Regular Board Meeting — Minutes

Town of Belvidere REGULAR MEETING October 10, 2023, 7:00 PM Cochrane VFW Post 10406 Chairman Ron Speltz called the meeting to order. All Board members present. The meeting notice was published in the Buffalo County News and the full agenda posted per WI Statutes 19.84 on October 6, 2023. A Motion by Supervisor Ron Kazmierczak was made to approve the Minutes as provided to board members in lieu of reading out loud. Supervisor Lee Engfer seconded the motion. Carried. Treasurer Barbara Brommer gave the Treasurer’s report and Investment Summary. Balance on hand as of tonight is $192,479.31 in the General Checking Account. Ron Kaz made a Motion to accept the Treasurer’s report as read. Lee seconded the Motion. Carried. Barb discussed CAPX2020 CD that is up for renewal on November 1st. The Clerk presented the bills for payment. A motion was made by Lee and seconded by Ron Kaz to pay the bills as presented. Motion carried. OLD & NEW BUSINESS: 1) Lee explained that the Town’s Land Use Planning with Briar Golden is on hold at this time. 2) LRIP Pilot Program – Applications for next year’s TRI will be submitted for Foegen Road hot mix & TRID & TRIS 50%/50% Grant Program to pulverize and repave Rose VALLEY DUGWAY is being worked on. Deadline is Oct 15th for Scooping assistance and Nov 15th for application submission. 3) BBC&M – The new contract is being revised for 2024. Changes are open hours on Tuesday (3-7pm) and Saturdays (8-1pm). Also new reporting requirements for Waste Transport. Ron Kaz made a motion for the Town to approve with Lee seconding. Motion carried. ROAD REPORT: Ron Speltz reported that Monarch is planning to repair the Foegen Railroad crossing yet this month; LaDuke driveway correction is pending; Reglin will be contacted to water & pack Seifert Hill gravel road before custom combining occurs by Bushman; Paul Duellman will be starting the fall mowing as soon as crops are harvested. Lee is also working on small patching issues on Blank Hill/Hickory Ln and Herman Railroad crossing before winter. The Board discussed the planned 2024 Budget Revenues and Expenditures items. Publication will occur on October 26th for the November 14th Hearing & Special MT. The next regular scheduled meeting will be Tuesday, NOVEMBER 14, 2023 following the 7 pm Budget Hearing and Special Meeting. The Board agreed to add to all future agendas – PUBLIC COMMENT limited to 3 minutes. October 16, 2023 at 7 PM is the next Quarterly WTA meeting at the Alma Courthouse.
