HAZARD ANALYSIS (See appendices and attachments for more information) A. County Profile Buffalo County encompasses 734.2 square miles in the West Central region of Wisconsin. There are five significant flowing bodies of water in the County: 1. Mississippi River 2. Trempealeau River 3. Buffalo River 4. Chippewa River 5. Waumandee Creek Approximately 44% of the County is agricultural; 36% is industrial, government, and urban and 20% is educational. There are approximately 13,302 (2021) residents in Buffalo County. Population centers are widely dispersed throughout the County (See Figure 2). Approximately 45% of the population is urban residents and 55% are rural. There are over 5,751 households in the County. The median household income for the County is approximately $58,364, based on the 2020 Census. The County contains eight State highways: 10, 25, 35, 37, 54, 88, 95 and 121 totaling 150 miles of road, 318 miles of County roads, and 570 miles of local roads, totaling 1,038 miles of road network. There is one privately owned airport located in the Town of Maxville. It has one unlighted runway. Agriculture historically is the principal employer but has decreased over the years and is third to manufacturing and private sector services. There are approximately 1600 active farms in the County. The County has no hospitals but has two medical clinics—Mayo Clinic Health System- Oakridge in the City of Mondovi and the Alma Community Clinic, an Ascension Medical Group facility in the City of Alma. B. Facilities subject to emergency planning: See Attachment II. C. Tier II Facilities See Attachment III. D. Map identifying location of highways, railways, waterways, airlines, pipelines See Figures 4 through 7. WISCONSIN EMERGENCY MANAGEMENT/SERC § 323.60-61 WI Stats PO BOX 7865 § 323.61 (2m) WI Stats MADISON WI 53707-7865 DMA FORM 1013a (R3/02) BUFFALO COUNTY COUNTY-WIDE PLAN/STRATEGIC PLAN F-1-5 January 2026 E. List of most common EHSs at fixed facilities in the County: CAS # Chemical Name Max Amt. present at any one facility: 1. 7782-50-5 Chlorine 300 lbs. (Mondovi Wells and WWTF) 2. 7664-93-9 Sulfuric Acid 7945 lbs. (Dairyland Power COOP/JPM, Tractor Central, SPF North America) See off-site facility plan for more comprehensive EHS chemical/facility/response information and vulnerability zone maps. F. List of most common EHS and Tier II chemicals transported through the county 1. There are approximately 6 EHSs located in fixed facilities through Buffalo County. These substances range in quantity from 25-73,600 pounds per facility site (See Subsection D of this hazard analysis for facilities, EHSs and amounts). Transportation of EHS and hazardous materials in and through the county occur over any local, state, or federal highway for which weight limits are met. Placard 1276-Crude, light (Bakken Grade) is the most prevent. G. Risk of hazardous materials substance release and response to hazmat incident ( §323.61 compliance) 1. Risks of hazardous substance releases in Buffalo County [§323.61(2m)(a)] The county [all-hazards plan] and a hazardous materials commodity flow study (CFS) completed in 2013 identifies both fixed facility and transportation related hazardous substance exposures. Buffalo County has four (4) facilities that require off-site plans to be submitted, with chlorine and Sulfuric Acid as the EHS chemicals involved. The CFS identified gasoline, propane and anhydrous ammonia as the primary hazardous substances observed being transported on the State and Local highway systems throughout the County. 2. Existing capability for emergency response to hazardous substances release [§323.61(2m)(a)] Buffalo County is currently served by six (6) fire departments that provide ‘First Due’ engine company response at a Type IV response level. The County cooperates with local first response agencies to provide ‘Operations Level’ hazmat responder response training to comply with Federal and State requirements. 3. Needs related to emergency response to hazardous substance release [§323.61(2m)(c)] Initial and refresher ‘Operations Level’ hazardous materials response training is required to respond to a hazardous materials incident. The exception to this is for law enforcement and EMS personnel, who are expected to maintain the ‘Awareness Level’ training, which trains them in situational awareness to recognize an incident involving a hazardous substance, and to notify the County for the need for a hazardous materials response. It is also recommended to train public works and highway department personnel to the Awareness or Operations level, as they can be mobile withi n the County and either come across a hazardous substance release or participate in defensive measures associated with dealing with a hazardous substance release. WISCONSIN EMERGENCY MANAGEMENT/SERC § 323.60-61 WI Stats PO BOX 7865 § 323.61 (2m) WI Stats MADISON WI 53707-7865 DMA FORM 1013a (R3/02) BUFFALO COUNTY COUNTY-WIDE PLAN/STRATEGIC PLAN F-1-6 January 2026 While an Awareness trained individual can attempt basic identification of the material(s) involved, the training does not allow for any defensive or offensive actions on-scene of a hazardous substance release. They may assist in evacuation procedures if it is safe to do so. Operations Level hazmat personnel can take defensive actions to protect the scene and limit the exposure to the environment to the released hazardous substance. Basic resources are required to accomplish appropriate defensive measures. These resources may include, but not be limited to, access to sand or other diking material, absorbent materials, containment booms, plastic (to block entry of material to storm sewer lines), and any needed heavy equipment to accomplish these defensive/containment measures. 4. Process to maintain or increase the capability for emergency response to hazardous substance releases [§323.61(2m)(d)] Buffalo County will support both Awareness and Operations level refreshers on an annual basis through grant applications to pay for the training. If local fire departments request technician level training, the County will also support those efforts through grant applications and work with regional training agencies to accomplish the training. 5. Identification of local emergency response team for level B response [§323.61(2m)(e)] Counties with local emergency response teams closest to Buffalo County that are capable of a level B response have been identified by Wisconsin Emergency Management (WEM) as Dunn (City of Menomonie), Eau Claire (City of Eau Claire), and La Crosse (City of La Crosse). 6. Procedures to access a local emergency response team [§323.61(2m)(f)] In the event a sustained release of a hazardous substance that directly threatens the health and welfare of the citizens of any location within Buffalo County occurs, and that offensive actions are required to stop the release of the hazardous substance, then a local emergency response team will be contacted by Incident Command and appraised of the situation, including the chemical(s) involved. The local emergency response team will determine if the WEM Duty Officer needs to be contacted to authorize the team’s dispatch to the incident. The County will take into consideration the local emergency response team’s recommendations for dealing with the incident, including any recommendations for a local response that does not meet WEM’s criteria for Regional Team response. IV. NOTIFICATION A. Methods for Determining That a Release Has Occurred 1. If an organization does not have a spill control or HAZMAT officer/manager who is familiar with DNR spill reporting procedures, or if a spill is immediately hazardous to life safety or the environment, or they are a private citizen then Buffalo County Dispatch maybe notified first. VI. GENERAL INFORMATION/ASSUMPTIONS The vulnerability zones set forth in this Plan are based on the EPA Technical Guidance for Hazard Analysis. The zones are based on a credible worst-case scenario and identify the potential area for impact should an air-borne release of a single chemical occur. The vulnerability zones and NOT intended to be used as a guide in population protection in fire -related incidents. Fire incidents were considered in the development of this plan and the plan provides basic information about the facility for first responders to employ. However, in an actual fire situation at this facility, the Incident Commander is strongly recommended to reference the fire department’s own individual agency pre-emergency plans as well as the County’s Emergency Operations Plan – Annex K: Fire and Rescue, as they may relate to this facility when making any decisions at an incident involving fire. Further, fire departments that would respond to an incident at this facility are strongly encouraged to meet with facility representatives to determine ways to minimize an event at the facility and to determine what additional information and factors should be taken into consideration in the event of a fire, should one occur. The field incident commander shall determine the actual response to an incident and the affected area may vary from the planning vulnerability zones identified in this Plan. Depending on wind speed and direction, the amount of material released and other pertinent factors, the ACTUAL vulnerability zone may be smaller, and in some instances, larger, than the credible worst case vulnerability zone identified herein. The vulnerability zones in this Plan are computed using Levels of Concern from the solid form of the chemical. EHS’s with vulnerability zones are solids in solution. The vulnerability zones identified in this Plan are for general PLANNING PURPOSES. Discretion should be used by incident command because of the volume of substances stored at this facility. 5 VII. The hazard analysis as outlined in the EPA’s Technical Guidance for Hazard Analysis” identified Battery Acid as the major chemical hazard present at the facility. The volume of substances stored at the facility is small and contained within a building. The facility is located on the East side of Cochrane, on the West side of HWY 35. The <.01-mile vulnerability zone does extend off of the property and would affect approximately 41 residences. Should evacuation be necessary, residents of Cochrane would be notified by public address system and Tri Community Fire Department and Law Enforcement; however, this would not be likely due to the size and containment. The determination to shelter in place or evacuate will be made by the on-scene commander. Additional information on population protection can be found in the Buffalo County EOP and in the Buffalo County Emergency Operations Plan (EOP) Annex E, X. SPECIAL CONSIDERATIONS If a spill occurs, which is not confined to the building, DNR Spill hotline will be contacted immediately. The area has a relatively low water table and seasonal saturation of the surrounding soils is prevalent.
