Municipal Building Minutes 01/08/2026

Jan. 8, 2026 City of Alma Municipal Building Committee 1:00 p.m. Chairperson Larry Grisen called the meeting to order with the following members present: Richard Champeny, David Earney, Clerk-Treasurer Sharaya Reed & Linda Torgerson, and Deputy Clerk Michaela Handke. Also present: Breanna Guntner and William Link from the architect firm of Lien and Peterson, Tom Brakke and Ben Schams, Orlyn Hoksch, Matt Schuebel from Brack Thermal Systems for asbestos removal, and Dean Sonsalla and Jim Huffman of Riverland Energy. There were no citizen comments. The professional guests were introduced. The DSPS Conditional Approved Letter for new City Hall was looked at. Still waiting for final approval from the State. Presentation and discussion of draft plans for Phase 1. Asbestos to begin in February and then bids go out for roof to be redone. Breanna explained that the state came back with requiring a revision of the plans to include an extra 2” of roof insulation. This will bring up the cost of the new roof. Discussed roofer options. The renovation budget was discussed. Need to figure out what the borrowing max would be. A loan drawn down at the bank would be used to cover the expenses. The timeline for the construction would be asbestos removal first, roof replacement second, and then getting bids out for construction third. Motion by Grisen seconded by Earney to adjourn. All members voting yes.
