TOWN OF FOND DU LAC FOND DU LAC COUNTY PLANNING COMMISSION OCTOBER 21, 2025 6:00 PM The Planning Commission was called to order by Chairman Mike Guilfoile. Present were Chairman Guilfoile and Commissioners Lisa McArthur, John Zorn, Scott Roltgen and Harland Kedinger. Confirmation was made of open meeting notice. The minutes from the September meeting were approved as presented. Dave Supple presented plans for a 12’ by 8’ pilon style sign to guide emergency vehicles and visitors to the condo buildings on the lower portion of the property. These units cannot be seen from the road, and there is only one fire number assigned to the property. Every lot is labeled with a suite number. The sign will not be lit. Plans are to place the sign on the lower side of the berm near the entrance. It is a double-sided sign. The sign is not in the right-of-way and is a directional sign to guide to the units in back. An email was sent by Josh Michels objecting to the sign. Commissioners Kedinger and Roltgen stated the sign should not be on the berm, not lit, and no trees should be removed. It should also be placed closer to the driveway. After discussion, motion was made and seconded to approve the sign contingent on it not being lit, outside of berm, no trees removed, outside the vision triangle and closer to the driveway. Motion carried, 5 aye. Representatives from Grace and Truth Fellowship are requesting a special use permit to operate a Coffee shop/Café at N5776 County Road D. The Shop would be operated by the Church in the 2200 sq. ft. area inside the main entrance. They hope to have the Shop open by April. It will be open Monday through Saturday. There is plenty of parking. It was noted a food license will be needed from Fond du Lac County. Motion was made and seconded to approve the SUP contingent on signage being addressed, and ideally some site plans. Motion carried, 5 aye. Changes to the Mobil Tower Ordinance to allow for a one to one swap of equipment be allowed without Planning Commission and Town Board approval. After discussion, motion was made and seconded to allow for this one to one swap. Motion carried. It was noted the rear yard setback is not listed in the RM zoning ordinance. After discussion, motion was made and seconded to approve a 10’ rear yard setback in RM zoning. Motion carried. The Sign Ordinance was reviewed. The following recommendations were made: Add the following signs to definitions; directional sign, illuminated signs, remove digital billboard and replace with digital sign.
