. The information shown below shows ranges of results of water samples taken directly from the Utilities four active wells, in accordance with sampling requirements and schedules provided by the DNR. Well Contaminants Indicator Range of Results Average Alkalinity 264 – 366 300 Calcium 69 – 144 87 Chloride 2 – 135 28 Hardness 300 – 335 320 Iron 0.85 – 1.4 1.1 Magnesium 29 – 172 63 Manganese 0.02 – 0.5 0.083 pH 7.0 – 7.3 7.2 Water Quality Data Table The Water Quality Data Table that follows lists all drinking water contaminants detected and the most recent sample date. The EPA or the DNR allows the Water Utility to monitor for certain contaminants less than once per year because concentrations of these contaminants do not change frequently. Terms and Abbreviations used in this report • Variances & Exemptions (V&E): State or EPA permission not to meet an MCL or a treatment technique under certain conditions. • Non-Detects (ND): Laboratory analysis indicates the constituent is not present. • Not-Applicable (n/a): Limits do not apply. • Not-Regulated (NR): State or EPA has not established a limit. • Parts per million (ppm) or Milligrams per liter (mg/l): One part per million corresponds to one minute in two years or one penny in $10,000. • Parts per billion (ppb), or Micrograms per liter (μg/l): One part per billion corresponds to one minute in 2,000 years or one penny in $10,000,000. • Picocuries per liter (pCi/l): Picocuries per liter is a measure of the radioactivity in water. • Total Coliform Rule (TCR): Refers to EPA regulations for microbiological standards. • Treatment Technique (TT): A required process intended to reduce the level of a contaminant in drinking water. • MCLG (Maximum Contaminant Level Goal): The level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs allow for a margin of safety. • MCL (Maximum Contaminant Level): The highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as feasible using the best available treatment technology. MCLs are set at very stringent levels. To understand the possible health effects described for many regulated contaminants, a person would have to consume 2 liters of water every day at the MCL level for a lifetime to have a one-in-a-million chance of having the described health effect. • *AL (Action Level): The concentration of a contaminant which, if exceeded, triggers a treatment or other requirement which a water system must follow. Systems exceeding a lead and/or copper action level must take actions to reduce lead and/or copper in the drinking water. The lead and copper values represent the 90th percentile of all compliance samples collected. If you want information on the number of sites or the actions taken to reduce these levels, please contact the Water Utility office. Health Information Lead Radon If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. The Waupun Utilities is responsible for providing high quality drinking water but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline (800-426-4791) at www.epa.gov/safewater/lead Radon is a radioactive gas that you can’t see, taste, or smell. It is found throughout the U.S. Radon can move up through the ground and into a home through cracks and holes in the foundation. Radon can build up to high levels in all types of homes. Radon can also get into indoor air when released from tap water from showering, washing dishes, and other household activities. Compared to radon entering the home thr ough soil, radon entering the home through tap water will in most cases be a small source of radon in indoor air. Radon is a known human carcinogen. Breathing air containing radon can lead to lung cancer. Drinking water containing radon may also cause increased risk of stomach cancer. If you are concerned about radon in your home, test the air in your home. Testing is inexpensive and easy. Fix your home if the level of radon in your air is 4 Picocuries per liter of air (pCi/L) or higher. There are simple wa ys to fix a radon problem that aren’t too costly. For additional information, call your state radon program or call EPA’s Radon Hotline (800 -SOS- RADON). Nitrates Nitrates in drinking water at levels above 10 ppm are a health risk for infants of less than six months of age. High nitrate levels in drinking water can cause blue baby syndrome. Nitrate levels may rise quickly for short periods of time because of rainfall or agricultural activity . If you are caring for an infant you should ask advice from your health care provider. Additional Lead Awareness Which homes are most at risk of having lead in drinking water? • Homes with lead household plumbing. This can be determined by a licensed plumber. • Homes with copper piping and lead solder installed between 1982 and 1987. Lead -based solder was banned for use after this time. • Homes with faucets or fittings of brass which contain some lead. Plumbing and fixtures installed before January 1, 2014 or purchased from sources outside of the United States may contain lead. How to reduce the risk of lead in your drinking water: • Flush your plumbing before using tap water for drinking or cooking. Flush by running the kitchen faucet on cold for a minimum of 3 minutes. • Use only cold water for cooking and drinking. Water from the hot tap water can dissolve lead more easily than cold water. Boiling water will not reduce the amount of lead in your drinking or cooking water. In fact, boiling can concentrate the lead in water. • Inspect your faucet aerator. The aerator on the end of your faucet is a screen that can catch debris, including particles of lead. It is recommended to periodically remove the aerator and rinse out any debris. • Purchase a home filtration system. Home drinking water filtration systems can reduce or eliminate lead. Be sure to look for products certified by NSF/ANSI under Standard 53 f or removal of lead. • Replace your lead service line or interior plumbing. Replacement must be done by a licensed plumber under contract from the homeowner. These assets consist of four wells, a water treatment facility, one underground reservoir, two elevated water towers, over 50 miles of distribution mains, 3,500 services, and 457 hydrants. • It is our utmost priority to provide safe, quality water at all times. We continue to monitor for specific contaminants, and strive to meet compliance requirements. Operations • Unidirectional flushing (UDF) program to remove mineral and sediment deposits that accumulate over time in the distribution system. UDF is a process designed to move water through pipelines in one direction at a high velocity and from a single water source. This systematic, street -by-street method of flushing is labor-intensive, requiring detailed preparation, planning and execution. UDF has been shown to scour water mains more effectively than traditional flushing. This highly effective flushing program will minimize the frequency of flushing events required by WDNR. In addition, UDF will promote water conservation and improve water quality. • By regular valve exercising we will have detailed records to ensure the operability of our distribution system. Surveying helps identify the condition and location of all our valves. Knowing the condition of the valves and having an updated GIS system helps eliminate higher costs associated with water main breaks, lost time digging up buried valves, and congested traffic due to excavating roadways. • Leak detection surveys are conducted on the distribution system with the aid of a correlator. A water leak/break is determined by the use of a correlator to find difficult leaks that are not easily located with traditional acoustical methods. The correlator utilizes two transmitters with sensitive microphones to listen on either side of the known or unknown leak and calculates (correl ates) the exact distance to the leak by use of the signal delay, the sensor distance , and the sound velocity. Correlating reduces water loss, unplanned service disruptions, and reduces O&M costs. Data Center Load Challenges Grid Reliability The North American Electric Reliability Corporation (NERC) has issued a Level 3 alert (its highest level) in response to growing grid reliability risks caused by large data centers. Recent incidents involved data centers suddenly dropping load or rapidly fluctuating demand, which can destabilize the power system. NERC is mandating seven immediate actions for key grid stakeholders, including transmission operators, system planners, and balancing authorities, to improve how these large “computational loads” are modeled, studied, operated, and controlled. These actions specifically target high-density energy users such as AI training facilities and cryptocurrency mining operations. The alert reflects broader concerns about rapid load growth. NERC projects that summer peak demand will increase 24% over the next decade, with data centers driving the majority of this growth. Data center load behavior is now considered a material grid reliability risk, prompting urgent operational and planning changes across the power sector. This concludes my report for May 2026. TO: Waupun Utilities Commissioners FROM: Darren Sytsma DATE: May 11, 2026 SUBJECT: Monthly Operation Report Water Treatment Facility: • Call-In Report No call-ins to report. • Operations Staff successfully completed a potassium permanganate soak to rejuvenate the manganese greensand filtration media. This regeneration process restores the media’s oxidative capacity, ensuring continued optimal performance in removing iron and manganese. Routine monitoring will follow to confirm efficiency and identify any need for further treatment. Standby power was tested at Well #4 to verify system reliability in preparation for any potential future power outages. The utility’s trailer-mounted generator is connected quarterly and operated under load for several hours to ensure staff is properly trained and confident in the safe setup and operation of the equipment. This procedure also tests the reliability of the existing equipment in the event of future needs. The EPA offered a free cybersecurity assessment through a third party. Staff conducted a preliminary meeting with General Dynamics Information Technology and are currently collecting information for the assessment report to develop a risk mitigation plan. Wastewater Treatment Facility: • Call-In Report Staff responded to several call-ins due to multiple sub-main breaker trips, failure of the process building breaker, record April rainfall, and higher-than-normal flows. Staff handled the challenge of longer days and unexpected late-night work flawlessly, maintaining operations and ensuring the public was protected from any unnecessary sewage backups due to high flows and continuous power outages. • Operations The treatment facility experienced higher than normal flows over the past few weeks due to the highest recorded precipitation for the month of April, resulting in blending at the facility. AC Engineering was onsite to repair both the existing main and feeder circuit breaker s for the Process Building/MCC-68. Over the course of two weeks, the main circuit breaker would randomly trip. During a planned outage, the flux transfer solenoid wiring was disconnected, effectively converting the existing Operations (continued) 480V circuit breaker into a disconnect switch to prevent nuisance tripping to the plant. In the event of a true fault, the new 480V Automatic Transfer Switch (ATS) main breaker will provide diagnostic data. During the most recent tripping of the existing 480V main circuit breaker, the 800A feeder circuit breaker for the Process Building would not close after it had been opened to bring the plant online slowly. After troubleshooting the feeder circuit breaker, staff found a bent cam within the mechanism that prevented the circuit breaker from closing. Since we had an existing spare 1600A circuit breaker (Westinghouse/Cutler-Hammer SPB 150), the decision was made to swap out the defective feeder circuit breaker for the spare. During this same planned outage, we swapped the circuit breaker and adjusted the trip unit protective settings as close as possible to the 800A defective circuit breaker. While the settings don’t exactly match, the previous settings were likely incorrect, as the Process Building’s local main circuit breaker was set for 1200A (but was fed from a 800A). Eaton representatives were onsite to assess retrofitting the existing MCC panel to new modern breakers. New Eaton circuit breakers will improve system protection and reliability. AC engineering suggests a coordination study be performed at the same time to ensure the downstream circuit breakers are coordinated with the new main switchboard circuit breakers. A valve repair technician was onsite after recent power outages to correct the ABNR block feed valves. The five ABNR block feed valves on a power loss would fail to close, causing possible excessive pressures within the PBR glass. The valves have been mechanically reversed so that they fail open, therefore eliminating any possible pressure spikes within glass system. Additional SCADA programming will be needed to reflect these mechanical changes correctly in the PLC program and vis ible display. Spring land application of biosolids has been successfully completed. The application provided approximately 160 units of nitrogen to the soil and was carried out in full compliance with DNR guidelines and permitting requirements. Fourth grade classes from Central Wisconsin Christian (CWC) along with 50 Beaver Dam High School Chemistry (AP) and Principles of Sustainability class recently toured the wastewater plant. The visit was a great success, with excellent interaction between our staff and the students. The students en gaged with various aspects of the plant operations, and our team was pleased to share insights and answer the questions. It was a valuable educational experience for the students and helped foster positive community relations. This concludes my report. Please do not hesitate to contact me with your questions or concerns at 324- 7920 or dsytsma@waupunutilities.org. TO: Waupun Utilities Commissioners FROM: Matt Geschke DATE: May 13, 2026 SUBJECT: Monthly Operations Report Collection and Distribution Crew Call-In Report There are no call-ins to report this month. Water Operations Staff has completed the spring water leak detection survey of the distribution system. One leak was identified during the survey. The crew successfully correlated and pinpointed the leak, and repairs were completed promptly to prevent further water loss and maintain system integrity. Thanks to the hard work and dedication of staff, along with the consistency of conducting this survey twice per year, the system is performing at its highest level since the program was implemented in 2015. At two of the four buildings within the Bayberry Lane apartment complex, water service has been activated and an additional 13 meters have been installed. Staff continues to verify that each meter is correctly installed and properly assigned to the corresponding unit. This brings the total number of acti vated meters to 30 out of 60. Staff repaired six damaged water main valve boxes. These components are critical to the distribution system, as they provide access to operate valves for maintenance and other system needs. A new water and sewer service was installed in the 200 block of N. State St. All sidewalk and curb repairs associated with water main breaks and service leaks h ave been completed. Sanitary Sewer Operations Sanitary sewer televising has been paused until October to allow staff to focus on spring mainten ance activities. Upcoming work includes televising 12-inch and larger mains in Basins D and E. Visu-Sewer completed repairs on nine manholes experiencing infiltration. These repairs utilized an injection grouting process, a trenchless method used to stop groundwater infiltration and seal leaks. The process involves drilling injection holes at strategic locations in the manhole wall, followed by pumping flexible polyurethane grout into the voids. The grout reacts with groundwater, expands, and seals the leak in under a minute. Performing this work annually is essential to prevent excess groundwater from entering the sanitary system, which can overload the wastewater treatment plant, increase treatment costs, and compromise infrastructure integrity. Facilities Hometown windows completed the remainder of the new window installments. This concludes my report. Please do not hesitate to contact me with your questions or concerns at 324-7920 or mgeschke@waupunutilities.org.
