Project 1838
Overview This project, named “Project 1838”, in honor of the year Milton was
officially
settled,
is
a
phased
preservation
program
for
the
City
of
Milton.
It
expands
and
strengthens
the
framework
of
Historic
Districts,
creates
a
visible
and
public
identity
for
those
districts,
and
builds
public
awareness
of
Milton’s
historic
districts.
This
project
is
designed
to
have
minimal
costs
while
ensuring
meaningful
improvements
are
made
to
Milton’s
Historic
Preservation,
and
awareness
thereof.
Phase One: Strengthen and Expand the Foundation Before any public facing work begins, the Commission must assess current
Historic
Districts
and
related
City
Ordinances.
The
steps
in
Phase
One
are:
- Expand Historic District boundaries Both the Village Square and Milton College Historic District
boundaries
shall
be
evaluated.
Currently,
the
Village
Square
Historic
District
is
less
of
a
uniform
district,
and
more
of
a
collection
of
properties
deemed
historically
significant,
based
on
the
original
boundaries
of
the
Village
of
Milton.
- Explore creation of a Milton Junction Historic District Currently, there is no City-level Historic District contained
within
what
was
the
Village
of
Milton
Junction,
although
there
is
a
NRHP-listed
Historic
District
(Merchant
Row
Historic
District).
- Creation of Contributing Properties Ordinance Currently, all properties within a Historic District must receive
a
Certificate
of
Appropriateness
prior
to:
1.)
Reconstruction
or
alteration
of
any
exterior
part
of
the
property.
2.)
Construction
of
any
new
improvement.
3.)
Demolition
of
all
or
part
of
a
property.
These
1
Project 1838
requirements were created to ensure properties of immense historical
importance
are
preserved.
This
remains
a
valuable
tool
for
the
City’s
most
cherished
properties,
however,
if
the
Commission
expands
Historic
Districts
and
creates
new
Historic
Districts,
in
order
to
both
make
this
proposal
palatable
to
property
owners
and
minimize
additional
hurdles
for
property
owners
not
currently
within
Historic
Districts,
it
would
be
ideal
to
designate
properties,
via
City
ordinance,
as
“contributing”
properties,
i.e.
properties
of
significant
historical
value,
and
“non-contributing”
properties,
i.e.
properties
of
less
historical
significance,
but
that
are
nonetheless
of
some
importance
to
the
history
of
Milton.
Properties
considered
"contributing"
properties
would
still
be
required
to
receive
Certificates
of
Appropriateness.
“Non-contributing”
properties
will
not
be
required
to
receive
Certificates
of
Appropriateness.
Phase Two: Historic District Street Signage Once Historic District boundaries are confirmed and properties are
designated,
a
street
sign
program
gives
Historic
Districts
a
permanent,
visible,
public
presence,
of
which
our
Historic
Districts
are
currently
lacking.
Potential
sign
designs
are
located
on
page
5.
- Design Scheme: - Village Square Historic District: Dark heritage green with antique
gold
coloring
- Milton College Historic District: Navy blue with antique gold coloring - All signs read “ A Community Since 1838 ” - Milton Junction Historic District, if designated, will receive its own
color
scheme.
2
Project 1838
Two Options for street signage: - Full Blade: Custom signage will replace existing street signs. District
name,
street
name,
and
tagline
on
a
single
aluminum
sign.
- Topper Blade: New blade mounted atop existing green street sign.
Minimal
impact
on
existing
sign
infrastructure.
Phase Three: Public Programming Potential ideas for public programming include: Grout Buildings Interpretive Sign: A single sign placed in Milton detailing
the
use
of
poured
grout
architecture
in
Milton.
Historic Preservation Month Programming: The commission could host
programs
during
the
month
of
May,
Historic
Preservation
Month.
These
could
range
from
hosting
additional
cemetery
mapping
project
events
to
expanding
our
partnership
with
the
Milton
Historical
Society
to
jointly
host
events
related
to
Historic
Preservation.
Annual Preservation Award: an award given annually for exemplary service
to
Milton’s
Historic
Preservation,
or
for
stewardship
and/or
rehabilitation
of
a
historic
property.

Project 1838

availability,
etc.

5
Project 1838
In summary, the purpose of this project is to 1.) Reassess Historic Districts,
2.)
Explore
addition
of
signage,
and
3.)
Create
additional
public
programming
of
the
Milton
Historic
Preservation
Commission.
It
is
my
opinion
that
by
undertaking
these
actions,
the
Milton
Historic
Preservation
Commission
will
expand
awareness
of
itself,
of
Milton’s
Historic
Districts,
and
of
the
unique
history
of
the
City
of
Milton.
As
laid
out
in
the
timeline,
the
project
will
take
many
months
to
accomplish,
but
is
also
on
a
fast
paced
timeline.
Each
meeting
of
the
Commission,
as
proposed
in
the
timeline,
will
have
a
set
goal
to
accomplish.
I
look
forward
to
the
Commission’s
thoughts
on
this
project,
and
to
undertaking
it.
This
is
not
a
small
project,
but
it
will
reap
even
greater
rewards
for
our
community.
Max Olson
