Director’s Report: Director Stanfley reported that there were no updates to the Remote Work
Log. She also noted that no Community Outreach Events were held in February, though the
department anticipates a busy schedule in the coming months as several events are planned.
Peggy Kellnhofer, Economic Support Coordinator, shared that the Management Evaluation
Review (MER) is expected to take place soon. She emphasized that the unit is closely monitoring
its error rates, working to keep them below six percent in order to maintain funding levels and
prevent potential funding complications. Kala Thompson, Child and Family Services Coordinator,
reported that the unit has been very busy. She noted that ongoing technology issues have
prevented her from accessing unit number reports, and she is currently working with IT to
resolve the problem. The intern, Katie Erickson, has resigned from the Youth Diversion position
following her graduation from the Social Work program and has accepted a role outside of
Human Services. The Youth Justice Diversion position has already been filled, and the new staff
member has completed county orientation and is prepared to assume responsibility for
planning the next group without interruption. A dditionally, the casual home‑visit case worker
has resigned from her position. Recruitment efforts for that vacancy will begin promptly. Jasmin
Skerven, Clinical Services Coordinator, shared that there is a large wait list for mental health
counseling within Human Services as well as other counseling agencies in the community. Jen
Meyer, Protective Services Unit Coordinator, reported that Adult Protective Services cases have
increased, with many involving complex circumstances. She noted that establishing a Power of
Attorney for loved ones can prevent unnecessary departmental involvement by ensuring that
decision‑making authority is clearly designated in advance. Taylor Reinhardt, Community
Services Unit Coordinator, reported that the CCS Services Facilitator position has been filled by
Ashley Vaughn and the CCS/CLTS Case Manager position is still vacant and they will be
interviewing four applicants in the next few weeks. Mr. Reinhardt stated that the MetaStar
Review went well, with 97.2% compliance for CLTS and 100% compliance for Birth to Three.
Rhonda Rudolph, Fiscal Manager, shared that they have completed stat e reporting. The Social
Committee will host a March Madness Potluck on March 24, 2026.

2025 On -Call Report and Crisis Year Overview -On-Call Social Worker Don Everhard and
Protective Services Coordinator Jen Meyer: Don Everhard reported that in 2025 he received a
total of 132 after‑hours calls. Of those, 114 individuals were successfully diverted, while 18
required detention due to presenting a danger to themselves or others. Everhard noted that the
total number of c alls for 2025 was slightly lower than in previous years and attributed this
decrease to the strong work of daytime staff and the services provided throughout the
department. Everhard also stated that, with the operation of the homeless shelter, referrals and
associated costs for out ‑of‑county residents have increased. Director Stanfley suggested that it
may be advantageous for the County to consider funding the federal grant portion of the
homeless shelter so that the facility would be required to serve only Taylor County residents.
Scott Mildbrand requested data on the number and cost of individuals who come to the
homeless shelter and subsequently experience a crisis requiring hospitalization, so that the
discussion can continue in reference to funding a portion of the homeless shel ter to reduce the
cost of out-of-county residents and continuing to provide valuable services to Taylor County
residents.
The Protective Services Coordinator shared that overall referral volume increased. The
department received a total of 400 crisis ‑related referrals, resulting in 48 detentions. Jen also
noted a rise in youth under the age of 20, with an increase of 34 individuals compared to prior
years.
Meyer reported that there were 117 Adult Protective Services referrals in 2025, representing an
increase of 29 individuals. Everhard and Meyer both emphasized the importance of establishing
Powers of Attorney (POAs) for aging parents, noting that doing so can prevent unnecessary
county involvement in a loved one’s care and ensure decisions are made according to the
individual’s wishes.

Events held in January. Director Stanfley indicated that the departm ent is working on

Jen Meyer, Protective Services Unit Coordinator, reported that operations remain steady. She
noted a lengthy mental health waitlist and shared that consumers continue to stru ggle to find
available providers. Meyer also reported that the department’s AODA Counselor is managing
referrals effectively and that there is currently no waitlist for AODA services.
Taylor Reinhardt, Community Services Unit Coordinator, reported that the department extended
an offer for one of the vacant CCS positions, and the offer was accepted. The second CCS
position remains pending reference and background checks. Reinhardt also shared that at the
most recent CCS Executive Committee meeting, he offered to provide information on CCS
contracted amounts. Sawyer and Price Counties declined, stating that because they have a
County Executive, their committees only oversee policies. Reinhardt noted that he could break
out county percentages if needed. Rhonda Rudolph, Fiscal Manager, indicated that she could
provide CCS expenses by contracted provider per county through WIMCR, which the committee
agreed would be beneficial. Michael Bub requested that Taylor County’s projected utilization of
the contract allocation be contained on 2027 CCS contracts.
