Directors Report:
1. Fiscal Update: Program staff Time & Task entry has us on budget with 41% match. With
September reporting completed, the ADRC is at 62% of GPR/ADRC funds allocated
which is on target. The nutrition side claims are harder to determine budget status as
claim reimbursement is slower.
2. 2025 Health Fair recap: Viergutz reported that there were approximately 400 attendees
visiting over 50 vendor booths on October 17. Comments from the vendors and
attendees were very positive and they’re looking forward to returning in 2026. People
liked the variety of vendors, the delicious meal sponsored by Nestle and Red Higgins.
However, when meeting with Black River Industries & Nestle to recap the event, Nestle
will only sponsor the meal in 2026. The ADRC staff is already looking ahead to drafting
sponsorship opportunities for local businesses to help keep the Senior Health Fair a fun
and educational event for all.
3. Wine, Women & Dementia: Dana Detwiler, ADRC Dementia Care Specialist, held two free
screenings at the Broadway Theater on November 3 rd and November 5th. The movie had
about 80 attendees. We want to extend a huge Thank You to Dave at the Broadway
Theater for sponsoring this event. Dana had a table setup with lots of resources available
for people to take. Verbal and submitted comments were good. Board members who
attended shared their takeaways.
4. Finance committee: Viergutz asked to be on the agenda for the November 13 th meeting
to discuss the status of the Nutrition program fund transfers between on -site and home
delivered meals. The transfers have been approved and allocated accordingly. Viergutz
wanted to update the committee that she’s been informed that Lynn’s Catering has a per
meal increase of $.43 and a bulk meal increase of $.69 that had not been incorporated
into the 2026 ADRC approved budget. In reviewing the catering contracts, it was
discovered that the current 3 -year contracts will conclude the end of 2025. Viergutz has
put out a new request for catering bids. The sealed bids are due back to the ADRC office
by December 1, 2025. The ADRC Board will review at their December 10 th meeting.
Viergutz also stated that no fund balance use was written into the 2026 budget. She said
that the ADRC may need to tap into them for possible promotional events and
advocating at the State level to educate legislators about the differences between the
ADRC and Nutrition budgets and why it would make sense to have the funding in one
line item where the money can be used between the two programs as needed.
5. Marketing & Outreach: Staff will be attending/hosting the following events: 11/13 –
Lunch & Learn with Aspirus at Stetsonville Site; 11/15 – Taylor County Literacy Council
bowling at Sports Page (caregiver support); 11/20 – Hunting Party at Stetsonville Site;
12/11 – Dinner & a Movie at Medford Dining Site.
6. Miscellaneous: The Board was updated that the ADRC submitted a letter of intent to the
Fulcrum Foundation for grant funding to renovate the dining center office into an
inclusive resource room. We should be informed of the initial decision to submit a full
grant proposal by 11/15/25. The old Gilman van has been sold through the Wisconsin
Surplus auction site. Viergutz, Detwiler, Lemke and Nowak (volunteer) attended a
“Dementia Live” demonstration hosted by the ADRC of Central Wisconsin in Wausau on
11/10/25. The presentation is to simulate how a person with dementia interprets daily
tasks and instructions. It was a valuable experience for all, especially the debriefing
afterwards. Dana would like to bring this technology to Taylor County to help caregivers
and family members understand how & what the dementia person’s brain is processing
when given a list of tasks to do. Potential funding support is being researched.

Director’s Report:
• Building Plan Update: Viergutz stated the building plans are out for bids. The sealed bids
are due before the June Taylor County Board meeting on June 24, 2025, where a
contractor should be awarded the bid.
• Dementia Care Specialist: Viergutz stated that applications for the position were
accepted through June 2 nd. The first interview was conducted yesterday, June 10 th. The
second interview is scheduled for this Friday, June 13th.
• Farmer’s Market Vouchers: These will be distributed next week starting in Medford in the
Multi-purpose Room June 17 -18, 2025, and Rib Lake on June 19 th by UW Extension.
Gilman on Monday June 23, 2025, and Jump River on Tuesday June 24, 2025. The value
of the vouchers decreased to $25 due to the end of ARPA funds. Viergutz also stated
that the handling of the Farmer’s Market Vouchers used to be done by the EBS (Elder
Benefit Specialist. With the changes in the department, Viergutz stated this duty now
falls to Jenny Coleman who oversees the Nutrition Program, since this is a service that
deals with nutrition. Viergutz found out that other counties usually have the nutrition
director oversee the Farmer’s Market Vouchers.
• Fair Before the Fair: Due to the turn -out last year, this will be held again this year in the
Multi-Purpose Room from 10 AM – 12:00 PM. There will be vendors, games, animals, and
fair food, both for snacking and at the dining site for the meal.
• Financial Updates:
o Viergutz stated that Koch and she are working on the meal cost tool, which looks
at the revenue and expenses from 2024. This determines the total cost of making
a meal for both the congregate and home -delivered meals. For those under the
age of 60, this would be the amount that is requested to eat at the dining site.
o Viergutz stated that Koch will have the final figures for the revenue and expenses
from 2024 at the next meeting, so they can see how the department is doing
financially.
o Viergutz stated that both her and Koch will be working on the 2026 budget,
which will be coming out in July. Viergutz stated this will be a little more
challenging as we still will not have a full year of the ADRC department to look at,
since part of our budget aligns with the fiscal year from GWAAR, and not the
calendar year the ADRC and County utilize.
• Portage County Senior Prom: Viergutz stated this was attended by herself, Koch, and
Jessica Campbell, one of the ADRC Specialists. We were on a fact -finding mission to see
how Portage County runs this program for the seniors. An enjoyable time was had by all.
Viergutz stated the plan is to hopefully have a Senior Prom in Taylor County next year
and do one every five years. We are confident we would be able to hold an enjoyable
event for area seniors through our nutrition program offering an evening meal.

Director’s Report:
• Advocacy - Viergutz stated that ADPAW (Aging & Disability Professionals Association of
Wisconsin) recommended going to the Joint Finance event in Wausau. Viergutz was
allowed to speak for two minutes: her focus was on home -delivered meals. She stated
that the HD meal program was more than just providing a hot meal. It also serves as a
safety check to make sure the person was doing well and aids in preventing social
isolation. The participants look forward to interaction with others.
• Viergutz also stated that she and Amanda, our Disability Benefits Specialist attended the
Aging Advocacy Day in Madison on May 13, 2025. They were not able to speak with
Senator James or Representative Hurd, but she was able to speak with their staff
members and felt that what she said was heard.
• Building Plan Update - Viergutz stated that Joe Sveda, director of Buildings, Grounds, &
Maintenance, was under the impression that the building plan was not yet submitted to
the state for approval. He is working with the architect to get the plans to the state. The
original plan was to have the plan approved and be ready for the June board meeting,
but that is not going to happen now. With the building plans, the ADRC is set to gain 4
offices, along with remodeling the bathrooms to be ADA compliant.
• Carry-over Accounts – Our department currently has about 8 -10 carry -over accounts.
Some of those carry -over accounts are specifically marked for certain services provided,
like nail care and the 85.21 trust fund. . Others are just there with money in them for no
specific reason we can find. The plan is to give that money back to the county at the end
of the year in the accounts we will not use for specific purposes.
• Viergutz stated that our Memory Café is run by volunteers currently as we do not have a
Dementia Care Specialist. She also stated that each county does Memory Cafes
differently, and it needs to be tailored to our county. To that end, she is suspending the
Memory Cafe for the months of June and July until we can get someone for the position.
The memory Café should be about resources and education. It is for caregivers and
people with dementia as a safe place to come to without being judged, meeting them
where they are at.
• Adams asked about the money from the ADRC of the Northwoods. Dubiak and Lemke
provided information on that topic. An invoice will continue to be sent asking for the
$75,000 back that was given when the ADRC of the Northwoods started, with the
contract stating that if the agency dissolved, that money would revert to Taylor County.
