Finance & Administration Committee Meeting — Minutes

FINANCE & ADMINISTRATION COMMITTEE MEETING April 29, 2026 – 4:00 PM Council Chambers, 42 N. Main Street Minutes prepared by: Barb Schmidtknecht The meeting was called to order at 3:00 pm by Barb Schmidtknecht. Roll call: Scott Feraro, Stephen Qualy, Barb Schmidtknecht all present. Others present: Mayor Ben Adank, Marcia Larson, Michele Klein. The Pledge of Allegiance was recited. Motion Stephen, second Scott to approve the March 25, 2026, open and closed minutes of the Police, Personnel, Health & Safety Committee meeting. Motion carried and minutes were approved. Motion Stephen, second Scott to approve the March 31, 2026, minutes of the Finance Committee meeting. Motion carried and minutes were approved. Discussion of law enforcement services will continue when we have a clearer picture of 2026 budget savings. The audit has not been finalized. Committee members agreed to shift funds from the Waumandee State Bank money market account into IntraFi to optimize interest earnings. We will retain $50,000 in the money market account. It was agreed to advertise the City Administrator-Treasurer position in Buffalo County News, Winona Post, Indeed, League of WI Municipalities, La Crosse Tribune, and Eau Claire Leader Telegram. Scott provided an overview of interview processes and will handle initial screening via phone or zoom. The committee reviewed public works and utility’s structure options. Review and consideration will continue. Scott provided drafts of performance review documents: check-in process, SMART goals overview, check-in template, and year-end evaluation template. Review will continue. Public works employee salary review was postponed. Motion to adjourn by Stephen, second Scott. Motion carried and the meeting adjourned at 5:09 pm.
