She has played a critical role in keeping the department running smoothly- from making sure the copiers are stocked with ink, to maintaining our fleet of vehicles, delivering exceptional customer service and so much more. Mary has been the driving force behind the scenes, preparing, organizing, and distributing Home Committee material with consistency and care. And we can’t forget the countless hours Mary has spent listening to meeting recordings to prepare accurate, detailed minutes. Mary’s contributions have been invaluable, and she will be dearly missed. 6. Went well. • There is a new grant initiative named Lead in Water. It is a one-time grant funding to sample registered childcare facilities in Buffalo County for lead in their water systems. If lead is detected, abatement services are available to facilities at no cost. (grant timeline:10/1/25 – 09/30/26) • 140 Review completed for 5-year cycle, as required by statute • Community Outreach: PH Nurse went to Ruby’s pantry to discuss reproductive services. Attended a school board meeting at Anthony Acres school to promote youth-based services and resources from Public Health • Attended the Wisconsin Environmental Health Conference. • Upcoming in 2026 will be the Regional Preparedness Exercise: Sizzling Summer. Dwight Ruff inquired about Human Health Hazards and asked about protocols. Ms. Weaver explained how we have ordinances in place, and every situation is different. After an assessment of a reported hazard, Ms. Weaver tries to work with the municipality to come up with a solution. 12. REVIEW/DISCUSSION/ACTION – AGENT OF STATE ORDINANCE REVISIONS Ms. Weaver brought the Agent of the State Ordinance to the Committee for a few small changes. Added wording for enforcement that is requested by the State and added extra language for information on appeals. A motion was made by Dwight Ruff and seconded by Kim Beseler to approve the Agent of the State Ordinance pending Mr. Engfer input on whether or not the ordinance will need to be brought back to the County Board for approval, or if approval by the DHHS Committee is sufficient. Motion approved. DHHS/Veterans 12-04-2025 13. REVIEW/DISCUSSION/ACTION – AGENT OF THE STATE FEE CHANGE PROPOSAL Ms. Weaver presented the proposal of Agent of the State fees that would go into effect in 2026. Ms. Weaver explained that the State of WI is greatly increasing their rates for lodging inspections. Currently, the State requires 13% compensation on inspection revenue. The State will increase this to 14% in 2026, and to 15% in 2027. Starting next year, the compensation rates will be based off of the State of WI rates, not Buffalo County’s rates like that have been. Ms. Weaver is proposing to only increase Buffalo County’s rates by half of the amount the State is increasing their rates by. Per the State of WI, this is not meant to be a “money making” program. The State wants the rates just high enough to cover all expenses. Since the State allows Counties to choose their own rates, Ms. Weaver would prefer a smaller increase than a larger increase. Dwight Ruff agreed with Ms. Weaver stating that the small proposed increase in fees is reasonable instead of large increases. Steve Nelson made a motion to accept the new rates, seconded by Dwight Ruff. All in favor, motion carried. 14. REVIEW/DISCUSSION/ACTION – 85.21 SPECIALIZED TRANSPORTATION GRANT FOR 2026 Angie Schlosser from Pepin County was going to attend virtually to present this to the Committee, but due to computer issues, Zoom was not available. Misty Rustad instead presented. Ms. Rustad stated that this is a grant that we apply for and receive every year for $79.889 (with a 20% County match which is budgeted). It is a grant to provide financial assistance to counties to provide transportation services to seniors and individuals with disabilities. Ms. Schlosser needs approval by the Committee in order to apply for this grant. This is something that occurs every year at this time. A motion was made by Kim Beseler and seconded by Liz Hoffmaster to approve Ms. Schlosser to move forward in processing the application. All in favor, motion carried. 15. REVIEW/DISCUSSION/ACTION – CHILD SUPPORT SPECIALIST JOB DESCRIPTION Carri Renchin worked with Ana Rolbiecki (Human Resources Manager) and the Child Support Coordinator to streamline and make more the wording succinct. Not intending to change duties at this time. Looking for approval on the updated job description. A motion was made by Liz Hoffmaster and seconded by Wendy Kleinschmidt to approve the updated job description. All in favor, motion carried. 16. REVIEW/DISCUSSION/ACTION – DHHS SUPPORT SPECIALIST BACKFILL AS A CHILD SUPPORT SPECIALIST Carri Renchin is requesting to refill the position that Ms. Hildebrand is vacating due to her retirement as a Child Support Specialist. Currently the position is .80 FTE Child Support and .20 Support Staff. Duties of the position will align with the child support specialist job description, expanding upon what the current position completes, including supporting the child support workload to include establishment and enforcement efforts. The request was approved by Human Resources on Wednesday November 19, 2025. We presented to HR first due to timing of meetings in effort to proceed with refilling the vacancy as timely as possible. A motion was made by Kim Beseler and seconded by Dwight Ruff to approve to fill this position. All in favor, motion carried. 17. REVIEW/DISCUSSION/ACTION – DHHS FINANCIAL UPDATE Ms. Rustad presented the financial updates through October 2025 for review. She also presented the final numbers for 2024. For 2024, DHHS was over budget by $58,895.73. This amount will come out of the Undesignated Fund Balance. Ms. Rustad explained how this fund balance worked. In the beginning of 2025, this balance was $896,603.79, of which $600,000 of this was earmarked to balance the 2026 budget. As of 12/04/25, DHHS/Veterans 12-04-2025 $334,326.34 of this $600,000 has been used. Ms. Rustad is hoping that there will be about $200,000 left in this balance at the end of 2025. However, that mainly depends on client placements 18. REVIEW/DISCUSSION/ACTION – DHHS MONTHLY VOUCHERS A motion was made by Dwight Ruff and seconded by Carol McDonough to approve the September/October monthly vouchers as presented. A roll call vote was taken. Motion approved. 19. REVIEW/DISCUSSION/ACTION – MONTHLY UNIT REPORTS The monthly unit reports were available for review and discussion. 20. Approx. 1,000 recipients a month receive benefits, which ends up being approximately $135,000 each month. • WHEAP/ Energy Assistance: The federal funds were delayed; therefore, qualifying households have not yet received heating benefits for the 2025-2026 heating season. Pictures can be found on DHHS’s Facebook page. It received positive media attention from this post with several news stations sharing it. 4. Governor Evers: On November 19 th, Governor Evers joined Matt Bertelson, Nutrition Program Coordinator, in delivering home delivered meals in the Mondovi community. 21. REVIEW/DISCUSSION/ACTION – WESTERN DAIRYLAND COMMUNITY ACTION Dwight Ruff shared that the Day Center open house fundraising is going well. They were expecting to have to take out a $3.5 million loan, but with the open house, many more donations have come in. 22. Wisconsin Wins (WI Wins) • WI Wins is the program that the state of Wisconsin uses to conduct the Synar survey compliance checks. • The Wisconsin Department of Health Services contracts with local partners(Buffalo County Public Health being one) to conduct compliance checks, retailer education, media outreach, and community education. WI Wins Compliance Checks • Unannounced attempts by youth to purchase tobacco/nicotine/vape products at retailers that sell those products. • The state determines the number of checks that are required per county each year. Buffalo County was required to perform 16 checks in 2024 and 17 checks in 2025. • Teams include: two youth inspectors (aged 16-17) and an adult supervisor (Public Health Educator). Results • 2024- 3 of 16 retailers sold to underage youth for a RVR of 19% • 2025- 1 of 17 retailers sold to underage youth for a RVR of 6% • The Wisconsin Synar report comes out around April for the previous year. • The Synar results for Wisconsin for 2023 showed a 13.6% RVR and in 2024 showed a 11.8% RVR. The 2001 Synar results for Wisconsin showed a 33.7% RVR before WI Wins was put into place as a program in 2003. After the Checks • All retailers are mailed a follow-up letter after a compliance check. The letter either congratulates and thanks them for not selling tobacco to underage youth or informs them that a sale occurred and reminds them of the law and potential consequences for violations. • Retailers that sold are also referred to free training and resources (provided by WI Wins), so employees understand tobacco sales laws and how to comply. Questions? PUBLIC HEALTH REPORT Reporting Period: November 1st – December 31st, 2025 Listerine is a great lesson in public health branding. A St. Louis chemist named Joseph Lawrence invented Listerine. The alcohol-based formula was sold as a surgical antiseptic as well as a treatment for cleaning cuts, scrapes, and other wounds. It was also marketed to dentists for oral care. Later,it was pitched as a floor cleaner and a cure for gonorrhea. But it wasn’t until the Listerine marketing team turned an old Latin word for bad breath — halitosis — into an embarrassing medical condition that Listerine became the blockbuster it is today.
