ROAD REPORT by CHAIRMAN SPELTZ: Scott Construction completed the Bid work for seal coating. Ron reported that the job turned out nice. Bid work for Rose Valley blacktopping – Ron reported that Mathy Construction completed for Monarch Construction. The project work completed is not acceptable and Ron has already met with Brian Goese (Monarch). One suggestion was to apply a 1.5 inch overlay next spring to correct the inferior rolling job. At this time the Town will not be paying any portion of the bill received. The blacktopping of Foegen Road by the railroad crossing and Herman Road patchwork has not been completed. Fall road grading has been completed by Sendelbach Construction (Bruce). BNSF Railroad crossings are in the process of being blacktopped/repaired by Schrupp Construction for all Township crossings. Ron is working on getting estimates for possible 2023 road work for budgeting purposes. Blacktopping of Schlawin Road might be a future TRIP project. Chairman Speltz has inspected the Krings & Kriesel Driveway permits and revoked the requirements for any culverts. This is due to no water runoff issues due to the sloop. Mississippi River Trail (MRT Bicycle Trail) commission has contacted Chairman Speltz requesting revision of the Town of Belvidere approved Resolution 2022-01 dated 3-8- 2022. They are requesting the Board approve their original trail route through Prairie Moon Road. Town of Milton also has recommended a different route than MRT proposed. The Board discussed and reaffirmed the original route stated in Resolution 2022-01 dated 3-8-2022 will remain as approved. BBC&M Recycling: No update – Village of Cochrane & Waste Transport land use agreement has not been completed. Lawyers are currently working on. Debbie updated the Board on the Dominion ICX Electronic (Touchscreen) Voting machine. Software issues with write-in votes have not been resolved with Dominion to date. Command Central has offered to purchase back the ICX machine for the original price and replace with the larger Tabulator machine at a cost of $6600. The Tabulator machine is too large and heavy for transporting to the voting location and is not a good fit due to being more costly to maintain and the voting supply costs. The Board reviewed the proposed projections for 2023 Budget Income and Expenses presented by Debbie. Noted was the change in 2022 projected Highway Expenses due to Monarch’s bid project payment being withheld at this time. The Proposed 2023 Budget will be published in the Buffalo County News on October 27, 2022 for the Hearing on Tuesday, November 15, 2022 at 7 pm. The next WTA meeting will be Monday, October 17th at the Alma Courthouse.
