Holtz stated a town treasurer who helped in the past is willing to do it. The pay would be $18 per hour. Motion by Hanson to approve hiring an LTE for the timeframe as requested; Seconded by Mildbrand. Motion carried. Discuss changes to Land Information Office: Dums gave a brief summary of the suggested changes for the department due to her resigning. No action was taken at this time. Direction was given for HR to draft a revision to this part of the handbook and present it at the next meeting. Request from Human Services to track exempt employees’ actual hours worked by program code to meet program reporting requirements: Stanfley requested a tracking system in ESS similar to the comp time entry for their programs. Stan fley stated they are 100% time recording and need this for their auditors. Hager stated they are working with Human Services to come up with a process that meets auditors’ requirements but doesn’t look like comp time. No action was taken at this time. Request employee act ivities to celebrate America’s 250 th anniversary: Hager suggested a two (2) week period at the end of June into early July for Taylor County employees to celebrate the nation’s 250 th anniversary. She is in the process of getting a planning group together. A couple of suggestions are a few dress up days with red, white and blue colors, a dunk tank, and a slow -down day (either July 8 th or 9 th) for employees to attend a picnic at the courthouse. Hager will have more information at the next meeting. Committe e agreed with the request. No formal action was taken. Administrative Coordinator/Human Resource Manager Report: Hager gave a brief update: • Hager stated there has been some difficulty in recruitment for our Registered Nurse position in the Health Dept. It has been offered as both RN and LPN with very little interest. The Health Board has approved setting the starting wage at the control point. Currently we have a scheduled interview. There was discussion regarding the need for the position and classification if the majority of the work is nail care. • Hager asked Cottingham & Butler for an explanation between a base pay vs percentage increase for consideration during budget discussions. It was stated that a base pay increase is usually used to address one -time equity responses or during budget - constrained years. It is not recommended year after year as it creates compression between grades and doesn’t solve long-term market gaps at higher grades. • Rosemeyer asked if a regular meeting schedule could be made and suggested the 2 nd Thursday of each month at 11am. Committee agreed. The schedule will be sent with the draft minutes. Adjournment: Motion by Hansen to adjourn; Seconded by Thums. Motion carried. Discuss changes to Medsurety contract – legacy HRA dollars: Hager stated she is working with USI to review the current Medsurety contract regarding the definition of a retiree. Currently, any former employee is considered a retiree. Hager would prefer the definition to match WRS standards, 50 yrs old for protected and 55 for general employees. Nothing will change for 2026 but for future years. Also , the goal would be to have only one (1) vendor for the HRA money instead of the current two (2). Motion by Mildbrand to work with USI to develop the definition of retiree; Seconded by Rosemeyer. Motion carried. Consider Airport Coordinator change from casual to permanent: Hager stated the request to move the Airport Coordinator to a permanent status with 35 hrs/week has been approved by both the Airport and Finance Committees. He is currently working more hours and the part - time employees have reduced their hours. In 2024, Cottingham & Butler classified the position at Grade I, but it did not go on the compensation plan due to the former Coordinator stating it could be a causal position. Motion by Rosemeyer to approve changing the status from casual to permanent with 35 hours/week at Grade I for the Airport Coordinator as requested; Seconded by Mildbrand. Motion carried. Administrative Coordinator/Human Resource Manager Report: Hager gave a brief update: • USI – The loss ratio for January was 160% and February was 93.9%. Due to benefit changes, this was expected but it is still early in the year to see an actual trend. • Hager stated benefits for part -time employees are currently calculated on a 40 -hour basis, not 35 which is considered full -time, and resulting in the employees paying more in premiums. Hager was unable to locate policy/procedure for the calculations. Hager polled other counties for their procedures with a few operating like Taylor County and the rest prorating based on full-time status. Direction was given to start calculating on a 35-hour basis instead of 40. • The DRAFT Employee Handbook was shared with Dept Heads with a notice that this was direction from the County Board and not subject to negotiation and any concerns to be brought to Hager for consistency. Most of the concerns were regarding comp -time for exempt employees and Hager was asked to share these concerns with the committee. A few departments who have exempt staff (who are not department heads) are advocating that their staff not lose the ability to accrue comp time primarily for on -call work. Mildbrand suggested adding to section 1.3 Roles of Dept Heads – Partner with other counties, agencies and or organizations, “unless there are financial ramifications to the County”. This reques t will be made on the floor at the County Board meeting for revisions to the Employee Handbook. • Corporation Counsel – Hager stated Graff is downsizing her business and some changes will occur in the future, but it will not affect the 2026 contract with the County. • Public Employee Appreciation Week is May 4-8 and Hager will be reaching out to County Board members to help on May 8th with some treats for the employees. Motion by Mildbrand to approve the job description as presented for a Licensed Practical Nurse; Seconded by Gebauer. Motion carried.
