Village will need to talk about that and come up with a plan for business/industry expansion. The next
meeting of the Economic Development Committee will be June 23, 2026, at 6pm.
9. REPORT: Parks and Recreation Committee: D. Harnack thanked Chuck Duncan, Charles Hagmann,
Edwin Harnack, Charles Duncan, Mike McGuire, David Landis, Mike Hudson, and Footville Heating and
Cooling for helping put up the batting cage. She also thanked Nyla McGuire, Julie Meehan, Stacy Meehan,
Julia Engler, Jeanne Wilson, Teri Hagmann and Mae Cowan for the flowers around town, and they will be
helping with watering them all summer. Thank you to Steve Sagen for the great job he is doing at the park.
He will continue to do the upkeep on the ball diamond for the rest of the season. A new flagpole will be in
next week. Thank you to the Klusmeyer family for donating the flagpole. New scoreboard signs will be in
soon. Abby McGuire and family would like to donate a little library to be installed in the park. Danielle also
noted the new diamond improvements look amazing. Midwest Field Solutions was great to work with, and
they did an excellent job on the diamond.
10. REPORT: Footville Police Department: Officer Lomax reported he has submitted the required
recertification information to the state. The department will need to purchase a new taser. This will be
voted on at the next meeting. He is working with the Brodhead Police Department on evidence
management for destroying confiscated items that do not need to be kept for evidence. Upcoming training
will include intoximeter training and gun range practice. They did a speed study in Plymouth Township
along Highway 11 and Footville-Hanover Road. They are also doing more patrolling on the highway.
11. REPORT: Footville Department of Public Works – None
12. Approve resolution 2026-01 regarding the 2025 Compliance Maintenance Annual Report: Motion by N.
Conaway, 2
nd by S. Haberman to approve resolution 2026-01. Motion carried unanimously.
13. Amendment to TIF boundaries: Al Hulick reported the process for this is similar to developing the TIF. Due
to the reevaluation issue it may be possible to stay under the 12% threshold without removing any
properties. Once the plan is submitted it will go through the same legislative steps as the original TIF plan.
The parcel of land the Village is buying will need to be acquired first before the TIF boundaries can be
amended. Motion by S. Haberman, 2nd by D. Harnack to move forward with amending the TIF boundaries.
14. Discussion on Water Tower Subdivision: Andrew Rogers from Contry Homes was present to answer
questions about the Water Tower subdivision. As soon as the purchase agreement and developer’s
agreement are signed they will start work. They are looking at having 25 lots and 2 duplex lots. Side
setbacks will need to be determined. The price point they are looking at is between $370,000 and
$417,000. The Village will pay them $5,000 per home built with $50,000 paid up front and the remainder
when the water and sewer is in. If the market stays consistent all homes should be built within the next 3
years or less. Anyone that wants to build a house in the new subdivision should contact Contry Homes.
15. Johnson Block audit report: Brent Nelson from Johnson Block gave the board an overview of the 2025
audit that was conducted. The general fund increased $128,161. The board needs to approve a fund
balance policy. Both utilities are performing well. The Village’s current outstanding long-term debt is
$657,000. This amount can be up to 5% of the equalized value, which would be $4,078,000. The Village
currently has 84% of that amount remaining.
16. Financing for bathroom project: The Village can either get separate loans for everything or one big lump
sum loan to cover the bathroom project and the land purchase. A financial advisor could give suggestions
and help find funding. Additional funds can also be borrowed to cover interest costs, so they don’t fall on
the general fund. Capital project money can be used for bathroom costs, or those funds can be held to pay
for what they were assigned to in the past. S. Haberman asked what a good debt level is. Brent stated less
than 50% is good. The Village could pay off the truck loan and do a short-term loan for the bathroom to
keep the levy stable. Bob Selck asked for clarity on what projects the TIF money can be spent on. Frank
McKearn stated potential projects are in the TIF plan. If there are no park projects in there we can see if any
can be added. They will need some start up cash so bathroom materials can be ordered. Motion by S.
Haberman, 2nd by C. Hagmann to borrow $50,000 for startup costs for the bathroom construction. Motion
carried unanimously. Motion by N. Conaway, 2nd by D. Harnack to get competitive rates for a 3-year loan for
the bathroom project. Motion carried unanimously.
17. Financing for land purchase and other items: The board will get a list of financial advisors from which to
get proposals.
18. Retirement of truck loan: Motion by N. Conaway, 2nd by D. Wells to pay off the truck loan using funds from
the Capital Improvement Fund. Motion carried unanimously.
19. Informational letter for community regarding TID, land acquisition, and financing of other projects: Al
Hulick will put together a letter to give to the public to help them understand the TID and other projects. J.
Thomson will ask Al to bring the letter to the June 18th special board meeting.
20. Intergovernmental agreement for police protection – cost analysis per hour for police department:
The Village needs to find out what other patrolling Plymouth wants done besides Highway 11. S. Haberman
suggests charging them $65/hour for patrolling to cover the Village’s costs. The next Plymouth board
meeting is June 9th. N. Conaway will update the agreement and give to Plymouth Chairman Don Bomkamp
for their next meeting.
21. Seek quotes for crack filling/sealing on Clover Lane: Frank McKearn will give the Village names of
companies that can possibly give quotes on crack filling and sealing on Clover Lane.
22. Spraying of water tower field: A quote from Craig Case for $200 was presented. He will spray the water
tower field with roundup. S. Haberman asked if he had insurance in case there is drift and neighboring
lawns are affected. Clerk Stacy Neal suggested using Latigo Bold or a similar product that would kill weeds
but not grass. Motion by C. Hagmann, 2nd by N. Conaway to approve the quote as presented. Motion
carried 6-1. S. Haberman voted no.
23. Computers/Chromebooks for Village Board: Several quotes for computers were presented. Motion by N.
Conaway, 2nd by S. Haberman to go with the quote from Computer Know How for seven Chromebooks at
$399 each. Motion carried unanimously.
24. Email address for Village President: J. Thomson would like to have a village email address for the
president so all communications can be passed on to future board presidents. Motion by N. Conaway, 2nd
by R. Nath to approve an email for the Village President. Motion carried unanimously.
25. Discussion on reorganization of committees: S. Haberman asked if it is worth the money it would cost to
update the ordinances so committees could be reorganized. Motion by C. Hagmann, 2nd by N. Conaway to
table this discussion to the June 18th special board meeting. Motion carried unanimously.
26. MSA compiling of records for Batterman – discussion on budget for recovering records: MSA will give
us what records they have. They have some records they cannot open, and it will take time to get them. It
may cost up to $2000 to get the information. Frank McKearn will talk with MSA about the information they
have.
27. Closing of Village Office June 18-23: The Village office will be closed June 18-23. N. Conaway offered to
