R E S O L U T I O N N O.: 7—2023-24 TO THE HONORABLE, THE OUTAGAMIE COUNTY BOARD OF SUPERVISORS LADIES AND GENTLEMEN: 2/3 MAJORITY – 24 VOTES The Wisconsin Public Service Commission Broadband Office has awarded New 1 North, Inc. a Broadband, Equity, Access and Deployment (BEAD) Local Planning 2 Grant. New North, Inc. has formed the New North Broadband Alliance to work in 3 partnership with counties within New North Inc.’s region, including Outagamie 4 County, to coordinate and align planning activities across the region. Per the terms 5 of the attached Memorandum of Understanding (MOU) between Outagamie 6 County and New North Inc., Outagamie County would receive up to $10,000 to 7 help compensate for county staff time needed to conduct county responsibilities as 8 outlined in Section 3 of the MOU. Affordable, reliable, high-speed broadband 9 service was identified as one of the key investment targets as part of the county’s 10 American Rescue Plan Act (ARPA) implementation and this planning effort will 11 assist in that endeavor. Since the staff time is already budgeted and no additional 12 hours are needed, the budget entry will be to accept the additional funding and 13 reduce the fund balance applied line item. 14 15 NOW THEREFORE, the undersigned members of the Finance Committee recommend 16 adoption of the following resolution. 17 BE IT RESOLVED, that the Outagamie County Board of Supervisors does authorize and 18 approve of entering into the attached Memorandum of Understanding (MOU), which by reference 19 is made a part hereof, with New North, Inc. to provide support for the Public Service Commission 20 (PSC) Broadband, Equity, Access and Deployment (BEAD) Local Planning Grant project, and 21 BE IT FURTHER RESOLVED, that the Outagamie County Board of Supervisors does 22 authorize and approve of the Development and Land Services Office to accept and expend $10,000 23 in BEAD Local Planning Grant funding to help compensate for county staff time needed to conduct 24 responsibilities related to implementation of affordable, reliable, high-speed broadband service, 25 and 26 27 28 29 Resolution No. 7—2023-24 Page 2 1 BE IT STILL FURTHER RESOLVED, that the Outagamie County Board of Supervisors 2 does authorize and approve of increasing the Development and Land Services, Miscellaneous line 3 item by $10,000 and decreasing the General Fund Surplus, Fund Balance Applied line item by 4 $10,000, as detailed in the attached fiscal note, which by reference is made a part hereof, and 5 BE IT FINALLY RESOLVED, that the Outagamie County Clerk be directed to forward a 6 copy of this resolution to the Outagamie County Finance Director and the Outagamie County 7 Development and Land Services Director. 8 Dated this day of April, 2023 9 Respectfully Submitted, 10 11 FINANCE COMMITTEE 12 13 14 15 Nadine Miller Chris Croatt 16 17 18 19 John Cuff Karen Lawrence 20 21 22 23 Steve Thiede 24 25 26 Duly and officially adopted by the County Board on: _______________________ 27 28 29 Signed: 30 Board Chairperson County Clerk 31 32 33 Approved: Vetoed: 34 35 36 Signed: 37 County Executive Resolution No. 7—2023-24 Page 3 Resolution No. 7—2023-24 Page 4 Resolution No. 7—2023-24 Page 5 Resolution No. 7—2023-24 Page 6
