Regular Board Meeting — Minutes

TOWN of BELVIDERE REGULAR MEETING NOVEMBER 19, 2024, 7:05 PM Cochrane VFW Post 10406 At 7:05 PM, Chairman Ron Speltz called the Regular Town meeting to order following the Budget Hearing. All Board members in attendance and Roger Sendelbach, Contractor. The meeting notice was noticed in the Buffalo County News and the full agenda posted per WI Statutes 19.84 on Thursday, November 14, 2024. MINUTES: A Motion by Supervisor Ron Kazmierczak was made to approve the Minutes as provided to board members in lieu of reading out loud. Supervisor Lee Engfer seconded the motion. Carried. Treasurer Barbara Brommer gave the Treasurer’s report and Investment Summary. Balance on hand as of tonight is $287,777.92 in the General Checking Account. Barb noted that the CAPX2020 CD was renewed on November 9, 2024 for 1 year at 4.50% at the Bank of Alma. Supervisor Kaz made a Motion to accept the Treasurer’s report as read. Supervisor Engfer seconded. Motion carried. Discussion held and Motion made by Supervisor Kaz to invest with Alliance Bank $200,000 in a new 6-month CD - 4.40% for 2025 Road Projects. Supervisor Engfer seconded. Barb will process on Thursday at Alliance Bank. Motion carried. The Clerk presented the bills for payment. A motion was made by Supervisor Engfer and seconded by Supervisor Kaz to pay the bills as presented. Motion carried. The Clerk noted that the 2024 LRIP project is now complete with final payment to Monarch Paving. All needed paperwork will be submitted to Mark Servi to finalize and the LRIP proceeds of $15,622.93 will be forthcoming from State DOT in 2025. Approve Line Item 2025 Budget: Supervisor Kaz made a Motion to approve with Supervisor Engfer seconding. Motion carried. New Road Maintenance Contract: Roger Sendelbach, Sendelbach Construction LLC, was present to discuss the new 3-yr contract (November 2024-Novmber 2027). Hourly rates for snowplowing, sanding and grading were proposed by Roger and Supervisor Engfer made a Motion to approve with Supervisor Kaz seconding. Motion carried. ROADS: Discussion held with Roger in regards to roadside brushing needed. He will brush this winter on Eagle Point, Rose Valley, Spring Lake Boat Landing and other areas as needed. Roger stated that no additional salt is needed to purchase this year. Roger also requested that he be notified of any drifted snow on bluff roads this winter to plow. Lee updated the Board on the Remonumentation work. Buffalo County has purchased new software to correct property lines within the Township. Prior Remonumentation errors with the Town of Waumandee have been resolved. The new Town of Belvidere Land Use Plan will start sometime in early 2025 when Buffalo County resolves some pending issues.
