Shaped Public Health | Global
Health NOW
Once common in homes, train stations, saloons, and even Congress, were
used for spitting—mainly by men chewing tobacco. Typically made of brass or
porcelain, they served as a place to discard saliva and phlegm.
By the late 19th century, concerns grew during a global tuberculosis outbreak,
as scientists realized spittoons could spread disease—especially when people
missed them. Public health efforts followed: spittoons were removed from
some public spaces, anti-spitting campaigns emerged, and laws were passed in
parts of the U.S. banning spitting. By the mid-20th century, spittoons had
largely disappeared from public use.

Placements/ Services:
As of May 28, 2026 we have 5 children in various types of out-of-home placements. Of
the 5 children, one is in high cost placements.
The category of ”parent placement” was added in 2021. This includes children that are

CHIPS action. These were previosuly reported under unpaid relative. This change was
made to more accurately reflect data.
