TOWN of BELVIDERE
REGULAR MEETING
JUNE 10, 2026, 7:00 PM (RESCHEDULED DATE)
Cochrane VFW Post 10406
Chairman Ron Speltz called the Regular Town meeting to order at 7:00 pm. All Board members
present and 1 resident. The meeting date was noticed in the Buffalo County News and the full
agenda posted per WI Statutes 19.84 on Thursday, June 4, 2026.
MINUTES-A Motion by Supervisor Lee Engfer was made to approve the Minutes as provided to
board members in lieu of reading aloud. Supervisor Scott Rolbiecki seconded the motion. Carried.
TREASURER’S REPORT: Treasurer Barbara Brommer presented the General Checking Treasurer’s
report and Investment Summary. Balance on hand as of tonight is $428,569.64 in the General
Checking Account. The DNR payment is still outstanding - $1,000. Scott made a Motion to accept
the Treasurer’s report as presented and Lee seconded the motion. Motion carried.
BILLS-The Clerk presented the bills for payment. Lee made a Motion to pay the bills as presented
and Scott seconded. Motion carried.
MAPLEWOOD LANE: NO ACTION - The new survey has not been completed to date.
EMERGENCY SIREN: Lee updated the Board on this item. After reviewing, the Emergency Siren
should be installed on CTH OO by the Belvidere Boat Landing side since underground wiring is
already accessible. Riverland Energy will donate a 55 ft poll and install. There will be a monthly
electricity charge by Riverland Energy like Streetlights, which are billed. Lee received a quote from
Federal Signal Safety & Security System (same company that installed the Buffalo City sirens) in the
amount of $17,495.57. Option to use solar energy would cost $3,500 extra and was deemed not
necessary. After Town Board discussion, Scott made a Motion to proceed with Federal Signal
company and Lee seconded the Motion. Motion carried. Lee will continue working on this item.
ROADS: Ron reported that Twilight Road was blacktopped per Monarch’s Bid. Shoulder work is
pending since Wender Quarry is out of crushed rock and they plan to blast more rock by the end of
June. ROSE VALLEY DUGWAY: Reglin Excavating (2025 Bid) completed lots of digging/crushing old
blacktop - big rocks were found and some places had minimal road base. Culverts were extended.
More loads of crushed rock for road base will be required and will be applied when rock is available.
Discussion was held on the hydro mulching recommendation to prevent hillside washing and was
deemed necessary. Ron received estimates for this work and the Board agreed to hire Reglin
Excavating as the most economical bid to complete. The Board discussed the potholes on Herman
Road by the BNSF Railroad crossing. They will be contacted to correct the potholes asap. Dust
Control on Hickory and Rohrer Lane will be completed by Quality Propane hopefully soon when the
roads dry out. Grading has already been completed.
BBC&M Recycling: Ron attended the Annual meeting. He reported everything is going good with
contracting the recycling services. The BBC&M Board extended the contract. WI DNR has finally
approved the lower brush site.
The next Regular Board Meeting will be on TUESDAY, JULY 14, 2026 at 7 PM. The Quarterly Buffalo
County WTA meeting is July 20th with a 6 PM potluck with meeting to follow.
After no further public comment, at 7:30 pm, Scott made a motion to adjourn the Meeting with Lee
seconding. Motion carried.
Respectfully submitted,
Deborah M Ruff
