Maintenance hangar door: Colwell was contacted while on vacation that the maintenance hangar door collapsed. There is an engineer coming from Altmann Construction in Wisconsin Rapids to evaluate it. No action taken. Airport Coordinator report: 1. 4th quarter fuel sales: • Jet A sales 14858.00 , 2833 gallons • 100LL 3818.00 , 796 gallons 2. Fuel truck bearing is whining and will fail. A previous manager stated that we had a spare as pump wore out before and he replaced it and sent the pump out and had it rebuilt. I am unable to locate and nobody seems to know where it went at this time. 3. Lynus Snieder paid his hangar rent up until September of 2026. $1800.00 payment 4. On November 10th Rick notified me that the maintenance hangar door fell when opening. Meeting with Scott Thurber from Altmann Construction to evaluate the repair on 12/2/25 5. We received 450.00 from Brost farms for grass bails 6. Jan 1 st I am expecting a Cessna 150 to hangar monthly. This may mean leaving snow removal equipment outside and plugged in. 7. Colwell requested an increase to 32 hours per week as he will be leaving his other job. He was originally hired for 26 hours per week, and both Jeff and Rick are currently working 15+ hours weekly. Colwell noted that there is plenty of work to be done and tasks he has not been able to complete under his current schedule. He stated that while he may not need 32 hours every week, he would like the flexibility to work up to that amount. After further discussion, a motion was made by Hall, seconded by Albrecht, to increase Colwell’s hours to 32 per week beginning December 15th, changing the role from a casual position to a permanent position. The Board will revisit this in March to review and update health insurance premiums. Motion carried. Adjourn: Motion by Hoffman, seconded by Hall, to adjourn. The meeting was adjourned at 4:23 p.m. Andria Farrand County Clerk TAYLOR COUNTY AIRPORT COMMITTEE Friday, August 29, 2025 Airport Hangar Call Meeting to Order: Chuck Zenner called the meeting to order at 3:22 p.m. Members Present: Chuck Zenner, Diane Albrecht, Sue Swiantek and Bill Hall. Update on the Wisconsin Flying Hamburger Social events at KMDZ: June 18th and August 13th the Taylor County Airport hosted the Hamburger socials. Attendance was good, the one in August had 30 planes on the runway at one point! 2026 budget: The 2026 proposed budget will be $26,000 below 2025. Motion by Hall, seconded by Swiantek, to approve the budget as presented. Motion carried. GPS on County vehicle: This will need to be added to the Airport budget at a cost of $22.00/month for the Durango. Airport Coordinator report: 1. Signed into a contract with Insight FS for 4000 gallons of LP at $1.59 for 2025/2026 heating season 2. The two hamburger nights had a nice group of both pilots and locals. Billy Zawacki and his parents put on the burgers along with food brought in by local pilots and people. 3. We have had a lot of mid -size jet traffic with the purchase of Weather Shield by Pella Corp. out of Iowa. 4. August Jet A sales to date were 5528 gallons for a total sale of $26,210.00. 100LL sales - 998 gallons for total sales of $4791.00 5. We purchased 4000 gallons of JET A this month. 6. Karl Kemper with Beecher and Hoppe is waiting on payment by end of September to start the engineering of the box hangar project. The next step wi ll be getting bids in the spring of 2026. 3 quotes are needed. 7. Karl and I are starting a new petition with the BOA because the current one is expiring. 8. We signed and transferred $44,000 of Federal entitlement from 2021 to Merrill Airport as we did not have a project to spend it on and it was expiring and set to go back to the federal government. Merrill transferred their 2018 entitlement of $100,000 to us back in July of 2022. This is something that is done by the BOA to keep the money spent within the state. 9. One of the Primary plugs on runway 16/34 had a bad connection and burnt off. I was able to get the parts from CWA that day to repair and ordered the parts to return to CWA. They have been really helpful to our airport with information and parts. 10. Hal Davis was here doing his runway safety inspections. Rick and I cleared brush on the south end of 16/34 that was obstructing the safety zone. The property to the north owned by Maralee Leblanc had 3 trees in the safety zone Hal required removing. I had a discussion with Chuck Zenner followed by a conversation with Scott Mildbrand. Scott agreed with the tree removal. I contacted Danen Tree Service and they removed the trees and will grind, bring in sifted black soil level and plant grass once diggers hotline marks locations. The estimate was for $1195.00 Adjourn: Motion by Albrecht, seconded by Swiantek, to adjourn. Farrand will share the flyer with the Chamber and add it to our website and Facebook page. Update on BOA virtual meeting about federal and state funds: Colwell provided a recap of the virtual meeting with Carl Kemper and the BOA. There is $44,000.00 available that needs to be used by the end of the year, but we do not have a current project in process. We can donate it to another airport. The John Deere Tractor we purchased last year, doesn’t qualify for federal funding as it was not made in the US. The purchase of the Weather Shield hangar needs further review to determine if it is eligible for funding. Our runway needs to have 500 operations a year to be eligible for any funding, so Colwell put out the word on AWOS (Automated weather observation system) asking pilots to sign our log book when they land, to help us get to 500. Update on new box hangar build: Colwell stated that this is in progress but will be pushed out to next spring. It is currently going through architectural planning, and they are working with the DNR. Colwell said he has interest in leasing hangar space from a few pilots. Purchase a scissors lift for airport hangar maintenance: Colwell stated the Airport could use a scissors lift for regular maintenance and the cost to rent locally is $900 per week. He said he can buy a used one for $3000.00 to $7000.00. He has tried to borrow the Highway’s but can’t seem to have it for any length of time. Zenner will check with Stanfley on the potential of sharing their equipment with the Airport. In the event that this is not possible, motion by Swiantek, seconded by Albrecht, to pursue the purchase of a used scissors lift not to exceed $6000.00. Motion carried. Airport Coordinator report: Last month, 3074 gallons of fuel were sold for a total of $14,922.00 minus fees. So far 317 gallons for this month, $1714.00. Storms took out the constant current regulator on the runway and several were blown up. Parts were sourced and burnt wiring and a couple failed capacitors were replaced. Bob Lee arrived at 4:00 p.m. Adjourn: Motion by Albrecht, seconded by Hall, to adjourn. Airport hangar lease agreements: Hager presented the revised lease agreements and noted that the title needed to be revised on the one for county owned hangars. Hall stated that the changes were good. Motion by Hoffman, seconded by Hall, to approve the lease agreements once the title is amended. Motion carried. Weather Shield hangar update : Hager and Zenner reached out to Angus Pinkerton at the State of Wisconsin WisDOT Bureau of Aeronautics regarding reimbursement with BIL funds for the purchase of the Weathershield hangar. Angus indicated the primary focus on use of BIL funds are for designing new hangars. Karl Kemper from Becher Hoppe was included in the emails and suggested another form of funding for the reimbursement. Angus will look into this additional funding source. Update on new hangar construction: Zenner advised that instead of receiving 90% of the funding, we will now be receiving 95% of the funding, bringing our cost to $50,000 instead of the approved $100,000. It is anticipated that the concrete will go in this fall. Airport Coordinator report: • Colwell has someone interested in renting a bay to do aircraft maintenance, would there be a permit needed? What would the cost be? Colwell to reach out to other airports to see what they have in place. • Colwell had a group of 5 th graders come for a tour and several showed a lot of interest. He mentioned possibly planning a hamburger fly -in and inviting the schools and see if pilots will offer flights to the kids. • All but 2 of the 2025 leases have been paid. • Colwell would like to leave Scott on the payroll as he is an asset, there is just no work for him now. • Colwell was asked if the number of hours he is approved to work is enough. He stated yes, for now. Report on fly-in: Scott Epperly was unable to attend. Adjourn: Motion by Albrecht, seconded by Hoffman, to adjourn. The meeting was adjourned at 4:00 p.m. Andria Farrand County Clerk
