TOWN OF FOND DU LAC
FOND DU LAC COUNTY, WISCONSIN
Town Board Meeting
May 12, 2025
Call to Order
The May meeting of the Town Board of the Town of Fond du Lac was called to order by Town
Chairperson Jeff Montsma at 6:00 p.m. All Board members and officials were present, except
for Town Clerk Patti Supple who was excused. The Pledge of Allegiance was recited.
Approval of Minutes
A motion was made and seconded with unanimous approval of the following meeting minutes:
(1) minutes of the April 8, 2025 workshop meeting, (2) minutes of the April 14, 2025 Town
Board meeting, and (3) minutes of the May 8, 2025 Board of Review. Note that the May 8,
2025 Board of Review minutes were approved subject to the correction of a typographical error
in the minutes.
Update on WLA Project
Attorney Parmentier distributed a copy of the special exception that was previously granted for
the WLA project. Kevin Ehlke was in attendance at the meeting to present an update on the
WLA project. He distributed various materials to the Board and explained the history of the
school project and plans moving forward. The planned project involves a campus size of 70 to
80 acres that will be a project of over $50,000,000. WLA is currently working on a capital
campaign and selecting a construction manager. Thereafter they will look for local partners to
support the project. If things go according to plan, WLA will likely be back in for discussions
of project commencement this fall with earthwork occurring potentially yet this year and
construction next year.
Town Computer Upgrades
Tyler Weinberger was in attendance on behalf of Computer Troubleshooters to talk with the
Board about its technology needs. He reported that his company does not support the
Chromebooks that the Town has. In addition, the Town’s computers are running Windows 10,
which will no longer be supported starting this fall. He recommends upgrading to Windows 11.
Thereafter, there was a discussion about the computer equipment needs for the Town including
whether every Town official should have their own dedicated laptop. The Town will have
further discussions and consider whether to purchase new computers and how many.
Simon Park Field Tiling
{07953154.DOCX.1} 2
Chairman Montsma presented an estimate from Averbeck Custom Farming to do tiling at Simon
Park. The estimate came in at $4,539. After brief discussion, a motion was made and seconded
with unanimous approval to accept the estimate and proceed with the work.
Permit Issuer/Building Inspector Contract
Chairman Montsma reported that Safebuilt provided multiple options on how to wind down
their services. After some discussion, a motion was made and seconded with unanimous
approval to end services with Safebuilt effective July 1, 2025 with Safebuilt to refund back to
the Town any funds received for permits that remain open as of that date. Either Chairman
Montsma or Attorney Parmentier will follow up with Safebuilt about this.
Doug Hoerth was in attendance on behalf of First Look for a discussion of the services he is
able to provide. Chairman Montsma reported that under the new proposed arrangement, there
would be a 70/30 split of fees. The Board did discuss its intent to contract with First Look for
these services moving forward. Attorney Parmentier will review the contract that was provided
by First Look and the Board can take action on it at the June meeting.
Fondy Investments
This item was included on the agenda because as of agenda time, the Town had not received an
updated Letter of Credit for Fondy Investments. However, earlier in the day, Fondy Investments
did provide an updated Letter of Credit in the amount of $175,000 that expires at the end of next
May. This was acceptable to the Board and, therefore, no action was taken.
River Road Noise Complaints
This agenda item was included at the request of a Town resident who wanted to raise issues
regarding noise complaints. This resident was not in attendance at the time this agenda item was
initially discussed. At that time, the Board discussed the nature of the complaint from the
resident as well as some responsive information provided by Manowske Welding regarding its
efforts to minimize noise. The Board noted the potential inherent conflict between having
business uses in close proximity to residential uses but believes that some of this is unavoidable
and that Manowske is engaging in good faith efforts to limit noise. The Board determined that it
has no intent to include this item on future agendas but residents remain free to bring it up during
public comment.

Later in the meeting the resident did arrive and a motion was made, seconded and passed to
reopen this discussion. The resident made a brief presentation to the Town Board about ongoing
noise issues coming from Manowske Welding. The resident reported that Manowske has taken
some efforts which worked for a period of time but that things are getting worse. He also
provided some discussion of the historical zoning issues at the property. Following his
comments, Chairman Montsma thanked him for the presentation and explained the Town’s
comments and determination described in the preceding paragraph.
Public Works
There were no major public works items to report. The Town’s DPW ordered some lighted stop
signs. The bulky waste pick-up went well. In addition, the DPW attended road training through
the Wisconsin Towns Association.
Public Comment
There was one public comment which involved a question about the status of the sign purchase
for Simon Park.
Reports from Officials
Supervisor Janeczko reported regarding a resident complaint concerning a dog dispute. Deputy
Salmeron was present and stated that he will assist by talking with those involved.
Supervisor Allender commented on the website and issues that the calendar on the website is
having.
Chairman Montsma reported on ditch and culvert projects. In addition, he mentioned that the
Town is looking at hiring a deputy clerk. He also provided an update on the sign for Simon Park
and discussed the Town’s process for workshop meetings.
There was no update from the Zoning Board of Appeals. The Plan Commission has a meeting
coming up on May 20, 2025.
Financial Report/Payment of Bills

presented.
