Regular Board Meeting — Minutes

Town of Belvidere REGULAR MEETING April 16, 2024, 7:55 PM Cochrane VFW Post 10406 Chairman Ron Speltz called the Regular Town meeting to order following the adjourned Annual Meeting at 7:55 pm. All Board members present and six residents. The meeting notice was published in the Buffalo County News and the full agenda posted per WI Statutes 19.84 on Thursday, April 11, 2024. A Motion by Supervisor Ron Kazmierczak was made to approve the Minutes as provided to board members in lieu of reading out loud. Supervisor Lee Engfer seconded the motion. Carried. Treasurer Barbara Brommer gave the Treasurer’s report and Investment Summary. Balance on hand as of tonight is $187,073.94 in the General Checking Account. Ron Kaz made a Motion to accept the Treasurer’s report as read. Lee seconded. Carried. The Clerk presented the bills for payment. A motion was made by Lee and seconded by Ron Kaz to pay the bills as presented. Motion carried. NEW BUSINESS: Discussion held on amending the 2021 ATV/UTV Ordinance to open all town roads year-round from 5 am – 10 pm to concur with Buffalo County’s March amended Ordinance. Lee made a motion to proceed to amend Belvidere’s Ordinance per Buffalo County’s amended Ordinance. Ron Kaz seconded. Motion carried. Ordinance will be acted on at May 14th Regular Meeting per noticing. The Clerk summarized Dominion ICX electronic machine defective issues during April 2nd Spring Election. All four municipalities in Buffalo County experienced similar issues. These machines were updated with the December maintenance and new issues occurred now. Command Central is working on all now. The option to upgrade to the ICE Tabulator machine is not an option due to size and weight to transport for elections. ROADS: Sendelbach is planning to do spring grading next week since needed rain has recently fallen. With the mild winter and little frost all roads are in good conditions. The spring road inspection with Buffalo County is pending per Chairman Speltz. Bid work notice will be published this week for LRIP Foegen Road project and Seal Coating next week. Bid Opening for all will be at 7:00 PM May 14th Regular Meeting. Chairman Speltz has discussed with Scenic Landscape Services 2024 mowing work. Cost for 2024 work will remain the same as last year – Shed - $30 and Boat Landing - $60. Both bids include trimming. New this year is a prepay option to pay $500 prior to April 20th to receive $50 off first bill. The Board elected to prepay $500 towards 2024 services The next regular scheduled meeting will be Tuesday, May 14, 2024 at 7 pm. Virtual Open Book will be held Wednesday, May 8, 2024 from 9 am to 11 am by Assessor Eric Kleven. Call him with any assessment questions. Board of Review will be held on Wednesday, May 15, 2024 from 6 pm – 8 pm for any filed contested assessments at the Cochrane VFW Post 10406 At 8:30 pm Lee made a motion to adjourn with Ron Kaz seconding.
