TOWN OF FOND DU LAC
FOND DU LAC COUNTY
PUBLIC HEARING
OCTOBER 13, 2025
6:00 PM
The Public Hearing on the application from Sparkops for the site and drainage plan,
Certified Survey Map and building location was presented. The Planning Commission
had reviewed the plans and had several recommendations. There were no comments
from the Public concerning the application.
The Public Hearing was adjourned.
MONTHLY MEETING
The Monthly Meeting was called to order by Chairman Jeff Montsma. Present were
Chairman Montsma, Supervisors Aaron Kuhls, Jessica Allender, Jennifer Janeczko, and
David Washkoviak, Clerk Patti Supple, Treasurer Brenda Post and Deputy Clerk
Theresa Klapperich. Confirmation was made of Open Meeting notice.
The Pledge of Allegiance was recited.
3. Minutes from the previous Monthly Meeting were approved as presented.
4. The Farmland Preservation recertification forms have been submitted to the State of
Wisconsin for review and approval. Once approval is received, the Public Hearing will
be held.
5. The Certified Survey Map for Sparkops was submitted for approval. After discussion,
motion was made and seconded to approve the CSM combining several lots in the
Aeronautical Park. Motion carried.
6. The site and drainage plans for Sparkops were submitted for approval. Motion was
made and seconded to approve the plans contingent on the County signing off on the
drainage plan and approval from Eric Otte. The draft of the building plans, development
agreement, and DNR notice for intent to approve were submitted. Motion carried.
7. One of the Board members from the Board of Appeals has moved to the City of Fond
du Lac. It was noted that the ordinances state the members of the Boards must be
residents of the Town of Fond du Lac. After discussion of options, and the knowledge
that the Board member feels it is time for him to retire and open the door for younger
members, that the ordinance not be changed to allow for non-residents to be on the
Board. No action was taken.
8. Due to some information on sex offenders moving into the Town of Fond du Lac, the
Town’s Sex Offender Residency Board must be established. The Town has an
ordinance regulating the residency requirements. There is a process in place for this
residency. Three Town residents must be on the Board to review the requests
submitted by the offender. After discussion and volunteers coming forward, motion was
made and seconded to approve John Zorn, Jennifer Janeczko and Cathleen Seffern to
the Sex Offender Residency Board. Motion carried.
9. The Stormwater Management Resolution for the TMDL Implementation Plan was
discussed. In order to meet the State requirements for stormwater management, the
Town must implement more management options. One that has been recommended is
to use the private stormwater retention ponds as part of the Town’s management. The
County has agreed to oversight of the ponds for the Townships. This allows the Town to
get credit for the private ponds and the filtering they provide. There is no cost to the
Town for the County oversight. There are 22 private retention ponds in the Town.
Motion was made and seconded to approve the Stormwater Management Resolution
for the TMDL Implementation Plan. Motion carried.
10. At the present time, the Town has a $200.00 Park fee for new home construction
and a sliding fee for commercial construction. There have been several
recommendations for upgrades to Simon Park and the Town would like to implement a
higher fee for new construction. Attorney Parmentier noted the Town needs to do a
needs assessment in order to raise the Park fee. A meeting must be held to determine
what the Town needs to fund in the Park and cost projections for the upgrades.
Chairman Montsma noted he is working on a river trail walking path that would be a nice
addition to the Park. This will be on the November agenda.
11. The fire suppression for the Nut House has been handled.
12. Motion was made and seconded to approve the operator’s license for Lynda
Hinojosa for the Nut House. Motion carried.
13. The Town has been plagued by ditch drainage complaints. Some issues are in
subdivisions that are decades old. The Town does not have the monetary resources to
pay for the issues that in some cases were caused by the landscaping of the property.
Attorney Parmentier noted the Illicit Discharge ordinance calls for the homeowner to
maintain the ditches. If the homeowner does not maintain the ditch, the Town can
correct the issue and put the cost on the homeowner's tax bill. Supervisor Washkoviak
noted the builder turns the house over to the property owner without the landscaping.
The homeowner landscapes the property and many times grades the property to run the
water off their property. After discussion, motion was made and seconded that the Town
not consider reconstruction of ditches older than 5 years. Motion carried. The Illicit
discharge ordinance will be taken into consideration.
14. Motion was made and seconded to approve the contract with Gyr to restore the
ditch on Joseph Court at a cost of $7500.00. Motion carried. Eric Kaufman requested
the Town work with the County on some of these projects.
15. Motion was made and seconded to continue the ZOOM contract. Motion carried.
16. There is no action on the laser.
17. Heavy construction traffic on the Martin Road bridge and Martin Road south to the
bypass has caused damage to the road. In talks with the City of Fond du Lac, they are
willing to pay for one half the cost if the Town will turn over that portion of the road to the
City for mileage. Motion was made and seconded to approve the turning over of that
portion of the road to the City in consideration of them paying one half the cost of the
road reconstruction. (Total cost is @ $33,000.00) Motion carried.
18. a. The annual stormwater inspections are due.
b. DPW update. The budget is over on road projects. The Town will need to borrow
some money to meet the road repair needs for 2026. At present the State gives the
Town $2700 per mile for road repair. A mile of road costs @ $187,000 to repair.
c. DPW Supervisor report: Mr. Haney reported the Department is getting ready for
winter by checking over the plows and salters. The final mowing of the ditches is
underway. Mowing in the cemeteries and parks is continuing.
d. No update from the Permit Office.
19. Public comments were made by Cathleen Seffern, Mary Kedinger and Eric
Kaufman.
20. Supevisor Allender corrected the time issue on the website calendar. Fire
Department forms were updated to be fillable. The address for Supervisor Janeczko
will be updated on the website.
Supervisor Washkoviak attended the OSG meeting. He reported the City is working on
treating the solids in the treatment plant in order to decrease the amount of waste being
spread on land growing crops for non-human consumption. This new treatment plant
will cost approximately $41 million dollars. Each member of the OSG will need to pay
their share of the cost. At this time, the cost to the Town will be $2.44 million dollars.
The cost will be amortized over 15 years.
Chairman Montsma responded to a question on bulky waste costs. The Town budgeted
$3000.00 for 2025. Most of the help on the day of collection was volunteered. The
Town learned that 3 dumpsters will not be needed and only one day will be scheduled
for 2026. Options for advertising the bulky waste pickup will be reviewed. The Trunk or
Treat at Simon Park will be held from 1 pm to 3 pm on October 25
th.
Clerk Supple reminded voters of the November 4 election. On the ballot is the
Lakeside Municipal Judge.
Fire Chief Birschbach reported a good turnout for the Open House at the Fairgrounds.
He also thanked Supervsor Allender for updating the fire department applications.
21. There are no Board of Appeals meetings planned. The Planning Commission will
meet on October 21st to review a sign application for Fred-Land Storage, a coffee shop
for Grace and Truth Fellowship and some updates to the ordinances.
