Members Absent: None.
Other Attendees: Nicole Hager, Courtney Graff, Mike Bub, Rachael Judnic, Suzanne Stanfley,
Sarah Holtz, Jaymi Kohn, Brian Wilson-Star News and Andria Farrand.

Approve the minutes of the May 29, 2026 Executive Committee meeting and the August
10, 2026 Joint Executive and Broadband Committee meeting: Motion by Zenner, seconded
by Mildbrand, to approve the minutes. Motion carried.
The committee moved agenda item 13 to the beginning of the agenda.
Impact of homeless people at Taylor House on Taylor County expenses: Bub requested that
a county committee review the policy of Taylor House accepting individuals from across the
country. When the shelter was initially proposed and approved, the intent was for it to primarily
serve residents of Taylor County. However, because the facility now receives federal grant
funding, it is required to accept individuals regardless of their geographic origin, which has
expanded its service area beyond the county. It was decided this could be addressed through
the Executive Committee. Farrand will coordinate a meeting.
Corporation Counsel budget: Courtney Graff was present and stated there would be no
changes to her contract. Motion by Zenner, seconded by Mildbrand , to approve the
Corporation Counsel contract for 2027 as submitted. Motion carried.
Treasurer’s budget: Sarah Holtz presented her 2027 budget, noting a proposed increase of
$574 to cover a software upgrade. She also requested that the LTE position she has been
utilizing be added as a permanent line item in her budget, rather than requiring annual
approval. For reference, the cost of the LTE position this year was $1,207.02 for a three -week
period, covering the last two weeks of July and the first week of August. Hager suggested it be
added as a temp salaries line item. Motion by Zenner, seconded by Metz, to approve the
Treasurer’s budget with the addition of the temp salaries line item. Motion carried.
Register of Deed’s budget: Jaymi Kohn presented her 2027 budget, stating that her part time
person will now be 60% in her office and 40% in the Health Department, so there is an increase
to her budget, but will be offset for the county by the decrease in the Health Department
budget. Her statutory carryover is at $129,978.00 and $31,800 will be applied to the annual
software fees and $10,000 will be applied to salaries. Motion by Mildbrand, seconded by Zenner,
to approve the Register of Deeds budget as presented. Motion carried.
Child Support budget: Rachael Judnic presented the 2027 Child Support budget , stating the
levy amount decreased from last year. The 2026 levy amount was $ 61,751.00 and proposed for
2027 is $34,774.00. Motion by Mildbrand, seconded by Zenner, to approve the Child Support
budget as submitted. Motion carried.
County Clerk’s budgets: Farrand presented the following budgets:
• County Board - no increase.
• County Clerk- proposed an increase to the Conference/meeting expense budget line so
that Farrand can have Chief Deputy Clerk Kayda Fechhelm attend the summer County
Clerk’s conference with her, as well as the Wisconsin Elections Commission conference in
fall. The overall budget reflects an increase of $11,147.00, primarily due to a 15%
increase in health insurance based on preliminary figures.
• Elections- with only one or two elections in 2027, the ballots line was reduced from
30,000 to 15,000. If we do not need to have the February primary, this line will be further
reduced. In addition, the legal notices and publications line is decreased due to fewer
elections. The overall budget reflects a decrease of $10,587.00.
• Tourism – the only proposed change was to the miscellaneous line, with the addition of
$100.00 to cover gas for the parades that the Chamber participates in on behalf of
Tourism.
• Dog License Trust Fund- the only proposed change was to the dog impoundment fees
due to the 2.5% annual increase in the Taylor County Humane Society contract.
Motion by Zenner, seconded by Mildbrand to approve all budgets as submitted. Motion
carried.
Resolution in memoriam of Allen R. Williams: Farrand presented the in memoriam resolution
for Al Williams who passed away last month and was a county board supervisor from 1980-1984.
Motion by Zenner, seconded by Mildbrand, to approve the resolution. Motion carried. The
resolution will be read at the October 28th County Board meeting and presented to his family.
Resolution amending the County Supervisory District map for Supervisory Districts 2 and
5 to reflect annexation by the City of Medford: Farrand presented the resolution which
resulted from an annexation by the City of Medford. There are no electors residing in the
annexed property. Motion by Mildbrand, seconded by Zenner, to approve the resolution and
pass onto the county board for approval. Motion carried.
