TOWN OF FOND DU LAC
FOND DU LAC COUNTY
SANITARY DISTRICT #3 MEETING
December 9, 2024
6:00 pm
The Sanitary District #3 Meeting was called to order by Chairman Jeff Montsma. Present were Chairman
Montsma, Commissioners Aaron Kuhls, Jessica Allender, Jennifer Janeczko, David Washkoviak, Clerk
Patti Supple, and Treasurer Brenda Post and various Town residents. Confirmation was made of open
meeting notice.
Minutes from the September 9, 2024, and November 11, 2024 Budget meetings were approved as
presented.
3. Chairman Montsma explained the reason for discussion on the Dixon Road extension. At the time
the letter was sent to residents on Dixon Road, there were two residents with issues with their septic
systems. In discussion with the Town Engineer, the option to connect a private line to Forest Avenue
was rejected. The Town Engineer did a cost estimate on creating a line along Dixon Road. Estimated
cost would be $320,000.00. Since the original issues were uncovered, both were corrected and the
need to extend the line is not immediately needed. However, the majority of the private systems were
constructed in the 1970’s, with the newest being done in 2019. After review, with the immediate need
off the table, and the new road, it is recommended to hold off further discussion on the extension for 6
to 10 years unless further issues arise. Commissioner Washkoviak noted issues that arise might be able
to be handled through a stop gap means such as a holding tank. If a new system is required there is also
an option to reimburse the homeowner for a portion of the cost if the sewer lines are constructed
within a few years of the installation. This has been an option on other projects.
James Treptow noted that residents living in the country should be responsible for the upkeep and
maintenance of their own systems. They should not count on the Town. He did agree that in 8 to 10
years this matter could be revisited. Motion was made by Commissioner Washkoviak and seconded by
Commissioner Janeczko to put the project on hold for now. Dennis Abitz said there are only two in his
household, and he is already paying on his tax bill for the District. He asked what this payment is for.
Chairman Montsma noted the residents within the District, even those not hooked to the system, help
pay for line infrastructure and Outer Sewer Group fees. The question arose on what if the holding tank
is not an option. The system might have to be redone. James Feiereisen asked if payment options
would be available. They could be. After more discussion, the motion to put the project on hold carried
5 aye.
4. It was noted the manhole by the Community Church was knocked off the riser and had water
infiltration as well as being a hazard. Repair is needed.
5. The next meeting is scheduled for March 10, 2025 at 6:30 pm.
Motion was made and seconded to approve the Financial Report and Payment of Bills. Motion carried.
Motion was made and seconded to adjourn. Motion carried.
