was noticed in the Buffalo County News on April 7, 2022 and also posted.
Attending the meeting were all Board Members, 5 resident and 2 non-residents. Copies of 2021
Annual Meeting minutes, 2021 Financial Reports, Herold Cemetery Report, and 2022 3-YEAR
Road Plans reports were made available.
The Minutes from the 2021 Annual Meeting were presented in lieu of reading. Lonnie Ruff made
a motion to approve with David Danzinger seconded. Motion carried.
The 2021 Financial Report was presented in lieu of summarizing. Matt Biesterveld made a
Motion to approve and David Danzinger 2nd. Motion carried.
ASSOCIATION REPORTS:
SCENIC VALLEY EMERGENCY AMBULANCE SERVICE – Ron Olson reported that
SVEMS had 136 runs resulting in 93 transports. No charges for the 43 non-transports.
Collections were better last year. They have one individual who has abused calling 911.
SVEMS purchased a Power Load Device for $24,000 and have recruited more volunteers.
Presently recruits for EMT & EMR are being certified. They implemented on-call pay. Open
driver hours are currently up due to health and winter vacations. SVEMS held a July 4th
fundraiser and plans to continue with this fundraiser in 2022.
TRI-COMMUNITY FIRE DEPARTMENT – Fire Chief Matthew Biesterveld reported there
were 9 runs amounting to 31.75 hours. Boat landing drowning accounted for lots of hours. They
have 4 new members and total 30 members. They held 14 practices and 16 meetings. A 2005
INT water truck is being purchased from the Town of Cameron. Awaiting a new chassis–
hopefully arriving in 2023.
BBC&M RECYCLING/LANDFILL – Ron Kazmierczak reported that BBC&M is presently
working on a new contract with Waste Transport taking over all recycling. When this happens, a
new larger building will be constructed by Waste Transport. Present issues with the Village of
Cochrane have slowed down completing this as well as an issue with Buffalo County’s appraised
value on the old building. Lindstrom Equipment will purchase back the Skidsteer. BBC&M saw
more materials recycled last year resulting in a net profit of $22,089.
HEROLD CEMETERY – Curtis Noll, Treasurer, provided a written financial report for the
Cemetery. He requested $2,500 from the Town of Belvidere to operating next year. J&K Lawn
Service will be mowing this year for $100 per time, up from $90 each mowing. The Cemetery
has a net worth of $13,999.90. Lots sell for $300 for 4 burials. They also sell ½ lots for $150.
They are working to contact empty old lots purchased to consolidate the space available.
Lonnie Ruff made a motion to accept all reports into record with David Danzinger seconding.
Motion Carried.
David Danzinger made a motion to give the Township “AUTHORITY TO BORROW” for
emergency situations – no limit. Matt Biesterveld seconded the motion. Motion carried.
Matt Biesterveld made a motion to set the next ANNUAL MEETING for the 3rd Tuesday in
April 2023 (April 18, 2023). Brian Michaels seconded the motion. Motion carried.
Lee Engfer, Belvidere Supervisor, updated that the Remonumentation has been completed. Only
one corner post was out of order. GIS is presently updating all property lines online.
ARPA ($40,297.40) Grant funds were discussed. Planning to rebuild boat dock surface.
Broadband expansion won’t happen in Belvidere by CCT. Grant funds for Road improvements
are now allowed also. There are “BIL” Grant funds from the Federal Government available but
with engineering costs and state bidding requirements this program isn’t feasible for small towns.
Zoning Update: Director Michael Owecke recently passed away while on vacation. Discussion
held on new waste accumulation at Dasher sawmill land by McQuiston and on STH 35 site.
3-YR Road Plan: Ron Speltz stated Road Bids were opened on April 5th for 5 projects. Rose
Valley paving by Monarch Paving and 4 seal coating projects by Scott Construction were
awarded. Buffalo County will be repaving “CTH O” and a bridge replaced on “CTH OO”.
It was noted that Open Book will be “VIRTUAL” on May 11th – 1 pm to 3 pm with Assessor
Eric Kleven by phone or by appointment and in-person BOARD OF REVIEW will be MAY 18,
2022 - 6:00 pm to 8:00 pm at Cochrane VFW.
At 7:34 pm, Matt Biesterveld made a motion to close the Annual Meeting with Lonnie Ruff
seconding the motion. Meeting adjourned.
Respectfully submitted,
