TOWN OF FOND DU LAC
FOND DU LAC COUNTY
MONTHLY MEETING
FEBRUARY 10, 2025
7:00 PM
The Monthly Meeting was called to order by Chairman Jeff Montsma. Present were Chairman Montsma,
Supervisors Aaron Kuhls, Jessica Allender, Jennifer Janeczko and David Washkoviak, Clerk Patti Supple,
Treasurer Brenda Post, Attorney Matt Parmentier and various Town residents. Confirmation was made
of Open Meeting notice.
The Pledge of Allegiance was recited.
3. The minutes from the January meeting were approved with one caveat: In the Chairman’s report, the
oversight of ATV activity on the road is per County request to determine use. There have been no issues.
Motion was made and seconded to approve the minutes with the above addition. Motion carried, 5 aye.
4. Over the past several years, there have been some accidents on the corner of Brown and Esterbrook
Roads. Residents in the area are asking for a 4-way stop to help alleviate the issue. Chairman Montsma
thanked the residents for their concerns. He noted the Town Board has recently updated the vision
corner requirements to help with sight lines on various Town roads. However, as to the 4-way stop,
there are some constraints placed on the Town. Certain criteria must be met. Per Attorney Parmentier,
compliance with a State Statute, an engineering study must be done, number of accidents, sight distance
grounds , traffic volume and other factors must be met. The resident noted that there is now ATV traffic
which increases traffic volume. Chairman Montsma noted the latest accident was caused by the driver
running the stop sign and that a 4-way stop is not a cure all. Unfortunately, a fatality carries more weight
than accidents. Chairman Montsma will talk to the County and the Sheriff for recommendations. This
will again be on the March agenda.
5. At the request of the Village of North Fond du Lac Water Utility boxes need to be upgraded after the
new motor installation. Motion was made and seconded to approve the upgraded boxes and installation
at a cost of $6500.00 plus installation. Motion carried.
6. The Planning Commission has recommended upgrading the GA zoning to allow for storage units in
existing farm buildings. It would be a special exception and no new buildings would be allowed. This is
on the March agenda for a Public Hearing and action.
7. Motion was made and seconded to approve the contract with the Fond du Lac Humane Society for
stray dogs. Motion carried.
8. Motion was made and seconded to approve an Operator’s License for Kendra Whitty at Schmitty’s.
Motion carried.
9. PUBLIC WORKS:
a. Stormwater: cattails are being graded in ditches. Fox Court ditches have greater issues and will need
more research. The MS-4 permit is due in March. AECom is updating the report. The recommendation
was made to work with private retention pond owners to help with meeting stormwater requirements.
b. Asplundh is trimming trees. They exceed weight limits. Weight limits need to be addressed.
c. DPW Supervisor Harold Haney presented his report. He noted the salter has been installed, and the
trucks have been checked prior to the upcoming snowstorms. Lights and an electrical box have been
repaired on the DPW building. Brushing is being done in Simon Park. The smaller brush can be taken
care of with a controlled burn by the Fire Department.
10. PUBLIC COMMENTS:
